LAWRENCE COUNTY SHERIFF DEPARTMENT CONTINUES INVESTIGATION INTO WEDNESDAY MORNING SHOOTING THAT LEFT ONE MAN INJURED AND ANOTHER MAN ARRESTED
ALLEGED SHOOTER RELEASED ON BOND FROM JAIL WITHIN A FEW HOURS AFTER ARREST ON TOP FELONY CHARGE

ALLEGED SHOOTING SUSPECT: CHARLES MORAN.
The Lawrence County Sheriff Department continues its investigation into a shooting that happened Wednesday morning in Lawrence County.
According to the citation report, just around 6:56 A.M. Wednesday morning, April 8, Lawrence County E-911 received a call that someone had been shot by another person near a residence just shortly after 6 AM on Dry Ridge Road, off Route 32, 9 miles west of Louisa.
Sheriff Chuck Jackson and chief deputy Mason Keefer responded to the shooting incident scene. A NetCare Lawrence County ambulance also arrived to the scene.
In the arrest report, the alleged shooting suspect, identified as Charles Moran, 59, of Louisa, was arrested at 8:58 A.M. at the scene.
According to the sheriff department arrest report, it states the shooting stemmed over an altercation that happened earlier Wednesday morning between Charles Moran and a family member of the shooting victim, identified as Brad Parsley.
Officers say Charles Moran drove to Brad Parsley’s home and then decided to leave. Brad Parsley at that time then came outside, got into his car and drove up the driveway after seeing someone on his property. Deputies say there was some sort of vehicle collision between the two men, whereupon Charles Moran allegedly got out of his car, fired multiple shots at Parsley’s vehicle, and he then drove away from the scene.
Brad Parsley’s girlfriend helped him back to their house, and Parsley was transported to Three Rivers Medical Center in Louisa, where his condition and whether if he was taken to another hospital is unknown at this time.
The Lawrence County Sheriff Department later located Charles Moran, where during his questioning he admitted to the shooting of Brad Parsley, The firearm used by Moran in the shooting has since been recovered.
Charles Moran was charged with: ASSAULT, 1ST DEGREE, a Class B felony, punishable by a set term range of 10 to 20 years in state prison.
Moran was transported to the Big Sandy Regional Detention Center in Paintsville and was booked and lodged at 10:41 A.M.
Somewhat surprisingly, and possibly due the parameter fears involving the COVID-19 virus pandemic and threats to the health of prison inmates, Charles Moran was released from the BSRDC Wednesday evening after posting his bail bond.
The shooting case remains under investigation by chief deputy Mason Keefer.

This is wrong he shot at my son 6 times and hit him 4 times. 2 in the back 1 in the ear 1 in the shoulder. He was on our property and he was not arrested at the scene. He shot my som and drove away.
It’s sad someone charges with a felony, involving a firearm where a man was injured is released within hours!!! Let that have been a drug charges and no way would they be released. EVERYONE in this county knows this is not the first time he has assaulted someone. Yet he walks. Yeah that’s Lawrence county Justice for you!!!

They are bad for false information! They don’t get facts straight before they post! I don’t know this situation on truth or not but I do know for a fact you can’t trust this paper to print the truth. I know several people that has had an issue with them printing false information. I don’t see how they’ve not been shut done they just post gossip not truth! THE SHERIFF DEPARTMENT SENT US THE ORIGINAL POLICE REPORT, BUT ME AND MARK COULD BARELY READ THE DEPUTY’S WRITING. AND WE WENT WITH MY FIRST DRAFT, BUT AS SOON AS WE DID, THE LCSD NOTIFIED WSAZ ABOUT THE INCIDENT. THEY DID A REPORT (WHICH WAS COPIED BY THE AFFILIATE STATION WYMT IN HAZARD); ALONG WITH OTHER LOCAL AND REGIONAL NEWS OUTLETS.
IF MARK WERE DECIDE TO AND WOULD BE KIND ENOUGH TO POST, POST THE SHERIFF REPORT OF THE SHOOTING FOR ALL THE PUBLIC TO SEE, TO SEE HOW IT WAS THE “OFFICIAL WRITTEN SUMMARY” OF THE INCIDENT BY THE LCSD!!
You should, in no instance whatsoever, be writing anything that will be considered “news” and read by the public.
