LAWRENCE COUNTY GRAND JURY RETURNS THIRTEEN INDICTMENTS AGAINST SIXTEEN INDIVIDUALS FOR JULY

FOUR CHARGED ARE ALSO FACING FURTHER LEGAL TROUBLES IN LAWRENCE AND BORDERING COUNTIES 

The Lawrence County Grand Jury returned 13 indictments against 16 people on Thursday,July 8.

Those named in the true indictments bills are as the following:


*Seth G. Frank, 33, of Louisa, is charged with theft by unlawful taking over $500 and endangering the welfare of a minor.

On June 10, 2021, Seth Frank allegedly took $2,342 in cash from Citizens Bank in Louisa and failed or refused to exercise diligence in the control of a minor to prevent the child from becoming a neglected, dependent or delinquent child, according to the indictment.

   
*Amanda L. Burchett, 41, and *Melvin Garner Harmon Jr., 30, both of Blaine, Ky.; and *Clarence Childers, 50, of Louisa, charged with third-degree burglary/complicity for allegedly, acting alone or in complicity with each other, entering a building belonging to Tommy Milburn of Blaine with the intent to commit theft on June 19.

 
Clarence Childers Jr. is also facing separate troubles, as he was recently indicted on an unrelated case, on June 8, 2021;on one count of Trafficking in a Controlled Substance, 1st Degree, 1st Offense (> or = 2 Grams of Methamphetamine); and one count of Burglary, 3rd Degree.
 

*Billy Turner, 29, of Fallsburg, Ky., charged with second-degree robbery for allegedly committing theft of a wallet from Shannon Turner of Fallsburg and using or threatening the immediate use of physical force in an attempt to accomplish the theft on May 24.
 
 

*Amity Rae Ison-Hinkle, 31, of Louisa, charged with first-degree possession of a controlled substance, possession of drug paraphernalia and inadequate silencer for allegedly possessing heroin, methamphetamine, fentanyl, a modified straw and three syringes and operating a vehicle on the roadway without a suitable and efficient muffler on Oct. 23, 2020.
 

*James West, 57, of Louisa, charged with first-degree possession of a controlled substance for allegedly possessing methamphetamine on June 1 while having a prior conviction of possession of a controlled substance.
 

*Tonya R. Hensley, 44, and *Robert Allen Gillespie, both of Louisa, are charged with first degree possession of a controlled substance/complicity and drug paraphernalia-buy/possess/complicity for allegedly, acting alone or in complicity with each other, possessing methamphetamine, a coin purse and a bandana used for the storage of controlled substance and three syringes on April 26.
 
Tonya Hensley and Robert Gillespie are also facing extra legal troubles as well; as both were indicted in Johnson County in April 2021, for the charges they were arrested for on January 6, 2021 in Johnson County, of which Hensely & Gillespie were both charged with: *POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), *POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED),*DRUG PARAPHERNALIA – BUY/POSSESS, *POSSESSION OF MARIJUANA. Tonya Hensley was also additionally indicted on the charge of: *PRESCRIPTION CONTROLLED SUBSTANCE NOT PROPER CONTAINER 1ST OFFENSE.
 
Robet Gillespie is facing further legals troubles, as he will likely be indicted in the near future on drug-related charges, as he arrested in Lawrence County on May 27, 2021; for the charges of: *NO TAIL LAMPS, *ONE HEADLIGHT, *NO OPERATORS-MOPED LICENSE, *OPERATING MOTOR VEHICLE UNDER/INFLUENCE CONTROLLED SUBSTANCE (189A.010(1D) – 1ST OFFENSE, *POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), *DRUG PARAPHERNALIA – BUY/ POSSESS.
 

*George E. Moore, 54, of Louisa, charged with first-degree possession of a controlled substance, second-degree possession of a controlled substance and drug paraphernalia-buy/possess for allegedly possessing heroin, gabapentin, Xanax and a red tin used for the storage of controlled substances on May 21.
*Robert C. Ratliff, 46, of Paintsville, Ky., charged with first-degree trafficking in a controlled substance, more than two grams, for allegedly possession of methamphetamine with the intent to traffic on April 3.

*Kenneth Lee Fitch, 47, of Louisa, charged with first-degree possession of a controlled substance and possession of drug paraphernalia for allegedly possessing methamphetamine, a needle and a pipe on June 24.
*David M. Ferguson, 53, of Blaine, charged with first-degree trafficking in a controlled substance, greater than two grams, and tampering with physical evidence for allegedly possessing eight grams of heroin and $443 in cash with the intent to traffic on June 3 and unlawfully destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding.
 
*Sonya Fitzgerald, 32, of Louisa, charged with first-degree possession of a controlled substance for allegedly possessing methamphetamine on June 3.
 
 

*Kimberly M. Smith, 53, of Louisa, charged with first-degree possession of a controlled substance, possession of drug paraphernalia and tampering with physical evidence for allegedly possessing methamphetamine, multiple needles and an altered straw on May 6, and destroying, removing, altering or concealing physical evidence that she believed would be used against her in an official proceeding.

Kimberly Smith has been held in jail in various fashion since May 7, 2021, when she was originally arrested in Lawrence County on May 6, for the charges that she is now indictment, and was taken to and lodged in the Big Sandy Regional Detention Center in Paintsville; until May 20, when from there, Kimberly Smith was transported to the Pike County Detention Center in Pikeville, Ky., where she has remained after being denied bond District Judge Donald J. Smith for Failure to Appear in Pike County Court; and was also denied bond via District Judge George W. Davis III, for Failure to Appear in Boyd County Court.


*Troy E. Tackett Jr., 25, of Louisa, charged with first-degree possession of a controlled substance and no tail lamps for allegedly possessing methamphetamine and operating a motor vehicle while the motor vehicle had non-functioning tail lamps on June 1.

    Grow the heck up and contribute to society for a change.

    It would be nice to have a diversion of something like ” sentenced to hold a full time, paying job for a least one year “. That would probably be worse than a death sentence for them!!

    What I notice is the Louisa Bank robber and at least two state fugitive was indicted for the lessor charge he bonded out on? There has been plenty of time to upgrade the charges. What about fugitive from justice (Ohio), just for instance. Something is up here, something big time!

    Where is the FBI and U.S. Marshals? Or are they already here?
