LAWRENCE COUNTY ARREST LIST: APRIL 18-25, 2019
In the past 7 & 3/4 day period of 12:01 A.M. April 18, 2019 thru to 6:30 P.M. April 25, 2019; there were at least 86 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 86, 14 of those arrested were from Lawrence County.
Another 7 Lawrence County residents were arrested in neighboring and other Ky. counties ( 1 in Johnson County, 1 in Boyd County, 2 in Martin County, 1 in Greenup County, 1 in Rowan County, and 1 in Fayette County ).
There were 241 inmates lodged at the Big Sandy Regional Detention Center Friday morning April 26. The designated maximum holding capacity number for inmates that was constructed for the BSRDC is 225.

Elizabeth A. Churchwell, 45, of Louisa, was arrested on April 18, 2019, at 12:52 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • KNOW FRAUDULENTLY USE ID CARD OR ELECTRONIC CODE FOR BENEFITS.
Frank D. Spears, 35, of Louisa, was arrested on April 18, 2019, at 4:53 P.M., by patrolman officer Hunter James, of the Louisa Police Department, and was charged with:
• SERVING 2 BENCH WARRANTS FOR COURT, • BAIL JUMPING 1ST DEGREE, • PERSISTENT FELONY OFFENDER I, • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), • CARRYING A CONCEALED WEAPON.
Brittany D. Bailey, 29, of Louisa, was arrested on April 18, 2019, at 10:45 P.M., by deputy Michael Housinger of the Lawrence County Sheriff Department, and was charged with: • SERVING 2 BENCH WARRANTS FOR COURT.
Timmy Mullett, 40, of Louisa, was arrested on April 23, 2019, at 2:27 P.M., by Sheriff Chuck Jackson of the Lawrence County Sheriff Department, and was charged with: • DRUG PARAPHERNALIA – BUY/POSSESS, • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL), • SERVING BENCH WARRANT FOR COURT, • POSSESSION OF HANDGUN BY CONVICTED FELON.
Donald R. Dickerson, 48, of Louisa, self surrendered and was taken into custody and was booked on April 23, 2019, at 2:27 P.M., in the Lawrence County Drug Court, by the Lawrence County Sheriff Department, to serve a guilty jail sentence plea. CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
Jacob Fields-Wright, 19, of Radcliff, Kentucky; was arrested on April 23, 2019, at 4:47 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION – FIREARM, • THEFT BY UNLAWFUL TAKING OR DISPOSITION AUTO – $500 OR MORE BUT UNDER/$10,000.
Barbara Budd, 65, of Monroe, Michigan; was arrested on April 24, 2019, at 2:22 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES), 2ND OFFENSE.
Charles E. Mills, 33, of Medina, Ohio; was arrested on April 24, 2019, at 6:49 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • BURGLARY, 1ST DEGREE.
Tarasa D. Robinette, 45, of Webbville, Kentucky; was arrested on April 24, 2019, at 10:58 P.M., by deputy Michael Housinger of the Lawrence County Sheriff Department, and was charged with: • SERVING PAROLE VIOLATION WARRANT.
Joseph Kevin Marcum, 42, of Louisa, was arrested in Johnson County, on April 16, 2019, at 11:27 P.M., by trooper Mike Goble, of the Kentucky State Police-Post 9-Pikeville, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, • LICENSE TO BE IN POSSESSION.
Gary Josef Moore, 27, of Louisa, was arrested in Greenup County, on April 18, 2019, at 1:10 P.M., by deputy Kitchen of the Greenup County Sheriff Department, and was charged with: • FLAGRANT NON SUPPORT; after being served and arrested on the Greenup warrant by the Lawrence County Sheriff Department on April 12.
Jonathan Mullins, 33, of Louisa, was arrested in Rowan County, on April 22, 2019, at 1:55 P.M., by sergeant Jones, of the Rowan C ounty Detention Center, and was charged with: • VIOLATION OF A KENTUCKY EPO/DVO.
Shelby R. Rice,44, of Lomansville, Kentucky; was arrested in Martin County, on April 24, 2019, at 10:20 A.M., by a deputy of the Martin County Sheriff Department, and was charged with: •OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE.
Gary D. Sizemore, 54, of Lexington, Kentucky; originally from Louisa, was arrested in Fayette County, at 220 East Vine Street, Fayette, Kentucky; on April 24, 2019, at 4:42 P.M., by an officer of the Lexington Metro Police Department, and was charged with: • SERVING 2 BENCH WARRANTS FOR COURT; both of them for FAILURE TO APPEAR, in for Lawrence County Court.
