LAWRENCE COUNTY’S 24 ARRESTS INCLUDE DRUGS, THEFT, ILLEGAL SEX ACT

LAWRENCE COUNTY ARREST REPORT AUGUST 15 – 21, 2016

AUGUST , 2016 

JAIL ARRESTS THIS PAST WEEK STILL MUCH UP HIGHER THAN USUAL IN LAWRENCE COUNTY, ALONG WITH THE SURROUNDING COUNTIES STAYING ABOUT THE SAME WHEN COMPARED TO THE PREVIOUS WEEKS; LAWRENCE COUNTY WAS UP MORE THAN DOUBLE ITS USUAL ARREST NUMBER AVERAGE OF 12% TO 15% OF TOTAL ARRESTS PER WEEK BROUGHT TO PAINTSVILLE, WITHIN THE LAST SEVEN DAYS AVERAGING NEAR 25%.

HOWEVER, THE PAST COUPLE OF WEEKS, THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE HAS BEEN AT NEAR OR OVER CAPACITY.

THE DETENTION CENTER’S DESIGNATED MAXIMUM HOUSING NUMBER IT CAN HOLD IS 225 INMATES. (THIS PAST SATURDAY NIGHT, IT WAS AT JUST UNDER 240 INMATES, AND WAS WELL IN THE 240’s THROUGHOUT LAST WEEK).

THE RECENT APPARENT OVERCROWDING AT THE BSRDC IS LIKELY THE MAIN REASON WHY MOST OF THE LATEST LAWRENCE COUNTY ARRESTS, INCLUDING NEARLY ALL OF THE INDIVIDUALS WHO WERE ARRESTED AFTER BEING NAMED IN THE MOST RECENT GRAND JURY INDICTMENTS LAST WEEK, WERE RELEASED ON BOND WITHIN 24 HOURS, WITH SOME GETTING OUT WITHIN A COUPLE OF HOURS OF ARRIVING AT THE BSRDC.

From 12:01 A.M. August 15, 2016 to 11:59 P.M. August 21, 2016; 101 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 101 arrested individuals brought to the Big Sandy Regional Detention Center in this last seven day period of August 15-21, 24 arrests were from Lawrence County.

In the past 13 days there were 44 arrests in Lawrence County out of 188 brought to the BSRDC. In the previous 39 days in Lawrence County, there were 55 arrests total out of 471 total brought to the BSRDC.

The number of people booked each day from August 15 thru August 21 at the Big Sandy Regional Detention Center in Paintsville was as the following: MONDAY-AUGUST 15: 12, TUESDAY-AUGUST 16: 18, WEDNESDAY-AUGUST 17: 13, THURSDAY-AUGUST 18: 21, FRIDAY-AUGUST 19: 20, SATURDAY-AUGUST 20: 11, SUNDAY AUGUST 21: 6.

Those twenty-four individuals arrested in Lawrence County in the past seven days are the following:

Rebecca A. EndicottRebecca A. Endicott, 56, of Louisa, was arrested on August 15, 2016, at 5:19 P.M., by an officer of the Louisa Police Department, and was charged with:  • THEFT BY UNLAWFUL TAKING OR DISPOSITION FROM BUILDING UNDER/$500,      • GIVING OFFICER FALSE NAME OR ADDRESS

 

 

 

Malissa HarmonMalissa Harmon, 36, of Catlettsburg, Kentucky; was arrested on August 15, 2016, at 5:25 P.M., by an officer of the Louisa Police Department, and was charged with:  • THEFT BY UNLAWFUL TAKING OR DISPOSITION FROM BUILDING UNDER/$500,

 

 

 

David VanceDavid A. Vance, 41, of Louisa, was arrested August 15, 2016, at 6:09 P.M., by chief deputy Mark Wheeler ofhe Lawrence County Sheriff Department, and was charged with: • CULTIVATE IN MARIJUANA (5 PLANTS OR MORE) 1ST OFFENSE, • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED), • TAMPERING WITH PHYSICAL EVIDENCE,  • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCE) 1ST OFFENSE.

 

 

 Tiffany J. WebbTiffany J. Webb, 31, of Blaine, Kentucky; was arrested August 16, 2016, at 5:14 P.M., by deputy Karl Adkins of the Lawrence County Sheriff Department, and was charged with: • PROMOTING CONTRABAND – 1ST DEGREE.

 

 

 

 

 

 Shelly M. TriplettShelley M. Triplett, 32, of Louisa, was arrested August 16, 2016, at 5:16 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • CUSTODIAL INTERFERENCE – FELONY.

 

 

 

 

Clarence EarleClarence C. Earle, 51, of Fort Gay, West Virginia; was arrested on August 16, 2016, at 5:29 P.M., by an officer of the Louisa Police Department, and was charged with: • SERVING THREE BENCH WARRANTS FOR COURT.

