LC TREASURER HAS COMPUTER ERROR…

LOUISA, KY — (Dec. 19, 2023) —  The LC Fiscal Court had a Regular Scheduled Monthly Meeting on Tuesday December 19, 2023 at the Lawrence County Courthouse, Downtown 2nd Floor, 122 S. Main Cross Street, Louisa, Kentucky at 10AM. LC Judge Executive Phillip Carter was in attendance along with LC Magistrates David Pinson, Rick Blackburn, Michael ‘Mouse’ Halcomb and John Scaggs.

Minutes
The Minutes from November 21, 2023 were approved with a Motion by Michael Mouse Halcomb 2nd by David Pinson. None Opposed. Roll Call. (SEE VIDEO)

LC Treasurers Report

LC Treasurer Josh Puckett stated that on the first page of the LC Treasurers Report there was a balance of negative – $570,672.01.  Puckett said there was a computer error and that next months LC Treasurers Report will show the correction. The Treasurers Report was passed (with no discussion about the funds) with a Motion by Rick Blackburn 2nd by John Scaggs. None Opposed. Roll Call. The Bills were approved by David Pinson 2nd by Rick Blackburn. None Opposed. Roll Call. Puckett stated there is no request for funds. (SEE VIDEO)

Proclamation
LC Judge Executive Phil Carter announced a Proclamation Honoring Lawrence County A and C Teams on winning the Tri State Turf Bowl – The Proclamation was passed unanimously with a Motion by Michael Mouse Halcomb 2nd by Rick Blackburn. (SEE VIDEO)

Sheriff’s 2022 Gas and Oil Settlement
The item was passed unanimously with a Motion by Rick Blackburn 2nd by Michael Mouse Halcomb. None Opposed. Roll Call. (SEE VIDEO)

Appointee for Housing Authority
LC Judge Executive Phillip Carter named Kevin Arbaugh to the Housing Authority Board. Motion passed unanimously by David Pinson and 2nd by Rick Blackburn.

2024 County Clerk Budget, County Clerk Deputy Salary Cap and County Clerk $30,000 State Advancement.
LC Clerk Chris Jobe stated that there was not a-lot of changes to his budget from last year. (NO DISCUSSION) Motion passed unanimously by Michael Mouse Halcomb 2nd by Rick Blackburn. Jobe stated that the County Clerk Deputy Salary Cap is the same as last year. Motion passed unanimously by Rick Blackburn 2nd by Michael Mouse Halcomb.

Jobe explained that the LC Clerks Office has never had to borrow money from the State before. The County Clerks Office will be closed for 2 weeks and will have no cash flow. Similar to the LC Sheriff’s Office. The State Advancement will be for $30,000 and will help the County Clerk’s Office make payroll. Motion passed unanimously by David Pinson 2nd by Rick Blackburn.

LC Tourism Budget
LC Tourism Commissioner Wes Kingsmore stated that the group’s budget shows what Tourism has been doing and what funds they have at the end of 2024. Kingsmore thanked the Fiscal Court for all the help and cooperation during 2023.

Tourism will start ‘hosting’ events in 2024. The group has partnered with the ‘Corps of Engineers’ to host 23 events in 2024. Kingsmore stated that the Lawrence County Trail System would have never have been so successful without the help from the Lawrence County Health Dept and LC Fiscal Court and employees. (See VIDEO)

Northeast Board Member
LC Judge Executive Phillip Carter named Gene Davis to the ‘Northeast Board’. This is the second board Davis has been named to recently as he was placed on the county’s three member “ethics” board last month. Motion passed unanimously by Michael Mouse Halcomb 2nd by Rick Blackburn.

Fire Dept. Increase fees by $10
President of the Board of Directors for Webbville Volunteer Fire Department. Barry Webb stated that he would like to see a motion to increase the fire fee to $10. Chris Jobe from the Fallsburg Volunteer Fire Department stated that the Fire Fee has been the same since 2003. Motion was passed unanimously by Rick Blackburn and Michael Mouse Halcomb. Next the ordinance will have to be changed then a first and second reading before the Fire Tax will increase. (See Video)

FIVCO Economic Development Director, Max Hammond, was at the LC Fiscal Court meeting to help with any grants, wishes or dreams from the LC Fiscal Court or County Officials. FIVCO is an Economic Development tool for Lawrence County and is not to be confused with FIVCO Health Board, he said.

    Its just sad that LC has this poor of a County court. The state won’t give any money for new projects, because they know it just goes in to their pockets, and not for good.
