Edris Humphrey retires after 27 years of service
LOUISA – The Lawrence County Board of Education met Thursday evening at Lawrence County High School for a tax levy hearing at 6 p.m. and a special meeting at 6:30 p.m. The tax hearing opened for public comment and then closed with no comments made, but the published notice of proposed taxes was read by Chairman D. Heath Preston:
“The Lawrence County Board of Education held a public hearing at the Lawrence County High School library on September 29 at 6 p.m. to hear public comments regarding a proposed general fund tax levy of 49.2 on Real Estate and 52.0 cents on Personal Property.
The General Fund tax levied in fiscal year 2015-16 was 52.0 cents on Real Estate and 52.0 cents on Personal Property and produced revenue of $4,433,736.56. The proposed General Fund tax rate of 49.2 cents on real property and 52.0 cents on personal property is expected to produce $4,183,950.92 for 2016-17. Of this amount $1,039,570.82 is from new and personal property. The compensating tax rate for 2016-17 is 47.4 cents on real property and 51.6 cents on personal property and is expected to produce $4,060,035.34.
FY 2017 revenue is not expected to exceed FY 2016 revenue.
The tax hearing was closed and the Board moved on to the scheduled special meeting at 6:30 p.m.
Following the call to order, mission statement and pledge, Superintendent of Schools Dr. Robbie Fletcher presented the communication segment to the members. He recognized Finance Officer Edris Humphrey, whose retirement was official on September 30 as the cap to a 27-year career of serving Lawrence County’s students, families and staff. Chairman Preston noted that “she will be greatly missed.”
Dr. Fletcher also introduced Brandi VanHoose, the new finance officer for the district, who is a Lawrence County Schools graduate and comes to the system from the private sector and has a master’s degree in business administration.
Dr. Fletcher next provided the Board with preliminary KPREP test score data, letting them know that Blaine School was designated a proficient school for the first time in its history and then shared preliminary data results for each school, reflecting decreases in areas and informed the Board he would be meeting with principals and developing action plans with them focused on addressing areas of needed improvement, centering primarily on novice reduction.
The Board approved all agenda items, including the tax rates covered in the public tax hearing and a trip to the National FFA Convention in Indianapolis for Melissa Blackburn and her LCHS FFA officers.
The next meeting of the Board of Education was set for October 13 at 6 p.m. for a full review of KPREP data and discussion of proposed action plans.