 

 

 

 

James MullettJames Arthur Mullett, 33, of Louisa, was arrested on August 16, 2016, at 8:34 P.M., by patrolman officer Julius Musick of the Louisa Police Department, and was charged with: • TRAFFICKING IN CONTROLLED SUBSTANCE, 2ND DEGREE, 1ST OFFENSE – (>OR=20 D.U.DRUG UNSPECIFIED SCHEDULE 3), • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED), [2 SEPARATE CHARGE COUNTS],• KNOW FRAUDULENTLY USE ID CARD OR ELECTRONIC CODE FOR BENEFITS,  • DRUG PARAPHERNALIA – BUY/POSSESS, • SERVING WARRANT (FOR OTHER POLICE AGENCY).

Christopher Mullett Christoper Paul Mullett, 37, of Louisa, was arrested on August 16, 2016, at 8:35 P.M., by patrolman officer Jordan Miller of the Louisa Police Department, and was charged with: • TRAFFICKING IN CONTROLLED SUBSTANCE, 2ND DEGREE, 1ST OFFENSE – (>OR=20 D.U.DRUG UNSPECIFIED SCHEDULE 3), • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED), [2 SEPARATE CHARGE COUNTS],• KNOW FRAUDULENTLY USE ID CARD OR ELECTRONIC CODE FOR BENEFITS, • TAMPERING WITH PHYSICAL EVIDENCE, • DRUG PARAPHERNALIA – BUY/POSSESS.

 

9. Audrey Horn, 29, of Louisa, was arrested August 17, 2016, at 2:45 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • UNLAWFUL TRANSACTION WITH/MINOR, 1ST – ILLEGAL SEX ACT, UNDER/16 YEARS OF AGE.

 

 

 

Arthur A. HolbrookArthur A. Holbrook II, 33, of Louisa, turned himself in August 17, 2016 at 3:04 P.M., to the Lawrence County Sheriff Department to serve a guilty plea jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

 Robert D. PowersRobert D. Powers, 23, of Louisa, was arrested August 18, 2016, at 4:07 A.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • RECKLESS DRIVING, • THEFT BY UNLAWFUL TAKING OR DISPOSITION FROM BUILDING $500 OR MORE BUT UNDER/$10,000, • FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE), • ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY, • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGG CIRCUMSTANCE) 3RD OFFENSE, • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCE) 1ST OFFENSE, • FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE.

Earle, 58, of Fort Gay, West Virginia; was arrested on August 18, 2016, at 11:01 A.M., by Chief Greg Fugitt of the Louisa Police Department, and was charged with: • TRAFFICKING IN CONTROLLED SUBSTANCE, 2ND DEGREE, 1ST OFFENSE – (>OR=20 D.U.DRUG UNSPECIFIED SCHEDULE 3), • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED), [2 SEPARATE CHARGE COUNTS],• KNOW FRAUDULENTLY USE ID CARD OR ELECTRONIC CODE FOR BENEFITS,  • DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 Matthew R. CaudillMatthew R. Caudill, 33, of Louisa, was arrested August 18, 2016, at 8:10 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (COCAINE) [2 SEPARATE CHARGE COUNTS], • DRUG PARAPHERNALIA; USE, POSSES, 1ST OFFENSE, • DRUG PARAPHERNALIA – BUY/POSSESS, • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).

 

 

April CookApril Cook, 31, of Louisa, was arrested August 18, 2016, at 8:21 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • CRIMINAL POSSESSION OF A FORGED PRESCRIPTION1ST OFFENSE.

 

 

 

Eric W. WardEric W. Ward, 20, of Louisa, was arrested August 18, 2016 at 11:46 P.M., by trooper Bryan Layne of the Kentucky State Police, and was charged with: CHARGES UNKNOWN

 

 

 

 

Heather GillmanHeather Gillman, 26, of Louisa, was arrested August 19, 2016 at 2:00 P.M., by trooper Bryan Layne of the Kentucky State Police, and was charged with: • SERVING BENCH WARRANT FOR COURT.

 

 

 

Clarence ChildersClarence Childers, 45, of Louisa, turned himself in August 19, 2016 at 5:34 P.M., to the Lawrence County Sheriff Department to serve a guilty plea jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

 

Jeremy Ray BurrisJeremy Ray Burris, 29, of Fort Gay, West Virginia; was arrested on August 19, 2016, at 7:00 P.M., by patrolman officer Hunter James of the Louisa Police Department, and was charged with:  • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, • FAILURE OF NON-OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE.

 

 

 

 

Douglas StephensDouglass Stephens, 36, of Louisa, was arrested August 19, 2016, at 11:20 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • FAILURE TO WEAR SEAT BELTS, • FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE,  • NO REGISTRATION PLATES, • FAILURE TO NOTIFY ADRRESS CHANGE TO DEPT OF TRANSPORTATION

 

 

Kristina StephensKristina Stephens, 38, of Louisa, was arrested August 18, 2016, at 11:24 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • KNOWN FRAUDULENTLY USE ID CARD OR ELECTRONIC CODE FOR BENEFITS.

 

 

 

 

Marcella G. SpauldingMarcella G. Spaulding, 45, of Louisa, turned herself in August 20, 2016 at 6:35 P.M., to the Lawrence County Sheriff Department to serve a guilty plea jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

Andrea JettAndrea Jett, 40, of Blaine, Kentucky; was arrested August 21, 2016 at 1:40 A.M., by trooper Zachary Scott of the Kentucky State Police, and was charged with: • SERVING BENCH WARRANT FOR COURT.
