LAWRENCE COUNTY ARREST LIST – NOVEMBER 25-30, 2016

REGIONAL JAIL ONCE AGAIN OVER CAPACITY


ARRESTS WERE ON PACE FOR THE RECENT NORMAL WEEKLY AVERAGE IN LAWRENCE COUNTY; FOR THE SURROUNDING AREA COUNTIES, ARRESTS WERE AROUND THEIR RECENT WEEKLY AVERAGE AS WELL ONCE AGAIN.

THE BIG SANDY REGIONAL DETENTION CENTER ONCE AGAIN IS AT ‘OVERCAPACITY’ IN REGARDS TO THE NUMBER OF INMATES IT CAN HOUSE AT ITS FACILITY FOR THE PAST WEEK AND HALF, AS THE NUMBER OF INMATES ROSE BEFORE AND THRU THE THANKSGIVING HOLIDAY PERIOD AS ARRESTS IN THE AREA PILED UP.

THE JAIL WAS DESIGNED TO HOLD 225 INMATES.  

AT ONE POINT THIS PAST SATURDAY, NOVEMBER 26, THE NUMBER WAS AT 240 INMATES. THAT NUMBER WENT DOWN SOME AT THE BEGINNING OF THE WEEK BUT WENT BACK UP IN THE LAST COUPLE OF DAYS, AND IS NOW AT 235 INMATES AS OF 6:00 A.M. FRIDAY DECEMBER 2.

From 12:01 A.M., November 25, 2016 to 11:59 P.M., November 30, 2016; 60 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 60 arrested individuals brought to the Big Sandy Regional Detention Center in the last 6 days, 9 were from Lawrence County.

From 12:01 A.M., November 16, 2016 to 11:59 P.M., November 24, 2016; 98 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 98 arrested individuals brought to the Big Sandy Regional Detention Center in that 9 day period, 16 were from Lawrence County.

From November 1 thru November 30, 310 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 310 arrested individuals brought to the Big Sandy Regional Detention Center in the month of November, 45 arrests were from Lawrence County.

Below are the November numbers during certain date period, with the number on the left the total arrested inmates brought the to the BSRDC, while the number in parentheses on the right are the total arrests for Lawrence County only:

NOVEMBER 1-8, 2016: 75, (10).
NOVEMBER 9-15, 2016: 77, (8).
NOVEMBER 16-24, 2016: 98, (16).
NOVEMBER 25-30, 2016: 60, (9).
NOVEMBER TOTAL: 310, (45).

For further statistical comparison, compare the arrest numbers for previous three months. It shows a statistical number decline in arrests from late summer thru the late autumn for Lawrence County, and especially the neighboring counties that use the Big Sandy Regional Detention Center in Paintsville, Kentucky.:

The number of people booked each day from November 25 thru November 30 at the Big Sandy Regional Detention Center in Paintsville was as the following: FRIDAY-NOVEMBER 25: 14, SATURDAY-NOVEMBER 26: 10, SUNDAY-NOVEMBER 27: FIVE, MONDAY-NOVEMBER 28: NINE, TUESDAY-NOVEMBER 29: EIGHT, WEDNESDAY-NOVEMBER 30: 14.

Those nine individuals arrested in Lawrence County in the past six days are the following:

 Hansel WileyHansel Wiley, 46, of Louisa, was arrested on November 25, 2016, at 4:06 P.M., by trooper Bobby Layne, of the Kentucky State Police, and was charged with: • NO REGISTRATION PLATES. • NO REGISTRATION RECEIPT, • FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, • IMPROPER REGISTRATION PLATE, • IMPROPER DISPLAY OF REGISTRATION PLATES, • DRIVING DUI SUSPENDED LICENSE – 2ND OFFENSE, • IMPROPER EQUIPMENT, • FAILURE TO PRODUCE INSURANCE CARD.

Danny D. ColgroveDanny D. Colegrove, 30, of Lenore, West Virginia; was arrested on November 25, 2016, at 4:16 P.M., by patrolman officer Jordan Miller, of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING $500 OR MORE BUT UNDER/$10,000.• POSSESSION OF MARIJUANA, • ENDANGERING THE WELFARE OF A MINOR, • RECKLESS DRIVING, • UNLAWFUL TRANSACTION W/MINOR 3RD DEGREE, • NO OPERATORS-MOPED LICENSE, • BOOSTER SEAT VIOLATIONS, • DRUG PARAPHERNALIA – BUY/POSSESS.


Elmer L MarcumElmer L. Marcum Jr., 34, of Genoa, West Virginia; turned himself in November 25, 2016 at 5:38 P.M., to the Lawrence County Sheriff Department to serve a guilty plea weekend jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER

 

 

Lisa GreenLisa Green, 46, of Louisa, was arrested on November 26, at 1:27 P.M., by deputy Mason Keefer, of the Lawrence County Sheriff Department, and was charged with: • FAILURE TO OR IMPROPER SIGNAL, • OPERATING MOTOR VEHICLE UNDER/ INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFF, • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED.

 

 

Wendy JudeWendy Jude, 29, of Louisa; was arrested on November 26, 2016, at 1:29 P.M., by patrolman officer Steven Wilburn, of the Louisa Police Department, and was charged with: • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE(EXCLUDES ALCOHOL), • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), • DRUG PARAPHERNALIA – BUY/POSSESS, • CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER


Karen AdamsKaren Adams, 50, of Louisa; was arrested on November 26, 2016, at 1:34 P.M., by patrolman officer Steven Wilburn, of the Louisa Police Department, and was charged with: • TAMPERING WITH PHYSICAL EVIDENCE, • HINDERING PROSECUTION OR APPREHENSION-2ND DEGREE.


Christopher J. HowellChristopher J. Howell, 32, of Louisa, was arrested on November 27, at 1:36 A.M., by deputy Mack Wilhite, of the Lawrence County Sheriff Department, and was charged with: • FLAGRANT NON SUPPORT, • OPERATING ON SUSPENDED OR REVOKED OPERATOR LICENSE, • FAILURE TO NOTIFY ADDRESS CHANGE TO DEPARTMENT OF TRANSPORTATION, • FAILURE TO WEAR SEAT BELTS, • NO REGISTRATION PLATES, • NO REGISTRATION RECEIPT, • FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, • FAILURE TO PRODUCE INSURANCE CARD, • IMPROPER REGISTRATION PLATE, • LICENSE TO BE IN POSSESSION, • SERVING TWO SEPARATE WARRANTS (FOR OTHER POLICE AGENCY).


Joseph K. MarcumJoseph Kevin Marcum, 40, of Louisa, was arrested on November 28, at 1:51 P.M., by deputy Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with: • DOMESTIC ABUSE – DUTIES OF LAW ENFORCEMENT.


Cassandra E. RobertsonCassandra E. Robertson/Arthur, 46, of Louisa; was arrested on November 29, 2016, at 8:03 P.M., by patrolman officer Steven Wilburn, of the Louisa Police Department, and was charged with: • BURGLARY, 3RD DEGREE.
