ROBBERY LEADS LIST OF ARRESTS THIS WEEK; JAIL FULL AGAIN

LAWRENCE COUNTY ARREST LIST MARCH 1-7, 2017

The number of arrests in Lawrence Co.were down by half the average when compared to the number of arrests in each week of the last yhree months.

While arrests have been somewhat above average in the neighboring counties, many of those arrests have been for serious charges, and many of those booked at the Big Sandy Regional Detention Center in Paintsville are being denied bail and bond, causing the jail to be “filled to the gills” to a record number of current incarcerations.

The BSRDC reported maximum inmate capacity is for 225 inmates, and usually in the past on an average day, the daily inmate numbers were around 195 to 210 inmates. On March 7, at 6 p.m., there were 267 inmates booked at the jail.

Most of the arrests in Lawrence county in the past week were also for serious charges as well. the names of the eight people arrested in the past week are the following:

Seth RigsbySeth A. Rigsby, 25, of Martha, Kentucky; was arrested on March 1, 2017, at 6:19 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), • DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

Brian A. BowenBrian A. Bowen, 24, of Inez, Kentucky; was arrested on March 1, 2017, at 8:44 P.M., by patrolman officer Hunter James, of the Louisa Police Department, and was charged with: • ROBBERY, 2ND DEGREE, • MENACING.

 

 

 

 

 

 

 

Dalton L. WhittDalton L. Whitt, 18, of Webbville, Kentucky; was arrested on March 2, 2017, at 9:21 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • MENACING, • ASSAULT, 2ND DEGREE – POLICE OFFICER, • RESISTING ARREST, • ENDANGERING THE WELFARE OF A MINOR, • TERRORISTIC THREATENING, 3RD DEGREE.

 

 

 

 

 

Jacqulyn R. OsborneJacqulyn R. Osborne, 34, of Louisa, was arrested on March 3, 2017, at 2:50 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL), • TAMPERING WITH PHYSICAL EVIDENCE, • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED, • PRESCRIPTION CONTROLLED SUBSTANCE NOT PROPER CONTAINER 1ST OFFENSE, • ILLEGAL POSSESSION OF LEGEND DRUG, • TAMPERING WITH PHYSICAL EVIDENCE, • POSSESSING LICENSE WHEN PRIVILEGES ARE REVOKED.

 

 

 

 

 

 

 

Zandol D. ParriganZandol D. Parrigan, 45, of Louisa, was arrested on March 3, 2017, at 3:25 P.M., by sergeant Ed Cordle, of the Louisa Police Department, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, • TERRORISTIC THREATENING, 3RD DEGREE, • CRIMINAL MISCHIEF 2ND DEGREE, • MENACING.

 

 

 

 

 

Charles StacyCharles Stacy, 54, of Catlettsburg, Kentucky, was arrested on March 3, 2017, at 3:45 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).

 

 

 

 

 

 

Josua CaldwellJoshua Caldwell, 24, of Somerset, Kentucky; was arrested on March 6, 2017, at 10:03 P.M., by trooper Forrest Newsome, of the Kentucky State Police, and was charged with: • PROBATION VIOLATION (FOR FELONY OFFENSE).

 

 

 

 

 

 

Lisa A. ParsonsLisa A. Parsons, 47, of Louisa, was arrested on March 7, 2017, at 12:21 A.M., by deputy Mack Wilhite of the Lawrence County Sheriff Department, and was charged with: • MENACING, • ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).

 

 

 

 

 

 

 

Lowell Justin MaynardLowell Justin Maynard, 28, of Louisa, was arrested on February 28, 2017, at 10:07 P.M., by deputy Byron Fairchild of the Johnson County Sheriff Department, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, • IMPROPER EQUIPMENT, • DRIVING ON DUI SUSPENDED LICENSE -1ST OFFENSE, • NO REGISTRATION PLATES, • NO REGISTRATION RECEIPT, • FAILURE TO PRODUCE INSURANCE CARD, • FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, • FAILURE TO WEAR SEAT BELTS.

 

 

 

 

 

 

Joey L. ThomasJoey L. Thomas, 30, of Louisa, was arrested on March 1, 2017, at 12:13 A.M., by deputy Byron Fairchild of the Johnson County Sheriff Department, and was charged with: • SERVING BENCH WARRANT FOR COURT, • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED), • DRUG PARAPHERNALIA – BUY/POSSESS, • PUBLIC INTOXICATION-CONTROLLED SUB(EXCLUDES ALCOHOL).

 

 

 

 

 

David A. HarmonDavid A. Harmon, 58, of Louisa, was arrested on February 28, 2017, at 9:03 P.M., by deputy A. Blevins of the Martin County Sheriff Department, and was charged with: • TAMPERING WITH PHYSICAL EVIDENCE, • POSSESSION CONTROLLED SUBSTANCE, 2ND DEGREE – DRUG UNSPECIFIED, • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED, • PRESCRIPTION CONTROLLED SUBSTANCE NOT PROPER CONTAINER 1ST OFFENSE.

David A. Harmon was also arrested on February 6, 2017, at 1:32 A.M., by deputy Billy Patrick of the Martin County Sheriff Department, and was charged with: • ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE), • POSSESSION A CONTROLLED SUBSTANCE.
