FROM 6:01 P.M. MAY 2, 2021 THRU TO 6:01 A.M. MAY 23, 2021 (22 & 1/2  DAYS), AT LEAST 144 PEOPLE WERE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, & MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE.
OUT OF THOSE 144 ARRESTS, 23 ARRESTS WERE FROM LAWRENCE COUNTY.
 
SEPARATELY, 3 LAWRENCE COUNTY RESIDENTS WERE TAKEN INTO CUSTODY IN ANOTHER KENTUCKY COUNTY JURISDICTIONS (2 IN JOHNSON COUNTY, AND 1 IN CARTER COUNTY).

PREVIOUSLY, FROM 12:01 A.M. APRIL 19, 2021 THRU TO 6:01 P.M. MAY 2, 2021 (13 &3/4  DAYS),AT LEAST 93 PEOPLE WERE ARRESTED FROM JOHNSON LAWRENCE, MAGOFFIN, AND MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE. OUT OF THOSE 93 ARRESTS, 19 ARRESTS WERE FROM LAWRENCE COUNTY.

SEPARATELY, 2 LAWRENCE COUNTY RESIDENTS WERE TAKEN INTO CUSTODY IN ANOTHER KENTUCKY COUNTY JURISDICTIONS (1 IN JOHNSON COUNTY, AND 1 IN MARTIN COUNTY).
 
THE NUMBER OF INMATES THAT WERE BEING HOUSED AT THE BSRDC IN PAINTSVILLE AS OF 6:00 A.M., SUNDAY, MAY 23, 2021, WAS 181.
 
HERE ARE THE LATEST TWENTY-THREE ARRESTS IN LAWRENCE COUNTY, ALONG WITH THE THREE ARRESTED IN NEIGHBORING KENTUCKY COUNTIES, ARE AS THE FOLLOWING:

 


Christopher W. Ratliff, 41, of Louisa, Kentucky; was arrested on May 2,2021, at 9:58 P.M., by a trooper of the Kentucky State Police, & was charged with: • FAILURE TO APPEAR (3 SEPARATE COUNT CHARGES).
 
 
Jeffery A. Harper, 38, of Louisa,Kentucky;was arrested on May 2, 2021, at 10:21 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with: •FAILURE TO APPEAR.
 
 
Kendra Bays, 19, of Louisa, Kentucky; was arrested on May 3, 2021, at 3:15 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with: • OPERATING MOTOR VEHICLE UNDER/ INFLUENCE CONTROLLED SUBSTANCE (189A.010(1D) – 1ST OFFENSE
 
 
Tommy Muncy, 45, of Louisa, Kentucky; was arrested on May 5, 2021, at 5:40 P.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department,& was charged with, via a grand jury indcitment: •TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 GRAMS METHAMPHETAMINE).
 
 
James D. Keaton, 33, of Webbville, Kentucky; was arrested on May 5, 2021, at 8:52 P.M.,by deputy Everett Chase Kirk,of the Lawrence County Sheriff Department, and was charged with,via a grand jury indictment: • OPERATING MOTOR VEHICLE UNDER/INFLUENCE CONTROLLED SUBSTANCE (189A.010(1D) – 4TH OR >(AGGRAVATING CIRCUMSTANCES), • FAILURE TO WEAR SEAT BELTS.
 
 

Kimberly M. Smith, 52, of Louisa, Kentucky; was arrested on May 7, 2021, at 11:44 P.M., by deputy Everett Chase Kirk and deputy Tyler Laney, of the Lawrence County Sheriff Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), • DRUG PARAPHERNALIA – BUY/POSSESS, • TAMPERING WITH PHYSICAL EVIDENCE, • POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED, • SERVING BENCH WARRANT FOR COURT, • PROBATION VIOLATION (FOR FELONY OFFENSE), • FAILURE TO APPEAR.
 
James Parker, 53, of Louisa, Kentucky; was arrested on May 8, 2021, at 9:38 P.M., by the Lawrence County Sheriff Department, and was charged with: • ASSAULT, 4TH DEGREE (MINOR INJURY), • CRIMINAL MISCHIEF 3RD DEGREE, • MENACING.
Nicholas A. Maynard, 20, of Louisa, Kentucky; was arrested on May 10,2021, at 4:10 A.M., by patrolman officer Teddy B. Newsome, of the Louisa Police Department, and was charged with: • FAILURE TO APPEAR (2 SEPARATE CHARGE COUNTS).

Hay Maynard,70,of Huntington,West Virginia; was arrested on May 13, 2021, at 12:35 P.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department,& was charged with:• FLEEING OR EVADING POLICE,1ST DEGREE (MOTOR VEHICLE),• WANTON ENDANGERMENT-1ST DEGREE-POLICE OFFICER.
Rodney K. Robertson, 43, of Fort Gay, West Virginia; was arrested on May 15, 2021,at 9:10 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department,& was charged with: • CRIMINAL MISCHIEF, 1ST DEGREE, • FLEEING OR EVADING POLICE, 1ST DEGREE (ON FOOT), • ASSAULT, 4TH DEGREE (MINOR INJURY), • IMPORTING HEROIN (2 SEPARATE COUNTS CHARGES), • TRAFFICKING IN CONTROLLED SUBSTANCE 1ST OFFENSE (HEROIN), • TAMPERING WITH PHYSICAL EVIDENCE, • TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 4 GRAMS COCAINE).

Thompson, 31, of Fort Gay, West Virginia; was arrested on May 15, 2021,at 9:21 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with: • TRAFFICKING IN CONTROLLED SUBSTANCE 1ST OFFENSE (HEROIN),•TAMPERING WITH PHYSICAL EVIDENCE, • TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 4 GRAMS COCAINE).

