‘STICKY FINGERS’, DRUGS AMONG 16 ARRESTS

LAWRENCE COUNTY ARREST LIST – NOVEMBER 16-24, 2016

(NOTE: LAST WEEK’S ARREST REPORT WAS DELAYED DUE TO PHYSICAL HEALTH AND MEDICAL ISSUES. THE NEXT ARREST REPORT IS SCHEDULED FOR MIDDLE OF THIS WEEK).

ARREST NUMBERS SHOT UP IN THE TIME PERIOD FROM THE MIDDLE OF NOVEMBER TO THANKSGIVING, AS STICKY FINGERS ARRESTS LOCALLY CONTINUE IN ABUNDANCE, AS NEARLY HALF OF SUSPECTS ON ARREST LIST CHARGED WITH SHOPLIFTING; COCAINE ARRESTS ALSO ABOUND.

ARRESTS WERE ABOVE THE RECENT NORMAL WEEKLY AVERAGE IN LAWRENCE COUNTY; FOR THE SURROUNDING AREA COUNTIES, ARRESTS WERE ABOVE THEIR RECENT WEEKLY AVERAGE AS WELL. ONCE AGAIN, FOR THE PAST WEEKEND (BEFORE THANKSGIVING), ARREST NUMBERS FOR LAWRENCE COUNTY AND THE OTHER NEIGHBORING COUNTIES THAT USE THE REGIONAL JAIL DROPPED AGAIN TO PALTRY LEVELS. 

From 12:01 A.M., November 16, 2016 to 11:59 P.M., November 24, 2016; 98 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 98 arrested individuals brought to the BSRDC in the last 9 days, 16 were from Lawrence County. 

From 12:01 A.M., November 9, 2016 to 11:59 P.M., November 15, 2016; 77 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 77 arrested individuals brought to the BSRDC in that 7 day period, 8 were from Lawrence County. 

From 12:01 A.M., November 1, 2016 to 11:59 P.M., November 8, 2016; 75 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 75 arrested individuals brought to the BSRDC in that 8 day period, 10 were from Lawrence County. 

he number of people booked each day from November 16 thru November 24 at the Big Sandy Regional Detention Center in Paintsville was as the following: WEDNESDAY-NOVEMBER 16: 15, THURSDAY-NOVEMBER 17: 20, FRIDAY-NOVEMBER 18: 12, SATURDAY-NOVEMBER 19: FIVE, SUNDAY-NOVEMBER 20: TWO, MONDAY-NOVEMBER 21: 12, TUESDAY-NOVEMBER 22: 16, WEDNESDAY-NOVEMBER 23: 12, THURSDAY-NOVEMBER 24: FOUR, 

Those sixteen individuals arrested in Lawrence County in the past nine days are the following:

Brian A. BowenBryan A. Bowen, 23, of Louisa, was arrested on November 16, at 12:26 P.M., by deputy Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500, • THEFT BY UNLAWFUL TAKING OR DISPOSITION BICYCLES UNDER/$500, • CARRYING A CONCEALED WEAPON.

 

Ora HundleyOra Hundley, 43, of Fort Gay, West Virginia; was arrested on November 16, 2016 at 6:45 P.M., by an officer of the Louisa Police Department, and was charged with: • NON PAYMENT OF FINES.

 

Anthony D. RatliffAnthony D. Ratliff, 32, of Paintsville, Kentucky; was arrested on November 17, 2016, at 3:46 P.M., by patrolman officer Steven Wilburn, of the Louisa Police Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE(METHAMPHETAMINE), • DRUG PARAPHERNALIA – BUY/POSSESS, POSSESSION CONTROLLED SUBSTANCE, 2ND DEGREE – DRUG UNSPECIFIED, • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500, • CRIMINAL TRESPASSING-2ND DEGREE


 

 Keith PenixKeith Penix, 25, of Louisa, was arrested on November 16, 2016, at 3:46 P.M., by Chief Greg Fugitt of the Louisa Police Department, and was charged with: • BURGLARY, 3RD DEGREE, • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (COCAINE), • DRUG PARAPHERNALIA – BUY/POSSESS.


 

Amanda ThomasAmanda Thomas, 34, of Louisa, was arrested on November 16, 2016, at 3:49 P.M., by Chief Greg Fugitt of the Louisa Police Department, and was charged with: • SERVING BENCH WARRANT FOR COURT.


 

Percilla A. BoggsPerscilla A, Boggs, 30, of Paintsville, Kentucky; was arrested on November 17, 2016, at 4:44 P.M., by patrolman officer Steven Wilburn, of the Louisa Police Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE(METHAMPHETAMINE), • DRUG PARAPHERNALIA – BUY/POSSESS, POSSESSION CONTROLLED SUBSTANCE, 2ND DEGREE – DRUG UNSPECIFIED, • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500,


 

Bobby J. TriplettBobby J. Triplett, 51, of Painsville, Kentucky; was arrested on November 21, at 11:26 A.M., by deputy Rodney Lycan, of the Lawrence County Sheriff Department, and was charged with: • SERVING WARRANT (FOR OTHER POLICE AGENCY), • NON-SUPPORT, • SHOCK PROBATION IN MISDEMEANOR CONVICTIONS, • PROBATION VIOLATION (FOR MISDEMEANOR OFFENSE).

 

 

Helen JudeHelen Jude, 44, of Inez, Kentucky; was arrested on November 21, 2016, at 6:33 P.M., by an officer of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.


 

Randall BowenRandall Bowen, 22, of Louisa, was arrested on November 23, at 12:18 P.M., by deputy Rodney Lycan, of the Lawrence County Sheriff Department, and was charged with: • SERVING BENCH WARRANT FOR COURT.

 

 

Jessica BlevinsJessica Blevins, 34, of Huntington, West Virginia; was arrested on November 23, 2016, at 12:35 P.M., by by chief deputy Mark Wheeler, of the Lawrence County Sheriff Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (COCAINE)-[ 2 SEPARATE COUNTS ], • DRUG PARAPHERNALIA; USE, POSSESS, 1ST OFFENSE.


 

 

 

 

Pamela MoorePamela Moore, 24, of Fort Gay, West Virginia; was arrested on November 23, 2016 at 5:05 P.M., by sergeant Ed Cordle, of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.


 

 

Tara LycansTara N. Lycans, 32, of Fort Gay, West Virginia; was arrested on November 23, 2016, at 5:05 P.M., by by chief deputy Mark Wheeler, of the Lawrence County Sheriff Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (COCAINE), • DRUG PARAPHERNALIA; USE, POSSESS, 1ST OFFENSE, • PROBATION VIOLATION (FOR FELONY OFFENSE), • ESCAPE 2ND DEGREE-(IDENTIFY FACILITY) • PERSISTENT FELONY OFFENDER II.

 

 

Alexis J. BoydAlexis J. Boyd, 22, of Louisa, turned herself in November 23, 2016 at 5:14 P.M., to the Lawrence County Sheriff Department to serve a guilty plea jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 Estella WilliamsEstella Williams, 41, of Kermit, West Virginia; was arrested on November 23, 2016, at 5:34 P.M., by patrolman officer Jordan Miller, of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.


 

 

Dale E. MoncerDale E. Moncer, 65, of Louisa, was arrested on Thanksgiving Day, November 24, 2016, at 10:29 A.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL DRUGS/ETC. .08 – 1ST OFFENSE


 

 

Shawn MeadeShawn L. Meade, 38, of Painstville, Kentucky; was arrested on Thanksgiving Night, November 24, 2016, at 11:09 P.M., by patrolman officer Hunter James, of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.
