In an adventure plot straight out of the “Dukes of Hazzard”, deputies in Martin County say they tried to stop a drunk ATV driver and his drunk passenger in Martin County Wednesday night when the driver sped off, leading deputies on a chase and then they rammed a patrol car.
Dennis B. Horn, 43, of Inez, and Christopher Lee Maynard, 34, of Lovely, are facing multiple charges after the incident Wednesday night November 1.
According to the arrest citation written by Martin County deputy Michael Housinger, Dennis Horn was driving an ATV in the Lovely community area of Martin County when police tried to pull him over. Chris Maynard was riding the ATV with him.
Deputies say they saw the ATV cross double yellow lines several times and that Christoper Maynard, who was the passenger, was about to fall of the ATV.
In an added statement in later media reports, Sheriff John Kirk said, “Dennis Horn, the driver, had a case of beer behind him and he also was about to fall off the vehicle.” Kirk further stated he hopes that the seriousness of the latest charges slapped on Horn and Maynard will cause them to get some pretty decent jail time’.
When deputies tried to stop the ATV, the men took off
During the chase, the ATV came right at a deputy’s cruiser. The deputy turned to avoid hitting it head on. The ATV hit the cruiser on the left side and caused damage before the officers could finally stop them.
Both Dennis Horn and Christopher Maynard were then taken into custody.
Christopher Maynard, who was the passenger, told the deputies the ATV belonged to him and that he allowed Dennis Horn to drive it while under the influence.
Maynard also said the ATV didn’t have brakes.
According to the arrest citation, Horn did a intoxilyzer test and the results came back almost three times the legal limit.
Horn and Maynard were both intoxicated, police said on the arrest report. During their arrests, Christopher Maynard was very loud and unruly.

Horn was charged with: • OPERATING MOTOR VEHICLE UNDER/ INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSE, • WANTON ENDANGERMENT -2ND DEGREE-POLICE OFFICER, • OPERATING ATV ON ROADWAY • OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE • NO OPERATORS-MOPED LICENSE, • NO REGISTRATION PLATES, • FAILURE TO PRODUCE INSURANCE CARD, • FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, • FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE).
Christopher Lee Maynard was charged with: • ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE), • WANTON ENDANGERMENT-2ND DEGREE-POLICE OFFICER, • PERMITTING UNLICENSED OPERATOR TO OPERATE MOTOR VEHICLE, • DISORDERLY CONDUCT, 2ND DEGREE.
Both men were taken to the Big Sandy Regional Detention Center in Paintsville Wednesday night. Even with the seriousness of their latest charges against them, both Dennis Horn and Christopher Maynard were able to get released on bail bonds by noon Thursday November 2, even though each of the two men also have massive criminal record histories.
Dennis B. Horn has been arrested 30 times, on several dozen felony, misdemeanor, and auto vehicle traffic citations in mostly Martin County, with some in Pike County, since May 2002.
Christopher Lee Maynard has been arrested 42 times, on over a hundred felony, misdemeanor, and auto vehicle traffic citations in Martin County, since May 2003.
Maynard is also permanently banned from having a driver’s license in Kentucky, hence that one of the charges filed against him in his latest arrest.
