LAWRENCE COUNTY ARREST LIST APRIL 1-14, 2016

For the first two weeks of April, the number of people being arrested in Lawrence County was down by about half of the regular pace, though the numbers for surrounding counties, who also send those they arrest to the Big Sandy Regional Detention Center in Paintsville, has also been down in recent days, with only two of the last seven days with more than 10 arrests. 

Yet over the past week the Big Sandy Regional Detention Center incarceration numbers has been at near or even over the maximum number of inmates the facility was built to hold ( which is 225 inmates ).

Out of the 161 people booked into the Big Sandy Regional Detention Center in the first 14 days of April, only13 were from Lawrence County

The following recent Lawrence County arrests are the following:

 

Richard A. Gilkerson

 

Richard A. Gilkerson, 20, of Ashland, Kentucky; was arrested April 1, 2016 at 11:40 P.M., by patrolman officer Jordan Miller of the Louisa Police Department, and was charged with:  • ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY.

 

 

Stanley M. Wilks

 

Stanley M. Wilks, 42, of Louisa, was arrested April 1, 2016 at 11:40 P.M., by trooper Forrest Newsome of the Kentucky State Police, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, • CARELESS DRIVING.

 

Melvin G. Harmon

 

Melvin G. Harmon, 52, of Webbville, Kentucky; was arrested on April 2, 2016 at 9:44 A.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with:  • ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY.

Joel D. Stevens

 

Joel D. Stevens, 58, of Louisa, turned himself in April 4, 2016 at 3:24 P.M., to the Lawrence County Sheriff Department to serve a jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

Adam Fletcher

 

Adam Fletcher, 34, of Warfield, Kentucky; was arrested on April 6, 2016 at 11:00 A.M., by deputy Rodney Lycans of the Lawrence County Sheriff Department, and was charged with: • DRIVING ON DUI SUSPENDED LICENSE -1ST OFFENSE, 

• SERVING WARRANT (FOR OTHER POLICE AGENCY).

 

Roger D. Webb

 

Roger D. Webb, 38, of Louisa, was arrested April 1, 2016 at 9:38 P.M., by trooper Daniel G, Vossmer of the Kentucky State Police, and was charged with: • SERVING WARRANT (FOR OTHER POLICE AGENCY).

 

 

 

Leslie Howell

 

Leslie Howell, 49, of Louisa, turned himself in April 8, 2016 at 5:52 P.M., to the Lawrence County Sheriff Department to serve a weekend jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

Clarence Childers Jr

 

Clarence Childers Jr., 44, of Louisa, was arrested April 10, 2016 at 12:07 A.M., by trooper Bryan Layne of the Kentucky State Police, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, • IMPROPER REGISTRATION PLATE, • FAILURE OF OWNER TO MAINTAIN REQUIRED INS/SECURITY, 1ST OFFENSE • NO REGISTRATION PLATES,  • NO REGISTRATION RECEIPT, • FAILURE TO REGISTER TRANSFER OF MOTOR VEHICLE.

 

Erica D. Romans

 

Erica D. Romans, of Ashland, Kentucky; was arrested April 11, 2016 at 12:42 P.M., by Sergeant Ed Cordle of the Louisa Police Department, and was charged with:  • SERVING THREE BENCH WARRANTS FOR COURT

 

 

 

Jody L. Mullins

 

Jody L. Mullins, 44, of Louisa, was arrested April 12, 2016 at 6:12 P.M., by trooper Forrest Newsome of the Kentucky State Police, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION ALL OTHERS $500 OR MORE BUT UNDER/$10,000.

Jody L. Mullins was transferred on April 13, 2016 at 3:34 P.M to the Boyd County Detention Center in Cattletsburg, Kentucky for the warrant on the felony warrant charge

 

Mary Lou Setser

 

Mary Lou Setser, 45, of Tomahawk, Kentucky; was arrested on April 14, 2016 at 2:35 A.M., by deputy Dwayne Bowen of the Lawrence County Sheriff Department, and was charged with: • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).

 

 

 

Casey J. SpenceCasey J. Spence, 45, of Tomahawk, Kentucky; was arrested on April 14, 2016 at 2:35 A.M., by trooper Bradley Couch of the Kentucky State Police, and was charged with: • NO REGISTRATION PLATES, • NO REGISTRATION RECEIPT, • FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, • FAILURE TO WEAR SEAT BELTS, 

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, • ONE HEADLIGHT • NO BRAKE LIGHTS (PASSENGER VEHICLES), • NO TAIL LAMPS.

Danny Pack Danny Pack, 40, of Fort Gay, West Virginia; was arrested April 14, 2016 at 7:32 P.M., by patrolman officer Julius Musick of the Louisa Police Department, and was charged with:  • SERVING BENCH WARRANT FOR COURT.

 

 

 

 

1,231 ARRESTED SINCE JANUARY 1, 2016 IN BIG SANDY JAIL AREA

Since January 1 to 11:59 P.M. April 14, 2016, 1,231 people have been arrested and booked from mainly the four counties that are part of the Big Sandy Regional Detention Center in Painstville, Kentucky. A handful are from other nearby counties whose police or jailers cannot find room for their new arrest subjects, while a few others are caught by law enforcement in more far away areas for warrants in our judicial district. Numerous are repeat offenders, while a significant chunk are individuals serving guilty pleas by doing short “weekend sentence” jail time.

Of those 1,231 arrests brought to to the Big Sandy Regional Detention Center since January 1, 2016, 156 were individual arrest subjects from Lawrence County.

It is believed that between 50 to 60 Lawrence County residents have been arrested in the six neighboring counties and neighboring Wayne County, West Virginia since the beginning of 2016.
