The Kentucky Internet Crimes Against Children (ICAC) Task Force is composed of more than twenty-six local, state, and federal law enforcement agencies. The mission of the ICAC Task Force, created by the United States Department of Justice and is administered by the Kentucky State Police, is to assist state and local law enforcement agencies in developing a response to cyber enticement and child sexual abuse material investigations. This support encompasses forensic and investigative components, training and technical assistance, victim services, prevention and community education. The ICAC program was developed in response to the increasing number of children and teenagers using the internet, the proliferation of child sexual abuse material, and the heightened online activity of predators searching for unsupervised contact with underage victims.

TWO MONTGOMERY COUNTY, KENTUCKY RESIDENTS ARRESTED FOR RUNNING FAKE YOUTH SUPPORT GROUP TO ABUSE MINORS; VIA GIVING TEENS ILLEGAL DRUGS AND ALCOHOL

RICHARD J. McFADDEN.

Two people in Montgomery County are facing charges in Mount Sterling, Ky. for sexually abusing minors by supplying illegal drugs and alcohol after joining what was advertised, that actually turned out unfortunately to be a fake “youth support group,” law enforcement authorities said.

The Mount Sterling Police Department said it began investigating the youth program at McFadden’s Antiques store on Tuesday, May 11, after receiving complaints. A search warrant was executed on Thursday evening, May 13, resulting in two arrests, police said.

Richard J. McFadden, 55, of Mount Sterling, was charged with: *UNLAWFUL TRANSACTION WITH/MINOR 2ND DEGREE, *TRAFFICKING IN MARIJUANA ( LESS THAN 8 OZ.) 1ST OFFENSE, *SEXUAL ABUSE – 3RD DEGREE.

Police say Richard McFadden was hosting the group at his antique store on Queen Street in Mount Sterling. A flyer advertising the youth program said the business would provide a “safe environment” for teens to hang out while teaching job skills and offering a Bible study.

Richard McFadden claims he was giving teenagers a safe place to study the Bible and hang out together.

Police believe Richard McFadden was actually providing teens with illegal drugs and alcohol. McFadden is also accused of sexually abusing some of the teens. Officers say the victims range from age 13 to 18.

Phyliss A. Mastin, age unknown, of Mount Sterling, was arrested and also charged with unlawful transaction with a minor.

Police believe there may be more victims in this case. They’re asking anyone with information to come forward. Police continue to investigate and urged anyone with information about the case by contacting them at the Mount Sterling Police Department by calling (859)-498-8899.

“We will not tolerate people taking advantage of our youths in the community,” authorities in Montgomery County firmly stated.

PIKE COUNTY, KENTUCKY WOMAN TO CHANGE PLEA IN FEDERAL CHILD SEX TRAFFICKING CASE

KENA M. REED

A Pike County woman accused of child sex trafficking now appears ready to enter a guilty plea in her federal and state case.

Attorneys for Kena M. Reed, 28, of Pinson Fork, Ky. filed a motion in federal court on Wednesday, May 12, asking to set a re-arraignment hearing so she can enter a binding plea to both the federal and state charges in the case. A federal judge allowed the request and scheduled a hearing for Friday afternoon, May 14.

Kena Reed is charged with sex trafficking of a minor, production and distribution of child pornography, interstate transportation of a minor with intent to engage in criminal sexual activity. Her federal trial was set to begin next month on June 7.

JACOB R. WEST

Both Kena Reed and Jacob West were originally charged with human trafficking and other charges in Pike Circuit Court back in September 2019, but Kena Reed’s case was picked up by federal authorities last August 2020.

LETCHER COUNTY, KENTUCKY COUPLE PLEAD NOT GUILTY TO FEDERAL CHILD PORNOGRAPHY CHARGES

NICOLE SUZANNE COMBS, & ERIC BANKS.

A Letcher County couple has pleaded not guilty to federal child porn charges.

Nicole Suzanne Combs, 33, of Hindman, Ky., and Eric Banks, 46, of Isom, Ky., were arrested on state charges on April 3, 2021.

According to Letcher County court records, a trooper was called to a complaint on KY 7 at Isom. During the investigation, the trooper said he determined that Nicole Combs had performed sexual acts on a child while Eric Banks took video with a cell phone.

Nicole Combs was charged with sexual abuse, sodomy and incest involving a 4-year-old. Eric Banks was charged with promoting a sexual performance by a minor for allegedly filming Nicole Combs and the child on a cell phone.

Those state cases involving Nicole Combs and Eric Banks are currently pending in Letcher Circuit Court.

A federal grand jury subsequently indicted Nicole Combs and Eric Banks, on Thursday, April 22, on charges of aiding and abetting and sexual exploitation of a child for producing child pornography. In Pikeville federal court on Monday, each pleaded not guilty to the charge.

Federal prosecutors stated that between September 2020 and April 2021, Nicole Combs and Eric Banks produced child pornography. In addition to the charges, Nicole Combs and Eric Banks are required to forfeit all electronic items used in the accused crime.

On Monday, May 10, both Nicole Combs and Eric Banks each pleaded not guilty to the charge in Pikeville federal court.

A federal jury trial date was set by the federal judge at the plea hearing for Monday, July 21, 2021 at the United States District Court in Pikeville, Ky.

If convicted, both Nicole Combs and Eric Banks could face up to 30 years in prison, $250,000 or less fine and more than five years of supervised probation.

Where does this end? I wonder if it’s always been going on and we didn’t have the media coverage we have today, or if people are more evil than ever before?
