CITY OF LOUISA COMPLETES $5 MILLION SEWER PLANT FEMA GRANT APPLICATION…

On Tuesday January 10, 2023 The Louisa City Council had a regular meeting at City Hall, Louisa, Kentucky at 7PM. Louisa Mayor Harold Slone was in attendance along with City Council Members Joey McClanahan, Caleb Farley, Rose Lester, Tom Parsons and Ashley Caudill. Gary Robertson was absent.

2. Approved minutes for December 13, 2022 – Discussion included correction that was noticed on minutes in December showing Ashley Caudill absent, but she was in attendance. Record shows correction according to city clerk Kathy Compton. Motion by Ashley Caudill 2nd by Joey McClanahan. None opposed.
New Business
3. Budget adjustments fy 2022-2023 – Discussion by Mayor Slone: “…the budget will now reflect the amount paid to Louisa Fire Chief Eddie Preston. Preston will be paid for his position as a part-time employee. His yearly pay will be $18,720. (Not Including Social Security, Medicare and Unemployment.) Preston has been a member of the LVFD for forty years and has served as chief for the past 20 plus years. Motion by Rose Lester 2nd by Ashley Caudill. None opposed.
4. Resolution 2023-01, a Resolution of Adoption of the FEMA Approved FIVCO Regional Hazard Mitigation Plan – Mayor Slone said that In order for the city to get FEMA funding for the proposed new sewer plant, a 5 part plan will need to be in effect to cover likely hazards going forward. (ex. Tornadoes and Floods). This is for a “potential Grant” from FEMA for part of the new sewer plant…We are JUST NOW IN THE APPLICATION PROCESS….IF we are approved the again would be disbursed to us in increments based on the project progress,” Mayor Slone said.
Motion by Caleb Farley 2nd by Tom Parsons. None opposed.
5. Choose Engineer for sidewalk project – Discussion by Mayor Slone. “…A year ago, Louisa received federal funds from the Kentucky State Cabinet for pedestrian walkways (non-roads) An engineering firm recommended the job will cost around $100,000. There were 2 qualifying bids for engineering, one by Bluegrass Engineering with the rep. Thomas Bradley living in Lawrence County the other was S & S Engineering from the Charleston, WV area. Bluegrass Engineering firm was chosen, primarily because Bradley lives in Lawrence County and will be more accessible, will be responsible for completing the sidewalk project. Motion by Joey McClanahan 2nd by Ashley Caudill. None opposed.
6. The Lawrence County Humane Society – Beverly Pack, Volunteer, Cat Grant Coordinator, attended the Louisa City Council Meeting. Pack thanked the City of Louisa for there donation of $500 last year to support the Low Income Assistance Cat Spay & Neuter program for residents of Lawrence County and the Trap/Neuter/Return (TNR) Program of Lawrence County.
The Low Income Assistance Cat Spay & Neuter Program helps residents of Lawrence County to get their personal pets (cats only) spayed/neutered to help reduce the number of unwanted litters born each year. All cats that been spayed and neutered will have a tipped left ear to show they have been fixed. Without this assistance, many families would not be able to afford getting this necessary surgery done for their pet(s).
During the period April 29 – June 3, 2022, 10 surgeries (9 females, 1 male) were provided for personal pets as a result of your donation.
The Trap/Neuter/Return (TNR) Program is designed to help provide the vital spay/neuter surgery needed for free roaming/community cats throughout Lawrence County. By sterilizing these community cats, countless numbers of unwanted litters will be eliminated helping to reduce the stray cat population as well as the number of stray cats & kittens that end up in our Animal Shelter each year.
As a result of your donation, a matching grant was provided to Lawrence County Humane Society by Two Mauds, Inc. to assist us in continuing these programs for citizens of our community. During the period July 5 – August 1, 2022, 13 surgeries (6 females, 7 males) were provided through the (TNR) Program is designed as a result of the matching grant from Two Mauds, Inc. Your continued support of these programs is vital to the overall importance of animal welfare throughout Lawrence County and our citizens. We are respectfully requesting that you make another donation (in any amount that you are able to do) in order for us to again receive a matching grant from Two Mauds, Inc. Louisa City Council members decided to donate $1,000 to the Lawrence County Humane Society. Ms. Pack will come back to City Council to give a report to the City Council. Motion by Joey McClanahan 2nd by Caleb Farley. None opposed.

9. Executive session – Motion to go into Executive session, Motion by Tom Parsons 2nd by Ashley Caudill. City Council Members were in executive session for about 15 minutes. Louisa City Attorney Eldred E. (Bud) Adams said the city were in talks about purchasing property.

“…All City Council Members received a certificate tonight showing council members that have been elected.”
“…We have grant funds to build new bathroom facilities down behind the Louisa Swimming Pool. The way the current bathrooms were built, they can never be handicapped accessible. So new handicapped stalls will be in the new construction which will also be accessible to the basketball court. We received approval for a grant a good while back like around COVID for outdoor restrooms at the pool facility down there… This is one of them you get the money as the work is being done in small increments on a reimbursement type basis.. The amount was total $42,000 dollars. Again this is an older project that got delayed during the covid period but work is expected to be completed by pool opening this season in May.”
