LAWRENCE COUNTY ARREST LIST – OCTOBER 26-31, 2018

In the final 6 day period of the month of October; from 12:01 A.M. October 26 thru to 11:59 P.M. October 31, there were at least 60 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 60, 12 of those arrested were from Lawrence County.

That is in comparison to the previous 9 day period from 12:01 A.M. October 17 thru to 11:59 P.M. October 25, there were at least 114 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention  Center in Paintsville, Kentucky. Out of those 114, 11 of those arrested were from Lawrence County.   

5 Lawrence County residents were arrested in other Ky. counties (1 in Boyd County, 2 Johnson County, 1 in Martin County, and 1 in Madison County, Ky. ). That is compared also to 5 Lawrence County residents busted and listed in the previous arrest report last week .

For the month of October, there were a total of at least 360 individual arrested bookings who were lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky.

The names and criminal charges of the latest 12 Lawrence County arrests, as well as the 5 Lawrence County residents arrested in other county jurisdictions, are the following:

 

Mason Masters, 22, of Louisa; was taken into custody and booked on October 26, 2018, at 12:45 A.M., by an officer of the Louisa Police
 Department, to serve a guilty plea jail sentence: 

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

Robert C. Cyrus, 33, of Fort Gay, West Virginia;was arrested on October 26, 2018, at 1:38 P.M., by deputy Mason Keefer of the Lawrence County Department, and was charged with: 
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, 
• DRUG PARAPHERNALIA – BUY/POSSESS, 
•  POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE).

 

Rhea Anna Mann, 20, of Louisa, was arrested on October 27, 2018, at 12:58 A.M., by an officer of the Louisa Police Department, and was charged with: 

• ONE HEADLIGHT, 
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 2ND OFFENSE – DRUG UNSPECIFIED.

 

 

Eric T. Ward, 23, of Louisa, was arrested on October 27,2018, at 1:00 A.M.,  by an officer of the Louisa Police Department and was charged with: 
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE , 1ST OFFENSE – DRUG UNSPECIFIED.

 

 

 

 

Samuel D. Borders, 36, of Louisa, was arrested on October 28, 2018, at 12:49 A.M., by deputy Dwayne Bowen of the Lawrence County Department, and was charged with: 
• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL), 
•CRIMINAL MISCHIEF 3RD DEGREE.

Just under 24 hours earlier, on October 27, at 1:14 A.M., Samuel D. Borders was arrested by a trooper from the Kentucky State Police, Post #9-Pikeville, Ky.,  in Johnson County.  On the arrest citation that Border’s address listed as East Point, Ky.

* NO REGISTRATION PLATES, 
• NO REGISTRATION RECEIPT, 
• REGULATION & TITLE REQUIREMENTS VEHICLE NOT OPERATIONAL ON HIGHWAY, 
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE, 
• FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, 
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSES.

 

 

 

Tami L. Spillman, 33, of Russell, Kentucky was arrested on October 27, 2018, at 2:30 A.M., by a trooper from the Kentucky State Police. and was charged with: 
•  ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).

 

 

James Lawrence Messer, 21, of Louisa, 
was arrested on October 27, 2018, at 2:30 A.M., 
by a trooper from the Kentucky State Police. and was charged with: 
•  OPERATION OF A  MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE.

 

 

James E. Ratliff, 31, of Grayville, Illinois; 
was arrested on October 27,2018, at 2:52 A.M., 
by a trooper from the Kentucky State Police. and was charged with: 
•   OPERATION OF A  MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSE, 
•  FAILURE TO OR IMPROPER SIGNAL, 
•  FAILURE TO WEAR SEAT BELTS, 
• .CARELESS DRIVING, 
• .POSSESSION OF OPEN ALCOHOL BEVERAGE CONTAINER IN MOTOR VEHICLE PROHIBITED, 
• . NO REGISTRATION RECEIPT, 
• . FAILURE TO PRODUCE INSURANCE CARD, 
•  REAR LICENSE NOT ILLUMINATED.

 

 

Zachary P. Pritchard, 32, of Louisa,  was arrested on October 28, 2018, at 2:52 A.M., by a trooper from the Kentucky State Police. and was charged with: 
• OPERATION OF A  MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, 
• CARELESS DRIVING, 
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,
• FAILURE TO SURRENDER REVOKED OPERATORS LICEN

 

James D. Lewis II., 39, of Louisa, was arrested on October 29, 2018, at 10:34 A.M.,  by chief deputy Mark Wheeler of the Lawrence County Department, and was charged with: 
• PRESCRIPTION CONTAINER SUBSTANCE NOT PROPER CONTAINER 1ST OFFENSE, 
• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL), 
• POSSESSION CONTAINER SUB 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED),
• BAIL JUMPING 2ND DEGREE.

 

 

Bethla F. Stump, 36, of Louisa, was arrested on October 30, 2018, at 4:21 A.M., by deputy of the Lawrence County Sheriff Department, and was charged with: 
•  COMMUNICATION DEVICE VIOLATION, 1ST OFFENSE, 
•  OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE.

 

 

Drake Anthony Duncan, 19, of Louisa, was arrested on October 30, 2018, at 4:23 A.M., by deputy of the Lawrence County Sheriff Department, 
and was charged with: 
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE, (METHAMPHETAMINE).

William R. Skaggs, 37, of  Blaine, Kentucky was taken into custody in Johnson County, Kentucky on October 26, 2018, at 3:16 P.M., by a deputy of the Johnson County Sheriff Department, to serve a guilty plea charge for jail time: 

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

  

 

Terri L. Lackey, 32, of Louisa, was arrested in Martin County, Kentucky on October 28, 2018, at 2:31 P.M., by deputy Chris Todd, of the Martin County Sheriff Department, and was charged with: 
• MANUFACTURING METHAMPHETAMINE, 1ST OFFENSE, 

• SERVING 2 BENCH WARRANTS FOR COURT.

 

 

Adam Perry, 40, of Louisa, was arrested in Boyd County, Kentucky on October 29, 2018, at 10:10 P.M., by an officer of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with: 
•  SERVING PAROLE VIOLATION WARRANT.

 

 

Christina Lee Collins, 32, of Louisa, was arrested in Madison County, Kentucky on October 31, 2018, at 10:09 A.M., by an officer of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with: 
• PAROLE VIOLATION (FOR TECHNICAL VIOLATION).
