15 NEW LAWRENCE ARRESTS HELP SEND DETENTION CENTER OVER CAPACITY

LAWRENCE COUNTY ARREST LIST – OCTOBER 25-31, 2016

ARRESTS WERE AT SLIGHTLY ABOVE NORMAL WEEKLY AVERAGE IN LAWRENCE COUNTY, WHILE AGAIN FOR THE SURROUNDING AREA COUNTIES ARRESTS WERE BELOW THEIR WEEKLY AVERAGE IN THE LAST WEEK.

ONCE AGAIN, HOWEVER, THE BIG SANDY REGIONAL DETENTION CENTER HAS BEEN AT OVERCAPACITY IN REGARDS TO THE NUMBER OF INMATES IT HAS CURRENTLY BOOKED AT ITS FACILITY FOR MOST OF THE PAST WEEK. THE JAIL WAS DESIGNED TO HOLD 225 INMATES. IT HAS HAS BEEN HOVERING IN THE 235 OR HIGHER NUMBER AREA IN THE LAST SEVERAL DAYS, ONLY COMING DOWN JUST BELOW THE MAXIMUM CAPACITY LINE BY HALLOWEEN MONDAY.

From 12:01 A.M., October 25, 2016 to 11:50 P.M., October 31, 2016; 67 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 67 arrested individuals brought to the Big Sandy Regional Detention Center in this last 6 day period of October 19 to 24, 15 arrests were from Lawrence County.

In the previous seven day period of October 19 thru October 24, 2016; 71 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 71 arrested individuals brought to the Detention Center in that six day period of October 19 thru 24, 9 arrests were from Lawrence County.

From October 1 thru October 31, 329 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 329 arrested individuals brought to the Big Sandy Regional Detention Center in the month of June, 55 arrests were from Lawrence County.

While Lawrence County statistics in October have been at near or above normal, the surrounding counties of Johnson, Martin and Magoffin counties have generally fallen from week to week. Below are the October numbers during certain date period, with the number on the left the total arrested inmates brought the to the BSRDC, while the number in parentheses on the right are the total arrests for Lawrence County only:

OCTOBER 1-4, 2016: 44, (5).
OCTOBER 5-11, 2016: 66, (11).
OCTOBER 12-18, 2016: 81, (15).
OCTOBER 19-24, 2016: 71, (9).
OCTOBER 25-31, 2016: 67, (15).

For further statistical comparison, compare the arrest numbers for previous three months:

From July 1 thru July 30; 359 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 359 arrested individuals brought to the Big Sandy Regional Detention Center in the month of June, 40 arrests were from Lawrence County.

From August 1 thru August 31; 395 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 395 arrested individuals brought to the Big Sandy Regional Detention Center in the month of June, 67 arrests were from Lawrence County.

From September 1 thru September 30, 335 arrested individuals were brought into the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of the 335 arrested individuals brought to the Big Sandy Regional Detention Center in the month of June, 45 arrests were from Lawrence County.

The number of people booked each day from October 19 thru October 24 at the Big Sandy Regional Detention Center in Paintsville was as the following: TUESDAY-OCTOBER 25: 13, WEDNESDAY-OCTOBER 26: 11, THURSDAY-OCTOBER 27: FIVE, FRIDAY-OCTOBER 28: 12, SATURDAY-OCTOBER 29: 12, SUNDAY-OCTOBER 30: EIGHT, MONDAY-OCTOBER 31: SIX.

Those fifteen individuals arrested in Lawrence County in the past six days are the following:

Randy W. PackRandy W. Pack, 46, of Fort Gay, West Virginia; was arrested on October 25, 2016, at 10:57 A.M., by deputy Dave Wallen of the Lawrence County Sheriff Department, and was charged with: • SERVING BENCH WARRANT FOR COURT,

 

 

 

Ponciano VelascoPonciano Velasco, 27, of Lexington, Kentucky; was arrested on October 25, 2016, at 11:55 P.M., by patrolman officer Jordan Miller, of the Louisa Police Department, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE, • IMPROPER PARKING FIRELANE/BLOCK TRAVELED PORTION OF HIGHWAY, • POSSESSION OF OPEN ALCOHOL BEVERAGE CONTAINER IN MOTOR VEHICLE PROHIBITED.

 

 

Christina D. LoweChristina D. Lowe, 26, of Louisa, was arrested on October 26, 2016, at 11:02 A.M., by deputy Dave Wallen of the Lawrence County Sheriff Department, and was charged with: • SERVING BENCH WARRANT FOR COURT.

 

 

 

 

Sandra K. HatfieldSandra K. Hatfield, 36, of Webbville, Kentucky; was arrested on October 26, 2016, at 1:20 A.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.

 

 

 

Tonetta J. SteppTonetta J. Stepp, 37, of Louisa, was arrested on October 27, 2016, at 7:36 P.M., by patrolman officer Steven Wilburn, of the Louisa Police Department, and was charged with: • SERVING WARRANT (FOR OTHER POLICE AGENCY), • SERVING BENCH WARRANT FOR COURT.


 

 

 

Johnny VaughanJohnny Vaughan, 41, of Louisa, was arrested on October 28, 2016, at 12:16 A.M., by deputy Dwayne Bowen of the Lawrence County Sheriff Department, and was charged with: • ROBBERY, 2ND DEGREE.


 

 

Clarence ChildersClarence Childers, 45, of Louisa, was arrested on October 28, 2016, at 5:02 A.M., by trooper Billy Layne of the Kentucky State Police, and was charged with: • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).


 

 

Stacy D. Horn ChildersStacy D. Horn-Childers, 36, of Louisa, was arrested on October 28, 2016, at 5:07 A.M., by trooper Billy Layne of the Kentucky State Police, and was charged with: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 3RD, • DRIVING DUI SUSPENDED LICENSE – 1ST OFF (AGGRAVATING CIRCUMSTANCE), • FAILURE TO PRODUCE INSURANCE CARD, • NO REGISTRATION RECEIPT, • IMPROPER EQUIPMENT, • FAILURE TO WEAR SEAT BELTS.

 

 

Lori J. HallLori J. Hall, 43, of Louisa, turned herself in October 28, 2016 at 12:48 P.M., to the Lawrence County Sheriff Department to serve a jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

Devin SloneDevin Slone, 18, of Louisa, was taken into custody on October 28, 2016, at 7:37 P.M.,by deputy Chuck Jackson of the Lawrence County Sheriff Department, to serve a jail sentence with: CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

Charles D. PerkinsCharles D. Perkins, 24, of Louisa, was arrested on October 28, 2016, at 11:56 P.M., by an officer of the Louisa Police Department, and was charged with: • SERVING WARRANT (FOR OTHER POLICE AGENCY).


 

 

Segar AdkinsSegar Adkins, 18, of Louisa, was arrested on October 29, 2016, at 7:11 P.M., by deputy Mason Keefer, of the Lawrence County Sheriff Department, and was charged with: • BURGLARY, 3RD DEGREE, • CRIMINAL MISCHIEF, 1ST DEGREE, • UNLAWFUL TRANSACTION WITH/MINOR 2ND DEGREE.

Jay R. ChurchJay R. Church Jr., 25, of Catlettsburg, Kentucky; was arrested on October 30, 2016, at 1:20 A.M., by a trooper of the Kentucky State Police, and was charged with: • ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).


 

 

 

Lawrence L. HickLawrence L. Hick, 69, of Webbville, Kentucky; was arrested on October 30, 2016, at 11:49 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).
