LOUISA PAIR CHARGED WITH HEROIN OVERDOSE OF CHAPMAN, MAJOR CHARGES BROUGHT DURING GJ SESSION

Lawrence County Grand Jury issued multiple indictments on March 10, 2022.  Jonathan Young had three separate indictments including a second degree manslaughter charge.  Jonathan along with April Harper are both being charged with manslaughter in the second degree by wantonly causing the death of Anthony Chapman of Lawrence Co, KY by providing him with Heroin or other controlled substances that resulted in the causing of his death.

HERE IS A LIST OF THE INDICTMENTS:

Commonwealth vs. Randy Thompson

The Grand Jury charges that on or before December 10, 2020 in Lawrence County Kentucky, the above named defendant:

  1. Randy Thompson committed the offense of theft by unlawful taking over $1000.00 by knowingly and unlawfully taking four catalytic converters from automobiles in the care of Dave’s Auto in Louisa, KY with a value exceeding $1000.00.

  2. The above named defendant committed the offense of criminal mischief in the 2nd degree, by knowingly and unlawfully causing damage to four vehicles being repaired at Dave’s Auto in Louisa, KY.

  3. The above named defendant committed the offense of criminal trespass in the 2nd degree by knowingly and unlawfully entered and remained upon Dave’s Auto in Louisa, KY as to which notice against trespass was given.

Commonwealth vs. Kimberly Collins

The Grand Jury charges that on or before September 15, 2021 in Lawrence County Kentucky, the above named defendant:

  1.  Kimberly D. Collins committed the offense of burglary in the 3rd degree by knowingly and unlawfully entering and remaining in Walmart of Louisa, after having been banned from the property in 2020, with the intent to commit the crime of theft therein.

  2. The above named defendant committed the offense of giving officers false names, by knowingly and unlawfully, with the intent to mislead a police officer as to her identity, gave a false name or false biometric identifiers.

Commonwealth vs. Allen Flemings

The Grand Jury charges that on or before July 16, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Allen Flemings committed the offense of theft by unlawful taking over $1000  (auto) by knowingly and unlawfully taking a 2003 Chevrolet Silverado owned by Aaron Gray of Point Pleasant, WV with a value exceeding $1000.00.

  2. The above named defendant committed the offense of theft by unlawful taking under $1000.00, by knowingly and unlawfully taking an android cell phone and various debit and ATM cards owned by Aaron Gray of Point Pleasant, WV.

Commonwealth vs. Jonathan Young

The Grand Jury charges that on or before June 10, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Jonathan Young acting alone or in complicity with April Harper committed the offense of manslaughter in the 2nd degree by wantonly causing the death of Anthony Chapman of Lawrence County, KY by providing him with Heroin, or other controlled substances or a combination of controlled substances, causing his death.

  2. Jonathan Young acting alone or in complicity with April Harper committed the offense of trafficking in a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, namely Heroin, with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Heroin.

  3. That the defendant, having been charged in the instant indictment with the above stated felony count, is now being charged as a persistent felony offender, in the first degree.

Commonwealth vs. April Harper

The Grand Jury charges that on or before June 10, 2021  in Lawrence County Kentucky, the above named defendant:

  1.  April Harper acting alone or in complicity with Jonathan Young committed the offense of manslaughter in the 2nd degree by wantonly causing the death of Anthony Chapman of Lawrence County, KY by providing him with Heroin, or other controlled substance or a combination of controlled substances, causing his death.

  2. April Harper acting alone or in complicity with Jonathan Young committed the offense of trafficking in a controlled substance in the 1st degree, by knowingly and unlawfully being in possession of a controlled substance, namely Heroin, with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Heroin.

  3. That the defendant, having been charged in the instant indictment with the above stated felony count, is now being charged as a persistent felony offender, in the 2nd degree.

Commonwealth vs. Tammy Evans

The Grand Jury charges that on or before December 23, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Tammy Evans committed the offense of theft by unlawful taking over $1000 (auto) by knowingly and unlawfully taking a 2008 ford Tarus owned by Jesse Fyre of East Lynn, WV with a value of approximately $5000.00.

Commonwealth vs.  Corbie Fyffe

The Grand Jury charges that on or before October 21, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Corbie Fyffe committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Heroin.