Scott Bradley Boggs, 33, of Blaine, Kentucky; was arrested on May 17, 2021, at 6:44 A.M., by the Lawrence County Sheriff Department, and was charged with: • TAMPERING WITH EVIDENCE, • STRANGULATION 1ST DEGREE, • ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.
 
 
Brandon L. Fasnacht, 23, of Fort Gay, West Virginia; was arrested on May 17, 2021, at 11:59 A.M., by the Lawrence County Sheriff Department, and was charged with: • CUSTODIAL INTERFERENCE.

Adam Perry, 42, of Louisa, Kentucky; was arrested on May 18, 2021, at 12:33 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department,and was charged with: • FAILURE TO WEAR SEAT BELTS, • DRUG PARAPHERNALIA – BUY/POSSESS, • FAILURE TO OR IMPROPER SIGNAL, • FLEEING OR EVADING POLICE,2ND DEGREE (ON FOOT), • FAILURE TO APPEAR (2 SEPARATE CHARGES COUNTS).

Eddie A. Patrick Jr., 22, of Louisa, Kentucky; was arrested on May 20, 2021, at 9:18 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department,and was charged with: • SPEEDING 17 MPH OVER LIMIT, • NO REGISTRATION PLATES, • NO REGISTRATION RECEIPT, • OPERATING MOTOR VEHICLE UNDER/INFLUENCE SUBSTANCE (189A.010(1C) – 2ND OFFENSE, • OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE, • FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE.
William Wilson Chafin, 32, of Paintsville, Kentucky; was arrested on May 20, 2021, at 11:33 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department,&was charged with:•PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).
Bobbi Clay, 21, of Louisa, Kentucky; was arrested on May 21,2021, at 5:13 A.M., by patrolman officer Teddy B. Newsome, of the Louisa Police Department, and was charged with: • FAILURE TO APPEAR (2 SEPARATE CHARGES COUNTS), • ESCAPE 2ND DEGREE-(IDENTIFY FACILITY), • THEFT BY UNLAWFUL TAKING OR DISPOSITION ALL OTHERS $500 OR MORE BUT UNDER/$10,000.
Travis J. Hylton, 41, of Louisa, Kentucky; was arrested on May 21, 2021, at 6:43 A.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, & was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), • ESCAPE 2ND DEGREE-(IDENTIFY FACILITY), • CRIMINAL MISCHIEF 2ND DEGREE, • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL).

Jason Maynard, 28, of Louisa, Kentucky; was arrested on May 21,2021, at 8:38 P.M., by patrolman officer Teddy B. Newsome, of the Louisa Police Department, and was charged with: • PROBATION VIOLATION (FOR MISDEMEANOR OFFENSE).
Ryan N. Marcum, 35, of Warfield, Kentucky; was arrested on May 22,2021, at 6:54 A.M., by patrolman officer Teddy B. Newsome, of the Louisa Police Department,& was charged with:•FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE), • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), • WANTON ENDANGERMENT-1ST DEGREE-POLICE OFFICER, • DRUG PARAPHERNALIA – BUY/POSSESS.
Cassidy P. Mounts, 23, of Louisa, Kentucky; was arrested on May 22, 2021, at 7:00 P.M., by chief deputy-sergeant Mason Keefer, of the Lawrence County Sheriff Department, & was charged with: • SERVING TWO BENCH WARRANTS FOR COURT.

Stephen Hatton, 53,of Ulysses,Kentucky; was arrested in Johnson County on May 13, 2021, at 6:09 P.M., by deputy Jason Arms, of the Johnson County Sheriff Department, and was charged with: • SERVING PAROLE VIOLATION WARRANT.

    It’s a shame what drugs is doing to our town and people. Kids so aged from drugs they look 15-20 years older!! God have mercy on all those affected by this devastating disease called addiction!

      It’s a huge problem alright, and not just in Louisa. However my friend, it is not a disease, it’s a choice. Many trained professionals tell us it is because they are in a field that treats this ‘disease’. They harp and harp about this, until they make people swallow the bait. I lived in the 60s, 70s and 80s and saw a lot…even tried some. I made a choice not too! It really is that simple, nothing more, nothing less…a choice! ARC and many other agencies make a lot of taxpayer money treating this sickness, and America has wasted trillions since 1973 fighting a war on drugs; but it’s worse now than ever. I wonder why all the treatment has done nothing?.

    Charles all the treatments have done a lot. Many people, way more than you know, and some probably in your close family and friends if you have any. It is very much a disease, an hereditary disease at that. It is also the result of living in a society where getting mental health treatment for depression, anxiety, bipolar, and more is stigmatized, both medicines and therapy. It is also a disease of poverty. One of the constantly true facts about addiction worldwide is that anywhere there is poverty there is drug use and the higher the poverty the more addiction there is.
    The war on drugs failed before it started. It treated addiction as a crime that needs punished when it is a physical and mental health disease. The same as arresting people with dementia or parkinson’s, amputations or wheelchair bound. Because whether you “believe” it or not doesn’t matter that’s your uneducated opinion about something you don’t understand. But almost 100 years of research, studies, and finding treatments by actual educated professionals says it is a physical and psychological disease with a very prominent genetic risk factor.

    My advice to you Charles is when you talk about something that you are uneducated in, say it’s in your opinion, not that it is it isn’t. Because when people talk the way you just spoke it actually makes the problem worse because it deters people from seeking treatment or racing out to friends and family for help. Basically if you had a child with an addiction problem and they grew up hearing the ignorance of your opinion, they are less likely to ask for help especially from you. And they are more likely to overdose and die because you taught your opinion of ignorance as a fact. Ultimately that would make your responsible of murder, not legally, but morally. And that would be a stain upon your soul.
