Hello Mark,
How are you sir? It has been awhile. I hope you are doing well. As you know there is some controversy concerning Appalachian Recovery Care {ARC} and their prominence in the city of Louisa and other parts of Lawrence County. Some of the controversy is parking issues near the courthouse downtown which effects people from all around the county. A large part of the controversy has to do with the homeless population in and around Louisa.
I think it would be interesting if you conducted a survey mostly based on the approval or disapproval of ARC and their takeover of downtown in particular. It seems those whom may be profiting from having ARC in our town may be the majority of the people whom are in favor of its existence.
Just a thought.
Thanks,
Frank Marcum

My personal opinion is ARC has saved many lives and given people who had no hope for the future hope again. It has given many jobs to people who had no job. My Ex husband was born and raised in Louisa which once was a thriving little town like so many others. Over the years Louisa had went down to nothing and motels become homes for prostitutes and drug addicts. Arc has given the town a new face lift that was desperately needed. I personally know several people who work in Louisa and Ashland and thank them for the work they do to save life’s and give people hope again. It’s not all about the money it’s main reason for Arc is caring what happens to people who for one reason or another are addicted to drugs and alcohol. Those people are someone’s dad, son, brother, friend.. God loves them too.
I am forever thankful to ARC. They saved my son. The have created countless jobs in our area. Parking Problems are a good thing. Please feel free to come to a City Council Meeting and let us hear your ideas.
They have donated Checks to the City through the Rise Above Program, which have used toward the Park Repairs.

No comment is a good comment!
I don’t think they are too good at social distancing…. still see the crowd of 15-20 men gathered at City Park during the day smoking and standing around in a circle….. very inviting look anyone visiting our town or parents bringing their kids to the park….
