Kelly Matthew Ratliff, 39, Louisa, Kentucky

Charge 1: PUBLIC INTOXICATION-CONTROLL SUB(EXCLUDES ALCOHOL)
Charge 2: POSS CONT SUB 1ST DEG, 1ST OFF (METHAMPHETAMINE)
Charge 3: POSS OF MARIJUANA
Charge 4: DISORDERLY CONDUCT, 2ND DEGREE

“… Deputies received a report in reference to the above subject extremely intoxicated and screaming that someone had kidnapped his child. When deputy arrived on scene he located the above subject’s vehicle on Little Cat Fork Rd. He could hear him screaming in the woods. He was screaming vulgarities stating that he would “Kill Everyone.”

He continued to scream vulgarities for around 30 minutes while the deputy attempted to locate him with his spotlight in the woods. The reporting party called back and stated that they could hear him outside of their home on Woods Branch Rd. When deputies made contact with the above subject he was in the middle of the road screaming vulgarities and stating that he would find his kidnapped child.

Based on the deputy’s training and experience the above subject was exhibiting behaviors that indicate that he was under the influence of methamphetamine. He was talking out of his head, flailing his arms, and talking to inanimate objects. Ratliff stated to deputy that he had meth in his pocket, which deputies located in Ratliff’s back pocket along with a cut straw. He also had a small vial containing marijuana.

Sgt. Newsome with KSP went to the Ratliff residence and confirmed that his child was in fact safe.

MESSER HITS A TREE, UNDER THE INFLUENCE OF HEROIN, REPORT SAYS

Charge 1: OPER MTR VEHICLE U/INFL SUBST (189A.010(1C) – 1ST

“…On May 11, 2023 deputies responded to a single vehicle collision on Hwy 3396. Upon arrival the deputy witnessed a red ford pickup wrecked into a tree.

Sgt. Wilburn of Louisa PD was already on scene. The deputy spoke with the driver Rockie A. Messer. Messer stated that he had fallen asleep behind the wheel. Sgt. Wilburn stated that while Messer was searching through the vehicle he witnessed him grab a small baggie with a substance and put it into his pocket. The deputy confronted Messer and he took the baggie out of his pocket. The deputy then read Messer his rights and Messer stated that the substance was heroin.

The deputy then placed Messer under arrest and transported him to TRMC Three Rivers Medical Center, for a blood test and results are pending.

Horizontal gaze nystagmus tests indicate: Operator showed equal pupil size. Operator did not show resting nystagmus; or equal tracking. Operator showed 0 of 6 clues on HGN.”
