CASE INVOLVES SEX ABUSE OF 14 YEAR OLD FEMALE STUDENT DURING MOST OF 2018

A former teacher who already has been arrested and indicted on a variety of state child sex charges related to the alleged relationship with an underage girl has now been indicted on a federal child pornography charge in the connection to the same case.

 

Charles Evans Hall Jr., 47, of Jackhorn, Kentucky; was given the federal indictment that was returned Thursday, October 22, 2020, in the U.S. District Court of Eastern Kentucky, against Hall Jr., who taught and coached in the Letcher County School system, was indicted on one county of enticing a child to produce child pornography. If convicted, he faces between 15 and 30 years in federal prison and a fine of up to $250,000.

 

A federal grand jury alleged in the indictment that Charles Evans Hall Jr., convinced a minor “to engage in sexually explicit conduct for the purpose of producing a visual depiction of such conduct, knowing or having reason to know that such visual depiction would be transported using a means and facility of interstate and foreign commerce.”

The indictment alleges the incidents involving a girl who was 14 at the time occurred between January 2018 and November 20, 2018. Hall was arrested on November 30, 2018, by the Kentucky State Police, and has been remaining in the Letcher County Jail since then.

According to federal court records, Charles Evans Hall Jr., has not yet made an initial federal court appearance on the new indictment.

The sex abuse case against Charles Evans Hall Jr., has traveled a long judicial process road.

Charles Evans Hall Jr., initially was investigated for involvement with a girl when he taught at Letcher County Middle School. But following an investigation, the school district and Kentucky State Police Post 13 officials said the accusations were unsubstantiated.

But another separate investigation by the Kentucky State Police of the same case with the same female teenager resulted in the November 30, 2018 arrest. At that time, Charles Evans Hall Jr. was charged with rape, sodomy and child sex abuse.

Charles Evans Hall Jr. was eventually indicted by the Letcher County grand jury on charges of raping and sodomizing the teenage girl back in January of 2019.

On September 29, 2018, authorities said Charles Evans Hall, Jr., who was 45 at the time, committed the offense of third-degree rape when he engaged in sexual intercourse with a 14-year-old. Officials with the Letcher County School Board confirmed he was still a teacher at the time the alleged acts happened.

Police said between April 1, 2018 and November 29, 2018, Hall used electronic devices to send text messages and/or snap chat messages to the teenager. He is also accused of touching the girl in a sexual way, as well as pleasuring himself while she was present and through electronic communication during which she could see or hear him.

Several months later, on June 15, 2019, Charles Evans Hall Jr. also was charged with bribing a witness and witness tampering; and on June 15, 2020, Hall Jr. was indicted for convincing or trying to convince the 14-year-old to avoid appearing or testifying in court. He was also indicted for tampering with electronic and physical evidence in connection to his case.

    This becomes a federal case how? The state laws are clear enough, did the school get federal funding? Were state lines crossed? It seems the KSP, are getting more like the Gestapo ! Just my opinion.
