LAWRENCE COUNTY ARREST LIST: MARCH 4-12, 2019

In the just over 9 days period of 2:30 P.M. March 3, 2019 thru to 4:05 P.M. March 12, 2019 to; there were at least 87 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 87, 21 of those arrested were from Lawrence County. Another 2 Lawrence County residents were arrested in neighboring counties ( 1 in Johnson County, and 1 in Boyd County ).

That is in comparison to the previous just over 8 & 1/2 day period, from 12:01 A.M. February 23, 2019 thru to 2:30 P.M. March 3, 2019; there were at least 95 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 95, 17 arrests of those (16 people) who were arrested were from Lawrence County. Another 2 Lawrence County residents were arrested in neighboring counties ( 1 in Johnson County, and 1 in Boyd County ). In addition, a pair of brothers from Fort Gay were arrested in Johnson County on felony burglary indictments in from Lawrence County.

The number of inmates being held for current incarceration at the Big Sandy Regional Detention Center in Paintsville at 7:00 P.M., Tuesday March 12, 2019, is 203. That is down just over 50% from the all time high at the BSRDC jail in July 2018.

The names and criminal charges of the latest 21 people Lawrence County arrests,as well as the 2 Lawrence County residents arrested in neighboring county jurisdictions, are the following:

 

Robert A. Cyrus, 20 of Fort Gay, West Virginia; was arrested at 11:28 A.M., on March 4, 2019, by a deputy of the Lawrence County Sheriff Department, and was charged with:

• SERVING BENCH WARRANT FOR COURT.

 

 

 

 

 

Frances K. Jude, 47, of Inez, Kentucky; was arrested on March 4, 2019, at 1:27 P.M., by an officer of the Louisa Police Department and was charged with:

• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.

 

 

 

 

 

James Combs, 65, of Louisa, was arrested on March 4, 2019, at 2:44 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with, via a grand jury indictment:

• POSSESS/VIEW MATTER PORTRAY SEXUAL PERFORMANCE BY MINOR, • DISTRIBUTION OF MATTER PORTRAYING SEXUAL PERFORMANCE BY MINOR, 1ST OFFENSE.

 

 

 

 

 

Brandi L. Davis, 38, of Louisa, was arrested on March 4, 2019, at 10:05 P.M., by trooper Bradley Couch of the Kentucky State Police, and was charged with:

• FAILURE TO APPEAR ( 2 SEPARATE COUNTS CHARGES).

 

 

 

 

Jeremy Lee Artrip, 37, of Louisa, was arrested on March 4, 2019, at 10:11 P.M., by trooper Bradley Couch of the Kentucky State Police, and was charged with:

• FAILURE TO APPEAR.

 

 

 

 

 

 

 

Zachariah Froschauer, 29, of Louisa, was arrested on March 5, 2019, at 10:31 A.M., by a deputy of the Lawrence County Sheriff Department, and was charged with:

• FLAGRANT NON SUPPORT.

 

 

 

 

 

 

 

Avery C. Ray, 26, of Louisa, was arrested on March 5, 2019, at 9:14 P.M., by a trooper of the Kentucky State Police, and was charged with:

• SPEEDING 21 MPH OVER LIMIT,

• CARELESS DRIVING,

• FAILURE TO PRODUCE INSURANCE CARD,

• FAILURE TO OR IMPROPER SIGNAL,

• FAILURE TO WEAR SEAT BELTS,

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE,

• POSS OF MARIJUANA,

• DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

 

James D. Wallace, 42, of Louisa, was arrested on March 6, 2019, at 2:46 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with:

• NO REGISTRATION RECEIPT,

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) – 1ST OFFENSE.

 

 

 

 

 

 

James R. Arthur, 47, of Flat Fork, Kentucky; was arrested on March 7, 2019, at 1:40 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with:

• FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE)-[ 2 SEPARATE COUNTS CHARGES],

• ASSAULT ON SERVICE ANIMAL, 2ND DEGREE,

• PERSISTENT FELONY OFFENDER I,

• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE (2 SEPARATE COUNTS CHARGES),

• FAILURE TO APPEAR,

• FAILURE TO COMPLY WITH/ SEX OFFENDER REGISTRATION (1ST OFFENSE), #8 WANTON ENDANGERMENT-1ST DEGREE-POLICE OFFICER,

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.

