Steven W. Layne, 28, of Sitka, Kentucky; was arrested on April 29, 2020, at 4:47 P.M., by deputy Jeffrey R. Castle of the Johnson County Sheriff Department, & was charged with:
• SERVING PAROLE VIOLATION WARRANT.
Chanda Collier, 20, of Paintsville, Kentucky; was arrested on April 30, 2020, at 1:35 A.M.,by an officer of the Paintsville Police Department, and was charged with:
• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL),
• DISORDERLY CONDUCT, 2ND DEGREE,
• RESISTING ARREST, • FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT).
Rocky A. Kimbler, 52, of Paintsville,Kentucky; was arrested on April 30,2020, at 1:41 A.M.,by an officer of the Paintsville Police Department, and was charged with:
• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).
Mark A. Blankenship, 31, of Van Lear, Kentucky; was arrested on April 30, 2020, at 10:38 P.M., by deputies of the Johnson County Sheriff Department, and was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE,

Danny Blair, 61, of Denver, Kentucky; was arrested on May 1, 2020, at 4:29 A.M., by deputies of the Johnson County Sheriff Department, and was charged with:
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.
John Meade, 46, of Paintsville, Kentucky; was arrested on May 1, 2020, at 7:32 P.M., by trooper Joseph E. Weddington, of the Kentucky State Police, Post 9-Pikeville, Kentucky; and was charged with:
• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER,
• FAILURE TO APPEAR.
John M. Jayne, 57, of Flat Gap, Kentucky; was arrested on May 1, 2020, at 11:07 P.M., by deputies of the Johnson County Sheriff Department, and was charged with:
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.
Anthony D. Ratliff, 35, of Sitka, Kentucky; was arrested on May 2, 2020, at 7:53 P.M., by deputy James Tabor, of the Johnson County Sheriff Department,&was charged with:
• STRANGULATION 2ND DEGREE,
• MENACING (TWO SEPARATE CHARGES COUNTS),
• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL),
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY. (TWO SEPARATE COUNTS CHARGES),
• ASSAULT 3RD DEGREE-POLICE OFFICER OR PROBATION OFFICER,
• RESISTING ARREST.
• ASSAULT, 4TH DEGREE (TWO SEPARATE COUNTS CHARGES).
According to the Johnson County Sheriff Department arrest citation report, on the early evening of Saturday, May 2, deputies were dispatched to a Hager Hill residence to a respond to after a 911 call that a man dressed in black was assaulting people.
Upon deputies making contact to the alleged suspect, identified as Anthony Ratliff, in their report, state that Mr. Ratliff was “very agitated,” saying cameras were there. Anthony Ratliff claimed he struck those at the residence after they struck him first.
The report further stated that a woman at the residence was “very shaken up” and she claimed that Anthony Ratliff was trying to choke her and that he had hit her in the head. The woman’s mother claimed to the deputies that she also was punched by Anthony Ratliff as he tried tried to throw her off the porch.
The arrest report stated the female further claimed that Anthony Ratliff had thrown her down on to the floor and began choking her.
Both of the females claimed to the deputies that Anthony Ratliff had been gone for 51 days and that he had left his keys and had removed his belongings to a car in the driveway, the arrest report said.
Deputies said in their report that when they asked Anthony Ratliff to “cuff up”, Mr. Ratliff refused, and he began pulling away and he had to be restrained.
Anthony Ratliff hit a deputy in the mouth with his elbow while actively resisting the deputies, and for some unknown reason, repeatedly kept screamed at the deputies to call Commonwealth Attorney Tony Skeans, according to the last part of the arrest report.
Anthony Ratliff was eventually taken into custody and was transported to the Big Sandy Regional Detention Center in Paintsville. Ratliff has since been released from the jail after posting his bond.
Denzil Howell Jr., 32, of Paintsville, Kentucky; was arrested on May 4, 2020, at 7:50 P.M., by officer Jonathan Holbrook, of the Paintsville Department, and was charged with:
• STRANGULATION 1ST DEGREE.
Jonathan D. Endicott, 32, of Auxier, Kentucky; was arrested on May 6, 2020, at 6:19 P.M., by an officer of the Paintsville Department, and was charged with:
• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500,
• RESISTING ARREST,
• DISORDERLY CONDUCT, 2ND DEGREE,
• DISARMING A PEACE OFFICER,
• ASSAULT, 4TH DEGREE (MINOR INJURY).

Cole Gaylord, 22, of Cincinnati, Ohio; was taken into custody on April 30, 2020, at 3:16 P.M., by the Johnson County Sheriff Department, & was booked to serve a ‘guilty plea jail sentence’ “weekender”:
