LAWRENCE COUNTY ARREST – MARCH 2-9, 2020

In the past 7 & 3/4 day period from 12:01 A.M. March 2, 2020, thru to 6:00 P.M. March 9, 2020, there were at least 100 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 100, 23 of those arrested were from Lawrence County.

21 of those arrests occurred in less than 96 hours (4 days) from March 2nd thru the 6th.

Also, nine Lawrence County residents were taken into custody in other Kentucky jurisdictions (4 in Martin County, 4 in Boyd County, and 1 in Johnson County).

That is in comparison to the previous preceding past 7 day period from 12:01 A.M. February 24, 2020, thru to 11:59 P.M. March 1, 2020, there were at least 70 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 70, 20 of those arrested were from Lawrence County. 39 of the 70 were arrested in a 72 hour period between 12:01 A.M. February 28 & 12:01 A.M. March 2, 2020. (LEAP DAY WEEKEND).
Also, two Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 was originally arrested in Lawrence County and later transferred to Rowan County, and 1 was taken into custody in Bell County, and was transferred to Knox County).

The number of inmates that were lodged at the BSRDC in Paintsville as of 6:00 A.M. Monday morning March 9, 2020, was 222 and ranged from near above 190 in the middle of last week, then up to 227 Saturday morning to the arrest blitz. The maximum designated inmate capacity as built for the BSRDC facility is 225.

The names and criminal charges of those latest twenty-three arrested in Lawrence County, along with the nine Lawrence County residents arrested in other Kentucky counties, are the following:

Adam Fletcher, 37, of Louisa, was arrested on March 2,2020, at 11:01 A.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE. (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/ POSSESS.

Gary Fyffe, 55, of Blaine, Kentucky; was arrested on March 2, 2020, at 5:35 P.M., by chief deputy Mason Keefer, of the Lawrence County Sheriff Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE. (METHAMPHETAMINE).

Katelyn D. Fyffe-Miller, 31, of Blaine,Kentucky; was arrested on March 2,2020,at 5:38 P.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with:

• HINDERING PROSECUTION OR APPREHENSION-2ND DEGREE,

• POSSESSION CONTROLLED SUBSTANCE, 2ND DEGREE – DRUG UNSPECIFIED.

Aaron Maynard, 26, of Louisa, was arrested on March 2, 2020, at 5:39 P.M., by chief deputy Mason Keefer, of the Lawrence County Sheriff Department, and was charged with:

• TRAFFICKING IN CONTROLLED SUBSTANCE,1ST DEGREE,1ST OFFENSE – (<2 GRAMS METHAMPHETAMINE),

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER,

• FAILURE TO APPEAR (2 SEPARATE COUNTS CHARGES).

Roger Anderson, 28, of Louisa, was arrested on March 2, 2020, at 5:47 P.M., by chief deputy Mason Keefer,of the Lawrence County Sheriff Department,& was charged with:

• SERVING BENCH WARRANT FOR COURT.

Kenneth A. Stepp, 35, of Louisa, was arrested on March 2, 2020, at 10:10 P.M., by trooper Shane Goodall, of the Kentucky State Police, and was charged with:

• NON-PAYMENT OF COURT COSTS, FEES OR FINES.

Timothy S. Harper, 18, of Louisa, was arrested on March 3, 2020, at 3:22 A.M.,by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• SERVING FOUR BENCH WARRANTS FOR COURT.

Lloyd Junior Brown, 49, of Louisa, was arrested on March 3,2020, at 3:23 P.M., by chief deputy Mason Keefer,of the Lawrence County Sheriff Department,& was charged with:

• SERVING BENCH WARRANT FOR COURT.

Tabitha Jude, 48, of Swamp Branch, Kentucky; was arrested on March 3, 2020, at 3:26 P.M., by chief deputy Mason Keefer, of the Lawrence County Sheriff Department, & was charged with:

•TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 2 GRAMS METHAMPHETAMINE),

• TRAFFICKING IN CONTROLLED SUBSTANCE 1ST OFFENSE (HEROIN),

• POSSESSION OF MARIJUANA.

Clyde E. Pack, 26, of Louisa, was arrested on March 3, 2020, at 3:30 P.M., by Chief Greg Fugitt, of the Louisa Police Department,& was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE)-[2 SEPARATE CHARGES COUNTS],

• FAILURE TO APPEAR,

• DRUG PARAPHERNALIA – BUY/POSSESS.

Carl Marcum, 31, of Louisa, was arrested on March 3, 2020, at 3:35 P.M., by Chief Greg Fugitt, of the Louisa Police Department,& was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE)-[2 SEPARATE CHARGES COUNTS],

• DRUG PARAPHERNALIA – BUY/POSSESS,

• PROBATION VIOLATION (FOR FELONY OFFENSE).

Clarence J. Harless, 48, of  Louisa, was arrested on March 3, 2020, at 5:16 P.M.,by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with:

• FAILURE TO APPEAR.

Elouise Scott, 36, of Louisa, was arrested on March 3, 2020, at 8:26 P.M., by patrolman detective Hunter James, of the Louisa Police Department,& was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/ POSSESS.

Travis J. Hylton, 40, of Louisa; was arrested on March 4, 2020, at 12:55 P.M., by officer Billy Slone of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:

• PROBATION VIOLATION (FOR TECHNICAL VIOLATION).