Commonwealth vs. Joe Gillum

The Grand Jury charges that on or before November 27, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Joe Gillum committed the offense of possession of a handgun by a convicted felon by processing a taurus brand .9mm handgun after having been previously convicted of a felony.

Commonwealth vs. Jason Pack

The Grand Jury charges that on or before July 9, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Jason Pack acting committed the offense of burglary in the 2nd degree by knowingly and unlawfully entering the dwelling house located on Jefferson Street in Louisa, KY owned by Mr. Chad Rose with the intent therein to commit the crime of theft.

Commonwealth vs. Bridgett Hopkins 

The Grand Jury charges that on or before December 19, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Bridgett Hopkins committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Commonwealth vs. Toby Pack Jr.

The Grand Jury charges that on or before February 8, 2022  in Lawrence County Kentucky, the above named defendant:

  1. Toby Pack Jr. committed the offense of fleeing/evading in the 1st degree by knowingly and unlawfully disregarding signals and commands to stop given by officers from the Louisa Police Department to evade or elude his arrest.

Commonwealth vs. Kenneth Pack III 

The Grand Jury charges that on or before November 18, 2021  in Lawrence County Kentucky, the above named defendant:

  1. Kenneth Pack III committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of, the offense of trafficking in a controlled substance in the 1st degree, Methamphetamine.

Commonwealth vs. Brittany Hammonds

The Grand Jury charges that on or before November 18, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Brittany Hammonds committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of, the offense of trafficking in a controlled substance in the 1st degree, Methamphetamine.

Commonwealth vs. Jonathan Young

The Grand Jury charges that on or before November 18, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Jonathan Young committed the offense of possession of a handgun by a convicted felon by possessing a high point brand .22 caliber handgun after having been previously convicted of a felony.

Commonwealth vs. Pamela Stiltner

The Grand Jury charges that on or before December 9, 2021  in Lawrence County Kentucky, the above named defendant:

  1. Pamela Steiner committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Commonwealth vs. James Kise

The Grand Jury charges that on or before December 7, 2021 in Lawrence County Kentucky, the above named defendant:

  1. James Kise committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

  2. The above named defendant  committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of altered straw.

Commonwealth vs. Del Griffith

The Grand Jury charges that on or before December 7, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Del Griffith committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

  2. The above named defendant committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of altered tube/pipe.

Commonwealth vs. Adam Perry

The Grand Jury charges that on or before December 22, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Adam Perry committed the offense of trafficking in a controlled substance in the 1st degree by knowingly and unlawfully being in possession of approximately 7.5 grams of Methamphetamine packaged in multiple plastic baggies, and used field tests kits, commonly used to identify controlled substances, with the intent to traffic in that controlled substance or by trafficking in a controlled 7.5 grams of Methamphetamine.

  2. The above named defendant committed the offense of operating a motor vehicle on suspended or revoked license by knowingly and unlawfully operating a motor vehicle while his license to operate said motor vehicle was suspended or revoked.

Commonwealth vs. Willma Robinson

The Grand Jury charges that on or before February 13, 2019 in Lawrence County Kentucky, the above named defendant:

  1. Wilma Robinson acting alone or in complicity with Jerry Robinson committed the offense of knowingly exploit an adult by person by knowingly exploiting in an adult, resulting in a total loss to the adult exceeding $300 financially, namely from monies the victim had on Farmers Bank of Louisa, KY, or other resources or both, namely Loretta Robinson of Huntington, WV.

Commonwealth vs. William Wilks

The Grand Jury charges that on or before August 17, 2021  in Lawrence County Kentucky, the above named defendant:

  1. William Wilks committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Hydrocodone.

  2. The above named defendant committed the offense of operating a motor vehicle while under the influence of alcohol/drugs 1st offense within 5 years by operating a motor vehicle while under the influence of alcohol or other substances that impair a drivers ability to operate that motor vehicle.

  3. The above named defendant committed the offense of drug paraphernalia by knowingly and unlawfully being in possession of a syringe.

  4. The above named defendant committed the offense of operating a motor vehicle on suspended or revoked license by knowingly and unlawfully operating a motor vehicle while his license to operate said motor vehicle had been suspended or revoked.

