Louisa City Council June 13, 2017
The Louisa City Council met for the monthly meeting on Tuesday, June 13, 2017. Those in attendance were Mayor Harold Slone, Mitch Castle Council, Ron Cordle Council, Matt Brown Council, Lisa Schaeffer Council, Tom Parsons Council, John Nolan Council and Greg Fugitt Louisa Police Chief.
The Mayor explained to the audience and council that the newly purchased garbage truck is awaiting some minor alterations and then it will be road ready.
Mayor Slone also recognized a Mission Group from Albertville, GA who graciously decided that Louisa would be their summer home away from home. The volunteers will be helping the elderly and those less fortunate with repairs and improvements to their homes.
A large majority of the meeting focused on the 3 options for the Council on annexation.
Several residents from Highbottom and Springhill were in attendance and expressed a strong feeling about not wanting to be annexed into the City of Louisa.
Their concerns were not new ones. Most of them just did not accept the proposal because they have been against it in the past and just do not want to become a part of the city.
The Council discussed the options and came to the conclusion to annex the strip of land on Rt 2565 and Rt 644 to include the businesses along that strip. It will involve a few residents who live in the area. (subject to vote by those who live on the proposed annexed area)
Mitch Castle made the motion, second by John Nolan to proceed with this route. The next step is to contact a surveyor to lay out exactly what land and businesses will be included. All members were in agreement.
* Motion made by Ron Cordle, second by John Nolan to approve the Second Reading of the Amendment Ordinance 2016-06-A Establishing the Meeting Time and Date for the Louisa Utility Board. The meeting was changed to the first Tuesday of the month.
* Motion by John Nolan, second by Ron Cordle to approve the Second Reading of the Amendment Ordinance 2017-03 Establishing the Annual Budget for the FY 17/18 for the City of Louisa
* Motion by Ron Cordle, second by Tom Parsons to approve the Second Reading of the Amendment 2017-04 Establishing the Budget for the Louisa Utility Board for FY 17/18
* Motion by Mitch Castle, second by John Nolan to approve the Second Reading of Ordinance 2017-05 Compensation of City Employees pursuant to KRS 83A.070
* Motion by Ron Cordle, second by Tom Parsons to approve the Second Reading of Ordinance 2017-06 Compensation of Utility Board Employees pursuant to KRS 83A.070
* The Mayor proposed an alternate way to pay for the new Mini Excavator. Instead of borrowing the money at a rate of 7.5% interest, the City has in its possession an old CD valued at more than the expected purchase amount of the new peice of equipment. The City would make monthly contributions toward the CD until the balance was restored to the original value. This would allow the City to enjoy the benefits of the new excavator without incurring any new debt. Motion made by Lisa Schaeffer, second by Tom Parsons, all in agreement to proceed .
* Motion made by John Nolan, second by Ron Cordle to advertise for bids for the construction of the new City Garage Buildings. Two buildings are needed. One for equipment and the other for the storage of salt needed for the winter. This would help the City cleanup and organize this area. Funds needed for the project came from the sale of land to the State of Ky.
The Mayor also swore in the newest member of the City of Louisa Police Department. Officer Shane James, is the son of Bobby and Bridget James of Louisa, Ky. (See separate Lazer story)
