Lawrence County Grand Jury Met On August 10Th And Issued Multiple Indictments

LOUISA, KY. — Lawrence County Grand Jury met on August 10th and issued multiple indictments. Brian Chapman is being charged with arson in the second degree by intentionally starting a fire in an outbuilding owned by John and Elaine Castle of Lomansville, Ky.

Other indictments include the following:

Commonwealth vs. Timothy Harper

 

The Grand Jury charges that on or before July 31, 2023 in Lawrence  County, Ky the above named defendant:

 

  1. Timothy Harper committed the offense of burglary in the third degree by knowingly and unlawfully entering and remaining in FoodCity of Louisa, Ky after having been previously banned from the store, with the intent to commit the crime of theft therein.

  2. Timothy Harper committed the offense of fleeing/evading in the first degree by knowingly and unlawfully disregarding verbal signals and commands to stop given by Officer Teddy Newsome with the Louisa Police Department with the intent to fee, avoid or elude his arrest.

  3. Timothy Harper, having been charged in the instant indictment with the above stated felony count is now being charged as a persistent felony offender in the second degree.

 

Commonwealth vs. Keith Penix

 

The Grand Jury charges that on or before May 22, 2023 in Lawrence  County, Ky the above named defendant:

 

  1. Keith Penix committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of approximately 2/755 grams with the intent to traffic in that Methamphetamine or by trafficking in that 2/755 grams of Methamphetamine.

  2. Keith Penix, having been charged in the  instant indictment with the above stated felony count(s) is now being charged as a persistent felony offender in the first degree.

 

Commonwealth vs. Franklin McKenzie

 

The Grand Jury charges that on or before May 3, 2023 through May 19, 2023 in Lawrence  County, Ky the above named defendant:

 

  1.  Franklin McKenzie acting alone or in complicity with Michelle Wright committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of approximately 7.00 grams of Methamphetamine, $350.00 in cash monies, with the intent to traffic in that Methamphetamine or by trafficking in that 7.00 grams of Methamphetamine.

 

  1.  Franklin McKenzie committed the offense of tampering with physical evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding.

 

  1.  Franklin McKenzie committed the offense of possession drug paraphernalia by knowingly and unlawfully being in possession of syringes.

 

  1.  Franklin McKeznie committed the violation of failure to or improper signal by knowingly and unlawfully being in physical control of a motor vehicle operating upon a Kentucky roadway and not using a proper signal or failing to use a signal when turning lanes.

 

Commonwealth vs. Michelle Wright

 

The Grand Jury charges that on or before May 3, 2023 through May 19, 2023 in Lawrence  County, Ky the above named defendant:

 

1.  Michelle Wright  acting alone or in complicity with Franklin McKenzie committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of approximately 7.00 grams of Methamphetamine, $350.00 in cash monies, with the intent to traffic in that Methamphetamine or by trafficking in that 7.00 grams of Methamphetamine.

 

2.  Michelle Wright, having been charged in the instant indictment with the above stated felony count is now being charged as a persistent felony offender in the second degree.

 

Commonwealth vs. Billy Howard

 

The Grand Jury charges that on or before February 26, 2023  in Lawrence  County, Ky the above named defendant:

 

  1.  Billy Howard committed the offense of trafficking in a controlled substance in the first degree by knowingly and unlawfully being in possession of a controlled substance, namely approximately 4.00 grams of Methamphetamine, $399.00 in cash monies, a set of scales, a plastic bag filled with individual plastic baggies with the intent to traffic in that controlled substance or by trafficking in ca controlled substance, namely Methamphetamine.

 

  1.  Billy Howard committed the offense of tampering with physical evidence by knowingly and unlawfully destroying, removing, altering or concealing physical evidence that he believed would be used against him in an official proceeding.

 

  1.  Billy Howard committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of an altered glass pipe.

 

  1. Billy Howard committed the offense of failure of owner to maintain required insurance in the first degree by knowingly and unlawfully operating a motor vehicle on a Kentucky roadway without proper securities insurance.

 

  1. Billy Howard committed the offense of failure to wear seatbelt by knowingly and unlawfully operating a motor vehicle without having a seatbelt properly adjusted and fastened.

 

  1.  Billy Howard committed the violation of inadequate silencer by knowingly and unlawfully operating a motor vehicle on a Kentucky roadway without a proper muffler or silencer.

 

Commonwealth vs. Brandon Burrows 

 

The Grand Jury charges that on or before June 8, 2022 in Lawrence  County, Ky the above named defendant:

 

  1.  Brandon Burrows committed the offense of possession of a controlled substance in the first degree by knowinlgy and unlawfully being in possession of Methamphetamine.

 

  1. Brandon Burrows committed the offense of giving an officer false name by knowingly and unlawfully with the intent to mislead a police officer as to her identity, gave a false name or false biometric identifiers.

 

Commonwealth vs. Jeffrey Cooper

 

The Grand Jury charges that on or before May 10, 2022 in Lawrence  County, Ky the above named defendant:

 

  1.  Jeffrey Cooper committed the offense of fleeing/evading in the first degree by knowingly and unlawfully disregarding signals and commands to stop given Trooper Zachary Wright with the Kentucky State Police, while he was working in his official capacity with the intent to flee, avoid or elude his arrest.

 

  1. Jeffrey Cooper, having been charged in the instant indictment with the above stated felony count(s) is now being charged as a persistent felony offender in the second degree.

 

Commonwealth vs. Brian Chapman 

 

Lawrence County Grand Jury met on August 10th and issued multiple indictments. Brian Chapman is being charged with arson in the second degree by intentionally starting a fire in an outbuilding owned by John and Elaine Castle of Lomansville, Ky.

The Grand Jury charges that on or before June 19, 2023 in Lawrence  County, Ky the above named defendant:

 

  1. Brian Chapman committed the offense of arson in the second degree by intentionally starting a fire, causing the destruction of an outbuilding owned by John and Elaine Castle of Lomansville, Ky.

 

  1.  Brian Chapman committed the offense of criminal trespass in the second degree by knowingly and unlawfully entering and remaining upon property owned by John and Elaine Castle of Lomansville, Ky.
