A Martin County Sheriff’s Department arrested a West Virginia man in Inez around noon Wednesday on several criminal charge counts.
According to the arrest report released the MCSD, Carlos D. Stumbo, 29, of Dunlow, West Virginia was seen pulling out of the Wildcat Mart in Inez after having been several minutes earlier cited for driving without a valid license by Martin County deputy William Tyler Lafferty. Carlos Stumbo’s West Virginia drivers license had been suspended, and he was told by deputy Lafferty that he had to get someone else to drive his vehicle to take him away, or leave his his vehicle and go with someone else driving a separate vehicle until Stumbo could get someone else to to drive back his vehicle.
After deputy Lafferty later seeing Carlos Stumbo leaving the Wildcat Mart, deputy Lafferty begin following Stumbo for three miles, during which Carlos Stumbo was said to have crossed the center line of the road four times.
When Carlos Stumbo was pulled over by deputy Lafferty, Stumbo was asked by deputy Lafferty if there was anything in his car that deputy Lafferty needed to know about, Stumbo then said to Lafferty that there was a pistol under his seat.
Carlos Stumbo was also searched by deputy Lafferty and was found to have two syringes and a bag of meth in his pocket, with a further search leading to the discovery of several more syringes, a set of scales, a spoon and more meth inside a green backpack in the car.
In addition to a suspended West Virginia driver’s license, the front tires did not have any traction. As Stumbo was being cuffed by deputy Lafferty, he threw a cigarette on the ground in front of deputy Lafferty.
Carlos Stumbo was arrested and was charged with:
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,
• TRAFFICKING IN CONTROLLED SUBSTANCE 1ST OFFENSE,
• DRUG PARAPHERNALIA – BUY/POSSESS,
• RECKLESS DRIVING,
• IMPROPER EQUIPMENT,
• CARRYING A CONCEALED WEAPON,
• CRIMINAL LITTERING.
The criminal littering charge against Stumbo was for tossing his cigarette at deputy Lafferty
Carlos Stumbo was transported to and is being held at the Big Sandy Regional Detention Center in Paintsville, where his bond was at $5,025, full cash only.