  5. The above named defendant committed the violation of No brake lights by knowingly and unlawfully operating a motor vehicle upon a Kentucky roadway without working tail lights as defined in KRS 198.055

Commonwealth vs. Stephanie Parker

The Grand Jury charges that on or before January 10, 2021, through January 31, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Stephanie Parker acting alone or in complicity with Robert Parker committed the offense of trafficking in a controlled substance in the 1st degree by knowingly and unlawfully being in possession of approximately 14.00 grams of Methamphetamine, $214.00 in cash monies, with the intent to traffic in that Methamphetamine or by trafficking in that 14.00 grams of Methamphetamine.

  2. The above named defendant acting alone or in complicity with Robert Parker committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of syringes and an altered straw.

Commonwealth vs. Joseph Mccoy

The Grand Jury charges that on or before November 18, 2021, in Lawrence County Kentucky, the above named defendant:

  1. Joseph Mccoy committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of, the offense of trafficking in a controlled substance in the 1st degree, Methamphetamine.

Commonwealth vs. Joseph Mccoy

The Grand Jury charges that on or before November 18, 2021 through November 19, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Joseph Mccoy committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring, or attempting to commit, or acting as an accomplice in the commission of, the offense of trafficking in a controlled substance in the 1st degree, Methamphetamine.

Commonwealth vs. Jarod Tyler

The Grand Jury charges that on or before January 30, 2022, in Lawrence County Kentucky, the above named defendant:

  1. Jarod Tyler committed the offense of fleeing/evading in the 1st degree by knowingly and unlawfully disregarding signals and commands to stop given by deputies with the Lawrence County Sheriff’s department with intent to avoid or elude his arrest.

  2. Jarod Tyler committed the offense of wanton endangerment in the 1st degree by knowingly and unlawfully engaging in conduct which was a substantial danger of death or serious physical injury to another person.

Commonwealth vs. William Debord

The Grand Jury charges that on or before January 23, 2022, in Lawrence County Kentucky, the above named defendant:

  1. William Debord committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Commonwealth vs. Stephanie Chafin

The Grand Jury charges that on or before December 2, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Stephanie Chafin committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Commonwealth vs. Mason Masters

The Grand Jury charges that on or before December 16, 2021, in Lawrence County Kentucky, the above named defendant:

  1. Mason Masters committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Commonwealth vs. Heather Mollett 

The Grand Jury charges that on or before December 7, 2021 in Lawrence County Kentucky, the above named defendant:

  1. Heather Mollett committed the offense of possession of a controlled substance in the first 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Commonwealth vs. Winfred Scott

The Grand Jury charges that on or before november 25, 2021, in Lawrence County Kentucky, the above named defendant:

  1. Winfred Scott committed the offense of possession of a controlled substance in the 1st degree by knowingly and unlawfully being in possession of a controlled substance, Methamphetamine.

Commonwealth vs. John Thomas

The Grand Jury charges that on or before November 18, 2021, in Lawrence County Kentucky, the above named defendant:

  1. John Thomas committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of, the offense of trafficking in a controlled substance in the 1st degree, Methamphetamine.

Commonwealth vs. William Debord

The Grand Jury charges that on or before November 18, 2021, in Lawrence County Kentucky, the above named defendant:

  1. William Debord committed the offense of engaging in organized crime by knowingly and unlawfully committing or conspiring or attempting to commit, or acting as an accomplice in the commission of the offense of trafficking in a controlled substance in the 1st degree.

Commonwealth vs. Jerry Robinson

The Grand Jury charges that on or before February 13, 2019, in Lawrence County Kentucky, the above named defendant:

       1. Jerry Robinson acting alone or in complicity with Wilma Robinson committed the               offense of knowingly exploit and adult by person  knowingly and exploiting and adult, resulting in a total loss to the adult exceeding $300 financially, namely from monies the victim had in Farmers Bank of Louisa, Ky, or other resources or both, namely Loretta Robinson of Huntinton, WV.

