LAWRENCE COUNTY ARREST LIST: SEPTEMBER 1 – 8, 2016
JAIL ARRESTS IN THE FIRST WEEK OF SEPTEMBER WERE NEAR AVERAGE THIS PAST WEEK IN LAWRENCE COUNTY, AND ALONG WITH THE SURROUNDING COUNTIES THAT USE THE BIG SANDY REGIONAL DETENTION CENTER, THEIR ARREST NUMBERS STARTED OUT AROUND AVERAGE FOR THE START OF THIS MONTH, BUT ARREST NUMBERS THEN DROPPED SIGNIFICANTLY DURING THE LABOR DAY WEEKEND, AND HAVE STAYED MOSTLY BELOW AVERAGE SINCE, WHEN COMPARED TO THE PREVIOUS WEEKS.
From 12:01 A.M., September 1, 2016 to 11:59 P.M., September 8, 2016; 81 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 81 arrested individuals brought to the Big Sandy Regional Detention Center in this last 8 day period of September 1-8, 11 arrests were from Lawrence County. (Which is the same number of arrests as the previous arrest list period from August 22 to August 31; making a total of 22 arrests in the last 18 days in Lawrence County).
The number of people booked each day from September 1 thru September 8 at the Big Sandy Regional Detention Center in Paintsville was as the following: THURSDAY-SEPTEMBER 1: 15, FRIDAY-SEPTEMBER 2: 12, SATURDAY-SEPTEMBER 3: 11, SUNDAY-SEPTEMBER 4: 6, MONDAY-SEPTEMBER 5: 9, TUESDAY-SEPTEMBER 6: 14, WEDNESDAY-SEPTEMBER 7: 8., THURSDAY-SEPTEMBER 8: 6.

Gregory Marcum, 57, of Louisa, was arrested on September 1, 2016, at 5:33 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • FAILURE TO WEAR SEAT BELTS, • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS /ETC. .08 – 3RD OFFENSE, • OPERATING ON SUSPENDED OR REVOKED OPERATOR LICENSE.
Matthew Newsome, 34, of Ashland, Kentucky; was arrested on September 3, 2016, at 12:48 A.M., by patrolman officer Hunter James of the Louisa Police Department, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS /ETC. .08 – 1ST OFFENSE.
Melinda M. Wallace, 36, of Louisa, was arrested on September 3, 2016, at 6:27 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • SERVING BENCH WARRANT FOR COURT.
Roscoe Muncy, 33, of Blaine, Kentucky; was arrested on September 3, 2016, at 10:54 P.M., by deputy Mack Wilhite of the Lawrence County Sheriff Department, and was charged with: • POSSESSION OF MARIJUANA, • DRUG PARAPHERNALIA – BUY/POSSESS.
Marcella G. Spaulding, 45, of Louisa, turned herself in September 4, 2016 at 5:44 P.M., to the Lawrence County Sheriff Department to serve a guilty plea jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
Mary K. Miller, 50, of Fort Gay, West Virginia; was arrested on September 5, 2016, at 6:21 P.M., by patrolman officer Steven Wilburn of the Louisa Police Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION-SHOPLIFTING-UNDER/$500, • CRIMINAL MISCHIEF 3RD DEGREE, • KNOW FRAUDULENTLY USE ID CARD OR ELECTRONIC CODE FOR BENEFITS.
David S. Dalton, 41, of Hager Hill, Kentucky; was arrested on September 6, 2016, at 2:53 P.M., by Sheriff Garrett Roberts of the Lawrence County Sheriff Department, and was charged with: • ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).
Todd Fitzpatrick, 21, of Louisa, was arrested on September 6, 2016, at 9:30 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with: • FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.
Hansel Wiley, 45, of Louisa, was arrested on September 6, 2016, at 9:31 P.M., by deputy Mack Wilhite of the Lawrence County Sheriff Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED, • DRUG PARAPHERNALIA – BUY/POSSESS, • IMPROPER REGISTRATION PLATE, • FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, • DRIVING ON DUI SUSPENDED LICENSE -1ST OFFENSE, • ILLEGAL POSSESSION OF LEGEND DRUG, • THEFT OF SERVICES.
Wilma Shadd, 64, of Harts, West Virginia was arrested on September 7, 2016, at 1:29 P.M., by deputy Rodney Lycans of the Lawrence County Sheriff Department, and was charged with: • TRAFFICKING IN CONTROLLED SUBSTANCE, 2ND DEGREE, 1ST OFFENSE – (<20 D.U. DRUG UNSPECIFIED SCHEDULE 3), • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (COCAINE), • DRUG PARAPHERNALIA – BUY/POSSESS, • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).
Lincoln P. Nutter, 30, of Louisa, turned himself in September 7, 2016 at 2:06 P.M., to the Lawrence County Sheriff Department to serve a guilty plea jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
