LOUISA, KY. — On the heels of being named ‘SOAR County of the Year’ the Phillip Carter administration and the Lawrence County fiscal court have been blasted by the state auditor on five counts of mismanagement including nepotism and misappropriation of federal funds.
Yesterday, Carter also lost on public meeting notices as the Kentucky Attorney General ruled that Carter was wrong in failing to send notices to TheLevisaLazer.com and supplying minutes of meetings held without our knowledge (See separate story on thelevisalazer.com.)
In the audit nepotism charges, Carter hired his brother (not named) as county road foreman at a high rate of pay ($62,000) and did $156,000 in contract business with his brother-in-law (also not named).
In addition Carter has misappropriated federal ARPA funds by not documenting what more than $2 million was spent for.
In his response Carter said there was a lot of confusion and lack of instructions concerning the ARPA funding and pledged to get it all in compliance in the future. He has also listed some interesting reasons why he gave no bid contracts of $29,999, one dollar less than required bid amount, and then $5,000 to the same contractor on the same day.

Is that contractor his daughter and son in law under a fake LLC?? Maybe he needed some of the money to cover the lawsuit from NAPA where they won $200,000? 2 MILLION MISAPPROPRIATED! Did the Lazer file an open records request to see who all applied for the Rd Dept or to see who all bid on the fairgrounds? Did the Lazer file a request to see what the guidelines say about how the Federal Funds are to appropriated? The Lazer did not mention any attempts to get this information before writing this article. I wonder how much research was conducted prior to publishing this article.
This article came from the state auditor’s office. We did not ask for it. But it is copied without any editing. We regularly post these findings on local officials. The local clerk and the sheriff have already passed and posted theirs.

I’m glad he finally got caught. It’s been going on for years with him. And, it’s not just him. It’s everyone he’s closely connected with. What can you really say about a guy whose heroes are McConnell and Trump. I’ve been wondering why there is a group from Carter County working on our road. Our one lane, dead end road. With FEMA funds. The road is worse than it has ever been. Not to mention, two yards ruined.

Phil Carter has done more for people in this county than any other judge executive. He tries his best to help any citizen that comes to him needing road repairs etc. The man never took a break during the ice storm we had. He made sure people had the help they needed. The magistrates are there to speak up if there is something that goes against any rules etc. You want to blame people look no further than your local magistrates. I’d vote for Phil again and again!!!

Phil Carter is spending all that money on town hill for Rick blackburns horse shows. Sending 10 men up there everyday to work .wasteing all the diesel fuel and gravel. While the roads are getting nothing. That’s where all the money goin .besides his family .only people in the county getting any gravel is the road foreman’s. Jobey moores coon hunting buddies and friends. We got paid Thursday and couldn’t cash are checks till Friday. Said they didn’t have the money to cover it…all the private work they’re doin on their friends roads .everyday they’re grading and putting pipes in and graveling the private roads. There’s a few out here at county garage that have videos of phil and jobie making them do private work and videoing them doin private roads ..if they don’t delete it now since they think Phil will fire them ..Phil wastes 1500 gallon of diesel fuel every time he cuts trees of town him trying to burn them. That’s $4.00 a gallon. 3 men out in county working and 15 at town hill. Rick Blackburn has something on Phil Carter or something to get all that money sent to town hill ,,,,,and John Skaggs bought property down 23 on cougar lane and guess what. The county graded ,ditched and put gravel on it for him too. So he’s not innocent either. Just anything to waste county money for private work that’s Phil’s game. Besides what he put in his pocket

The work that Rick Blackburn does for the fair is volunteer work and he works his hind end off trying to make it something good for our community, for our 4H kids and for our FHA kids. If you don’t know what you are talking about you probably shouldn’t!!!! You can be sued for defamation of character and libel for making false accusations against someone.

In my 62 years nothing has changed for Lawrence County. No matter the position or party it’s always been the same few families running the County. If you’ve lived here that long and haven’t noticed that’s the best way to handle it. Worry about your family and don’t listen to the noise of politics when they will never worry about you without a return favor down the road.
