On Tuesday June 21, 2022 The Lawrence County Fiscal a court had a regular scheduled monthly meeting at 10AM, downtown at the Lawrence County Courthouse in Louisa, Kentucky. The LC Fiscal Court Judge Executive Phil Carter was in attendance with Magistrates John Skaggs, David (Mouse) Halcomb, Rick Blackburn and David Pinson.

10. Approved Amendment to Sheriff’s FY 2022 Maximum Salaries for Deputies and Assistants – Discussion by LC Sheriff Chuck Jackson who said, The deputies are not getting $10.00-$15.00 hour raises. The budget amendment was done because the state raised the KLEFPF reimbursement and court security pay. The deputies will be getting an extra $25.00 a month with their KLEFPF incentive. The state also raised the court security reimbursement. This increase does not mean it is just for reimbursement in wage per hour. It helps cover all payroll expenses. This is all paid by the state. We had to do a budget amendment to show where the money would be coming from.” Motion by Rick Blackburn 2nd by Mouse Halcomb.
11. Approved Amendment to Sheriff’s 2022 Budget – Motion by Mouse Halcomb 2nd by Rick Blackburn.
12. Approved LC Rural Secondary Program FY 22/23 Fiscal Year –
Tim Spencer, a representative from the State Road Department was present. Spencer said, “There is an increase for Lawrence County of $1,534,940 minus maintenance fund roadways and expenses which were $3,875 because flex funds have changed.”
“There is $633,597 available for secondary roads from the state. The 3 projects the road crew will work on this summer are
- Route 828 Sand Branch/Diamond Ridge
- Route 581 George’s Creek Road and
- Route 3396 at the Junction of routes 32 to Route 3 in Lawrence County.”
Spencer said. “We usually get 2-3 projects a year.”
Magistrate David Pinson asked Spencer about the Bridge on 581 and Spencer said it was on a 6-yr program which means it will probably not be worked on this year. Motion by Mouse Halcomb 2nd Rick Blackburn.
13. Approved Resolution for Blaine Park Grant – Motion by Rick Blackburn 2nd by John Scaggs. (No amount discussed)

17. Approved Donation to LC Bicentennial Committee – $5,000 will be donated to the Bicentennial Committee. Motion by Mouse Halcomb 2nd by John Scaggs. No mention of what the money will be used for.
18. Appoint Member to Solid Waste Board – Judge Phil Carter said “None at this time.”
19. Awarded Bids on Asphalt, Gravel – Asphalt — bid was $83.93 a ton by American Asphalt. Gravel was Buffalo Valley or Local depending on gravel available. (Gravel will have to be voted on in Special Meeting if local distributor used) Motion by Rick Blackburn 2nd by Mouse Halcomb.
20. Approve Health Insurance (TABLED) – Discussion about KACo and Delta Insurance. Rep from KACo Phillip Hunt was present, the court will decide next week at special Meeting after looking over both plans in more detail.. Issues remain in the contract as Delta makes strong push for county’s health insurance business.
21. Discuss Haulers Rate Increase? – Motion by John Scaggs 2nd by Mouse Halcomb. Magistrates awarded a $2 raise for customer to $20 per month. Senior Citizens will have a $1 raise added up to $13 from last year.
22. Public Comments – Sheriff Chuck Jackson thanked Camp Caleb.
“We were blessed to have 17 kids attend camp this year. A huge Thank You to all the families who allowed us to spend the weekend with their children. I can’t begin to express gratitude for the volunteers , business and sponsors who make this camp possible and a success,” Jackson said on his FB page this week.

Can you get some clarification and/or copy of the amendment and post it for the tax payers to see. Do not believe LC can sustain a $10-$15 raise for them. Don’t believe you can give a bonus either with tax payer money. ALL officers HAVE to maintain their certification per state law and get a separate incentive from state for it. Please get us some clarification and give us something to see in black and white. Would also be nice if Lazer could post the county employees salaries after July 1st so we know where our money is going.
We always do and will this year, Lord willing. We also post the salaries of school board employees and city employees each year.

Well, we all know where the money goes. It don’t really disappear, it just goes the the LC park as always. The roads are very rough, slipped out and the weeds and bushes are taking over!!!!