Harm R. Lemaster, 40, of Louisa, was arrested on March 4,2020,at 12:59 P.M.,by court security officer Melody Salyers, of the Lawrence County Sheriff Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE,1ST OFFENSE (METHAMPHETAMINE)

• DRUG PARAPHERNALIA – BUY/POSSESS.

Charles J. Defoe, 36, of Louisa, was arrested on March 4, 2020, at 1:01 P.M.,by court security officer Melody Salyers, of the Lawrence County Sheriff Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE,1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS.

James Stephen Burchette, 40, of Paintsville,Kentucky; was arrested on March 4,2020,at 1:08 P.M., by officer Billy Slone, of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:

• PROBATION VIOLATION (FOR FELONY OFFENSE).

Richard P. Graham, 39, of Louisa, was arrested on March 5, 2020, at 7:00 A.M.,by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• ASSAULT 2ND DEGREE – DOMESTIC VIOLENCE.

Lakyn M. Parsons, 28, of Prichard, West Virginia; was arrested on March 5,2020, at 4:21 P.M., by Chief Greg Fugitt, of the Louisa Police Department, and was charged with:

• THEFT BY UNLAWFUL TAKING OR DISPOSITION ALL OTHERS $500 OR MORE BUT UNDER/$10,000.

Steven Ray Messer, 39, of Fort Gay, West Virginia; was arrested on March 5,2020, at 10:07 P.M., by sergeant Steven Wilburn, of the Louisa Police Department, & was charged with:

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSE,

• ASSAULT 3RD DEGREE-POLICE OFFICER OR PROBATION OFFICER.

Melissa M. Francis, 45, of Ironton, Ohio; was arrested on March 6, 2020, at 2:51 P.M., by chief deputy Mason Keefer, of the Lawrence County Sheriff Department, and was charged with:

• SERVING BENCH WARRANT FOR COURT.

Laquitta M. Jacobs, 34, of Campbellsville, Kentucky; was taken into custody on March 8, 2020, at 3:53 P.M., by the Lawrence County Sheriff Department, to serve a guilty plea sentence:

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

Chad McClung, 47, of Rush, Kentucky; was arrested on March 8, 2020, at 7:40 P.M., by trooper Forrest Newsome, of the Kentucky State Police, and was charged with:

• NO REGISTRATION PLATES,

• NO OTHER STATE REGISTRATION RECEIPT,

• FAILURE TO PRODUCE INSURANCE CARD,

• FAILURE TO WEAR SEAT BELTS,

• POSSESSION OF MARIJUANA,

• DRUG PARAPHERNALIA – BUY/POSSESS,

• IMPROPER DISPLAY OF REGISTRATION PLATES,

• DISPLAY OF ILLEGAL/ALTERED REGISTRATION PLATE,

• FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.

James Stephen Burchette, 40, of Louisa, was arrested in Johnson County, on March 3, 2020, at 8:12 A.M., by Assistant Chief Danny Smith, of the Paintsville Police Department, and was charged with:

• ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).

Robert David Hammond, 54, of Louisa, was arrested in Boyd County, on March 3, 2020, at 4:54 P.M., by officer Farmer,by (OTHER)?,and was charged with: • FAILURE TO APPEAR, • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.

Robert David Hammond bond was set for at $1500 full cash on the shoplifting charge. Hammond was denied bond on the Failure To Appear, and remains in the Boyd County Detention in Cattletsburg.

Hager D. Hackney, 57, of Lomansville, Kentucky; was arrested in Martin County, on March 2, 2020, at 10:40 P.M., by trooper Ryan Hale, of the Kentucky State Police-Post 9-Pikeville, Ky., and was charged with:

• FAILURE TO APPEAR.

Stephanie N. Marcum, 31, of Louisa, was arrested in Martin County, on March 4,2020, at 2:18 A.M., by deputy David Adams, of the Martin County Sheriff Department, and was charged with:

• FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.

Robert R. Whitt, 39, of Louisa, was taken into custody in Martin County, on March 5, 2020,at 11:52 A.M., by the Martin County Sheriff Department, to serve a guilty plea jail sentence “weekender”:

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

Shanna Newsome, 25, of Louisa, was arrested in Martin County, on March 5, 2020, at 6:01 P.M., by deputy William Tyler Lafferty, of the Martin County Sheriff Department, and was charged with:

• SERVING BENCH WARRANT FOR COURT.

Bonita Marie Thompson, 47, of Louisa, was arrested in Boyd County, on March 7, 2020, at 12:04 P.M., by officer Jon B. McCormick, of the Ashland Police Department, and was charged with:

• NO REGISTRATION PLATES,

• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES), 2ND OFFENSE,

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS.

Bonita Marie Thompson bond was set at for $1500 full cash on the no registration plates charge. Thompson remains in the Boyd County Detention Center.

Joshua A. Jude, 31, of Louisa, was arrested in Boyd County, on March 9, 2020, at 1:48 P.M., by officer Richard Bohanon, of the Ashland Police Department, & was charged with:

• ENGAGING IN ORGANIZED CRIME.

Joshua Jude bond was set at for $20,000 full cash only.

Betty Jane Vanover, 24, of Louisa, was arrested in Boyd County, on March 9, 2020, at 2:46 P.M., by officer Richard Bohanon, of the Ashland Police Department,& was charged with:

• ENGAGING IN ORGANIZED CRIME,

• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – ( 2 GRAMS METHAMPHETAMINE),

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE)

Betty Jane Vanover’s bond was set for at $20,000 full cash only on the organized crime charge, and $5000 full cash only on the meth trafficking charge; for a total of $25,000 full cash bond.
