IT’S OK TO KEEP CHICKENS IN COUPS IN LOUISA

UPDATE:  FROM CITY POLICE CHIEF GREG FUGITT — “…After being requested, I investigated the complaint of offensive odors coming from a chicken coop located in the rear of a residence on Lock Avenue, being it is a violation of City Nuisance Ordinance #11-02 section 3 “Keeping of Animals”.

 According to the ordinance which states, “the failure to keep an animal’s pen, yard, lot, or other enclosure in a sanitary condition and free from preventable offensive odors. Animals causing excessive noise or disturbance shall be removed from the city by their owners or keepers”.

The investigation determined that an offensive odor may have been present earlier but that the owner has since remedied the issue. After talking with the property owner it is believed that the odor in question may have been hay that had gotten wet and began to rot.

The owner advised that he would make sure that he complied with the city ordinance and maintain the chicken coop. No further action was recommended through our investigation.

Gloria Johnson resigns early… Danny Slone, resident of Louisa, expressed his concerns about a neighbor's decision to raise ducks and chickens within the city limits.

 LOUISA, KY. — The Louisa City Council met for their regular meeting Tuesday, October 11, 2016. Those in attendance were members Ronald Cordle member, Mitch Castle member, Lisa Schaeffer member, Tom Parsons member, Angela McGuire member Mayor Harold Slone, Greg Fugitt Police Chief and Eldred Adams, council for the city.  The meeting was called to order after the pledge and prayer.

The meeting addressed several issues pending in the city.

*  The Mayor and Council accepted the resignation of  long time council member Gloria Johnson, who chose to not seek re-election in November and whose term is up in December.

City Attorney.  Eldred Adams, informed all those in attendance that  “Council must replace Ms. Eldred Adams explains an ordinance about replacing council members who resign at Tuesday night's city council meeting at meeting. LAZER photo.Gina Woods Johnson within thirty days or the Governor will make an appointment.” Mayor Slone suggested that one of the new members, slated to join the Council in January John Nolan and David McKenzie, might be receptive to beginning their term a little earlier than scheduled.

*  Motion made by Mitch Castle and second by Lisa Schaeffer and approved by all members to approve the minutes of the special meetings held on September 13, 2016 and September 27, 2016.  

*  Motion made by Ronald Cordle and second by Tom Parsons with 4 members in agreement one opposed (Lisa Schaeffer) to Approving the second reading of Ordinance 2016-2017 “An Ordinance Relating to  the valuation and taxation of Property within the City of Louisa.  

*  Motion made by Ronald Cordle, second by Mitch Castle to remove and reassign 3 stop signs on Fern St in Meadowbrook. 

Public Comments

Danny Slone, resident of Louisa, expressed his concerns about a neighbor’s decision to raise ducks and chickens within the city limits. This complaint has previously been brought to the attention of individual council members, Slone said,  and Tuesday nights’ council committed to following up on the concern. Slone stated, “there is a really bad odor on the street and around the neighborhood.”   

The meeting was then adjourned.  The next meeting was scheduled for Monday 11/1/16 at 7pm which would be a special meeting.
