Nolan chosen to replace Johnson for remainder of term

Louisa City Council Special Meeting Tuesday at 6:00 pm;

Perfection Group will report on study of city’s use of utilities Nov. 3

 Louisa City Atty. Eldred Adams swears in John Nolan Nov. 1,  2016 for unexpired term of Gloria Johnson.

The Louisa City Council met for a special meeting on Tuesday, November 1, 2016. Those in attendance were Mayor Harold Slone, Ronald Cordle member, Mitch Castle member, Lisa Schaeffer member, Tom Parsons member and Angela McGuire member, and City Attorney Bud Adams. 

Mayor Slone said  the Perfection Group will present its evaluation of the City’s use of utilities at a special utility meeting Thursday November 3, 2016 at 6pm.

“This group has some innovative ways to save and conserve on water, sewage and electric,” Slone said.  “We authorized them to come in and evaluate all the properties in the city to develop ways to cut the city’s usage of electricity and other utilities.”  

The council was invited to attend since it will not meet again until December.

The Mayor also announced that an Employee Handbook for the city was also nearing completion for the Council to review .

Motion made by Mitch Castle, second by Angela McGuire to  approve the appointment of John Nolan as the new council member to replace member Gloria Johnson who resigned the position last month. City Attorney Eldred Adams administered the oath and swore in Mr. Nolan with all members in agreement.

Nolan is among the six members running for the six seats on the council on November 8, so the appointment was mostly a formality.

Mayor Slone thanked Gloria Johnson once again for her many years of service for the city.

Motion made by Angela McGuire , second by Ron Castle to approve the minutes of the October 11, 2016 meeting. All members agreed.

Eldred Adams spoke about the progress of the Levisa Lane highway. He continues to work on the project.  Also in old business the city reviewed the Nuisance Ordinance and decided that chickens and ducks are allowed to live in the city as long as they are in accordance with the ordinance.

There was also a discussion about a property at the end of Rice Street that has junk yard automobiles around the property. The Nuisance Ordinance prohibits junk yards within the city. The Council will revisit this issue after looking at the ordinance again.

The meeting was adjourned and members were reminded to attend the November 3, 2016 meeting.