 

 

 

 

 

 

Christopher Nichols Stampered, 31, of Catlettsburg, Kentucky; was arrested on March 7, 2019, at 11:29 P.M., by by patrolman officer Hunter James, of the Louisa Police Department, and was charged with, via a grand jury indictment:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

 

Jeffery Webb, 49, of Louisa, was arrested on March 8, 2019, at 2:19 A.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with:

• BURGLARY, 2ND DEGREE, • THEFT BY UNLAWFUL TAKING OR DISPOSITION AUTO – UNDER $500,

• ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).

 

 

 

 

 

 

Bobbie Clay, 19, of Louisa, was arrested on March 8, 2019, at 12:30 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with, via a grand jury indictment:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

 

 

Zachary Gibson, 33, of Virgie, Kentucky; was arrested on March 8, 2019, at 1:34 P.M., by court security officer Charlie Curnutte, of the Lawrence County Sheriff Department,
and was charged with, via a grand jury indictment:

Johnny W. Gibson, 45, of Virgie, Kentucky; was arrested on March 8,2019,at 1:43 P.M.,by court security officer Charlie Curnutte of the Lawrence County Sheriff Department, and was charged with, via a grand jury indictment:

Timothy B. Runyon, 40, of Louisa, was arrested on March 8, 2019, at 6:13 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with:

• FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE),

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSE,

• POSSESSION OF OPEN ALCOHOL BEVERAGE CONTAINER IN MOTOR VEHICLE PROHIBITED,

• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/ SECURITY, 1ST OFFENSE,

• WANTON ENDANGERMENT-2ND DEGREE-POLICE OFFICER,

• WANTON ENDANGERMENT-2ND DEGREE,

• FAILURE TO WEAR SEAT BELTS,

• IMPROPER START FROM PARKED POSITION.

 

 

 

 

 

 

Mary Heather Preston, 29, of Ulysses,Kentucky; was arrested on March 9, 2019, at 10:44 A.M., by a trooper of the Kentucky State Police, and was charged with:

• FAILURE TO APPEAR.

 

 

 

 

 

 

 

Michael R. Dalton, 32, of Inez, Ky was arrested on March 9, 2019, at 9:08 P.M., by deputy Michael Housinger, of the Lawrence County Sheriff Department, and was charged with:

• SERVING BENCH WARRANT FOR COURT.

 

 

 

 

 

 

Brandon L. Fasnacht, 21, of Louisa,Ky. was arrested on March 9,2019, at 11:10 P.M.,by a deputy of the Lawrence County Sheriff Department, and was charged with:

• SERVING BENCH WARRANT FOR COURT,

• NO REGISTRATION PLATES,

• NO REGISTRATION RECEIPT,

• FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE /SECURITY, 1ST OFFENSE.

Brandon Fasnacht was transferred on March 10, from the Big Sandy Regional Detention Center in Paintsville, on the court bench warrant charge, that was from Pike County, Ky, and was taken to the Pike County Detention Center in Pikeville, by deputies of the Pike County Sheriff Department, and Fasnacht was booked at 4:56 P.M., on the court bench warrant of • FAILURE TO APPEAR. Brandon Fasnacht’s bail bond was set at $200 full cash only; whereas  Fasnacht posted and was later released from the jail.

 

 

 

 

 

 

Brian N. Carter, 39, of Louisa, was arrested on March 10, 2019, at 8:20 P.M., by a trooper of the Kentucky State Police, and was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.

 

 

 

 

 

 

 

Rhea Anna Mann, 21, of Louisa, was arrested on March 10, 2019, at 10:01 P.M., by sergeant Steven Wilburn, of the Louisa Police Department, and was charged with, via a grand jury indictment:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• ONE HEADLIGHT,

• RECEIVING STOLEN PROPERTY UNDER/$500,

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

 

 

 

Pamela N. Froschauer, 47, of Stambaugh, Kentucky; was arrested on March 11, 2019, at 9:36 P.M., by a trooper of the Kentucky State Police, and was charged with:

• FAILURE TO APPEAR.

Kelly Matthew Ratliff, 34, of Louisa, was arrested in Boyd County, on March 9, 2019, at 10:03 A.M., by a deputy of the Boyd County Sheriff Department, and was charged with:

• THEFT BY UNLAWFUL TAKING OR DISPOSITION ALL OTHERS UNDER/$500,

• CRIMINAL MISCHIEF 3RD DEGREE.

    Would be nice if the Lazer would do little research and let us know if these are actual new charges or if they are charges from warrants served for the charges. Know several of the people listed were not recently charged with what it says but that they had been charged previously for them and had warrants. Thank You Lazer for getting the information out there just would be nice to know the rest of the story.