Commonwealth vs. William Debord
The Grand Jury charges that on or before November 18, 2021, in Lawrence County Kentucky, the above named defendant:

  1. William Debord committed the offense of trafficking in a controlled substance in the 1st degree by knowingly and unlawfully being in possession of 4.091 grams of Methamphetamine, $40.00 inside plastic baggies and various items of drug paraphernalia with intent to traffic in that Methamphetamine or that 4.091 grams of Methamphetamine.

  2. William Debord committed the offense of trafficking in a controlled substance in the 1st degree by knowingly and unlawfully being in possession of Fentanyl, $40.00 inside plastic baggies and various items of drug paraphernalia with the intent to traffic in that Fentanyl.

  3. The above named defendant committed the offense of operating a motor vehicle on suspended or revoked license by knowingly and unlawfully operating a motor vehicle while his license was suspended or revoked.

  4. The above named defendant committed the violation of failure to or improper signal by knowingly and unlawfully operating a motor vehicle upon a Kentucky highway and failing to use signals.

Commonwealth vs. Opal Newsome

The Grand Jury charges that on or before March 1st, 2018, in Lawrence County Kentucky, the above named defendant:

  1. Between October 1, 2017 and April 30, 2018 Opal Newsome committed the offense of intent defraud/scheme/artifice to obtain benefits over $10,000 by knowingly and unlawfully with intent to defraud, made a false statement or misrepresentation or by other means fails to disclose a material fact used in determining the persons qualification to receive benefits, under any assistance program, or with intent to defraud, fail to report a change in the factors affecting the person’s eligibility for benefits, resulting in the over payment of $1,402.00 from KTAP.

  2. Between March 1, 2017 and May 31, 2018, Opal Newsome committed the offense of intent defraud/scheme/artifice to obtain benefits over $10,000 by knowingly and unlawfully with intent to defraud, made a false statement or misrepresentation or by other means fails to disclose a material fact used in determining the persons qualification to receive benefits, under any assistance program, or with intent to defraud, fail to report a change in the factors affecting the person’s eligibility for benefits, resulting in the over payment of $4171.00  from SNAP.

Commonwealth vs. Robert Parker

The Grand Jury charges that on or before January 31, 2021, in Lawrence County Kentucky, the above named defendant:

  1. Robert Parker acting alone or in complicity with Samantha Parker committed the offense in the 1st degree by knowingly and unlawfully being in possession of approximately 14.00 grams of Methamphetamine, $214.00 in cash monies, with intent to traffic in that Methamphetamine, with a prior conviction.

  2. That the defendant, having been charged in the instant indictment with the above stated felony count, is now being charged as a persistent felony offender, in the 1st degree.

The above named defendant acting alone or in complicity with Samantha Parker committed the offense of possession of drug paraphernalia by knowingly and unlawfully being in possession of syringes and an altered straw.

    So we see the very same people in the courthouse news over and over and over, and now there’s a manslaughter charge for providing another person with a drug that killed them.
    Using heroin is foolish obviously, and we can debate that all day, but the bottom line is that someone is dead, and had these individuals been locked up for their long list of past drug charges then this would not have happened.
    Drug addiction has so many tentacles that reach out and affect loved ones and others in so many different ways.
    The collateral damage of drug addiction is usually worse than the addiction it’self.
    Heroin is especially dangerous nowadays because it’s often laced with fentanyl, and with record amounts of fentanyl pouring into our open southern border, then the incidents of fentanyl laced heroin and pills has obviously risen as predicted.
    This is why annual overdoses went to an all time record high of nearly 100,000.
    Too bad they won’t charge Joe Biden with manslaughter for being solely responsible for not securing our border which has led to the huge increase in drug trafficking and subsequent increase in overdoses but that’s another debate for another day.
    Bottom line, maybe this will be a signal to our court system to abandon it’s revolving door policies that keep putting repeat offenders back on the streets.

    The sad thing about our local courthouse is they’d rather let them plea down to a smack on the wrist than do their jobs. To many shady backroom deals being made and that’s why it’s always the same people listed over and over. They run them through there like a cattle auction. I say we vote to change their pay and base it on actual court cases you know like real life court. Prosecutors, Defendants, judge an actual hearing with a jury where they actually get punishment and jail time if found guilty instead of having 20 people plea down to nothing while court is over in an hour……………
