The regular meeting of the Louisa City Council was called to order at 7pm on Tuesday, September 11, 2018, at Louisa City Hall. Mayor Harold Slone and Council members Mitch Castle, John Nolan, Tom Parsons, and Lisa Schaeffer,

Mayor Slone opened the meeting with The Pledge of allegiance and Prayer.

  • Mayor Started the meeting with a thank you from The Septemberfest committee for allowing the town to be used for the festival.
  • Motion by Mitch Castle to approve minutes from August 2018 meeting. Second by John Nolan, All approve.
  • Council opened bids for asphalt/paving services for the city. The only bid supplied was from Mountain Enterprises for $99.75 per ton, which included laying the asphalt. Motion by Tom Parsons to accept the bid, Second by Mitch Castle, all approve.
  • Council Discussed the 2018 property tax rate. Motion by Mitch Castle, Second by John Nolan, for the city to adopt the compensating rate of .238% for the 2018 tax year. All approve. The compensating rate ensures the city the same amount of Revenue as the Previous year, based on property value assessments. The current tax rate is .237%. City Clerk, Kathy Compton, commented that the city’s tax rates are currently lower than they were in the 2010 and 2011 tax years.
  • Councilman Tom Parsons inquired of placing a Port-a-Potty at the park on Lock ave for next year for park patrons. Mayor Slone advised that he had applied for a grant to build a bathroom at the park and should know within the next month if it was approved.
  • Emily Endicott addressed council concerning some streets near some rental properties she and her husband own on Sylvia St. She advised that a drainage problem on the street results in a flooding situation a couple times a year and she fears that it may eventually flood the homes in that area. Police Chief Greg Fugitt advised that the problem began 10-15 years ago from a resident installing a driveway and drain pipe too small to handle the flow. Ms. Endicott advised that that a storm drain to a nearby creek would alleviate the problem. City Attorney and Mayor will investigate if the problem drain pipe is on private or city property and determine a course of action.

    That is a Liar the Tax are at the high tax in Kentucky they need to take money out of there pocket and put it back in to the city Budget . Do not put that on the tax payer tax payer do not have it..
