LAWRENCE COUNTY ARREST – FEBRUARY 15-23, 2020

In the past 9 day period from 12:01 A.M. February 15, 2020, thru to 11:59 A.M. February 23, 2020, there were at least 66 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 66, 14 of those arrested were from Lawrence County.

Also, two Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 in Johnson County, and 1 in Magoffin County).

That is in comparison to the previous preceding past 7 day period from 12:01 A.M. February 8,2020, thru to 11:59 A.M. February 14, 2020, there were at least 49 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 49, 7 of those arrested were from Lawrence County. In addition, 2 Lawrence County residents were taken into custody in other Kentucky jurisdictions (1 in Shelby County, and 1 in Mason County).

The number of inmates that were lodged at the BSRDC in Paintsville as of 6:00 A.M. Monday morning February 24, 2020, was 203. The maximum designated inmate capacity as built for the BSRDC facility is 225.

The names and criminal charges of those latest fourteen arrested in Lawrence County,along with the two Lawrence County residents arrested in other Kentucky counties, are the following:

Joanie R. Adkins, 29, of Louisa, was arrested on February 15, 2020, at 4:05 P.M., by deputy Everett Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:

• BURGLARY, 2ND DEGREE.

Donald L. Pack, 41, of Louisa; was arrested on February 17, 2020, at 12:15 A.M., by a trooper of the Kentucky State Police, and was charged with:

• OPERATING MOTOR VEHICLE UNDER /INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 2ND OFFENSE,

• IMPROPER DISPLAY OF REGISTRATION PLATES,

• NO REGISTRATION RECEIPT,

  • NO REGISTRATION PLATES,
  • FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE,
  • FAILURE TO WEAR SEAT BELTS.

John Thomas Allen, 33, of Tomahawk, Kentucky; was arrested on February 17 ,2020, at 12:21 A.M., by a trooper of the Kentucky State Police,& was charged with:

• OPERATING MOTOR VEHICLE UNDER/ INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE,

• NO REGISTRATION RECEIPT,

• NO REGISTRATION PLATES,

• FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE,

• LICENSE TO BE IN POSSESSION,

• REAR LICENSE NOT ILLUMINATED.

Donald G. Webb, 34, of Fort Gay, West Virginia; was arrested on February 18, 2020, at 9:55 A.M., by sergeant Steven Wilburn, of the Louisa Police Department, and was charged with:

• CRIMINAL TRESPASSING-1ST DEGREE.

Thaddeus Henson, 26, of Louisa, was arrested on February 18, 2020, at 7:17 P.M., by deputy Everett Chase Kirk,of the Lawrence County Sheriff Department, &was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY.

Franklin L. McKenzie, 41, of Martha, Kentucky; was arrested on February 19, 2020, at 1:30 A.M., by trooper Forrest Newsome, of the Kentucky State Police, and was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.

Robert W. Chafin, 42, of Louisa, was arrested on February 19, 2020, at 9:37 A.M., by Sheriff Chuck Jackson,of the Lawrence County Sheriff Department, & was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (COCAINE)-[2 SEPARATE CHARGES COUNTS],

• BAIL JUMPING 1ST DEGREE.

Williams B. Ellis, 42, of Louisa, was arrested on February 19, 2020, at 12:00 P.M., by court security officer Rodney Lycans, of the Lawrence County Sheriff Department, & was charged with:

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE,

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

Matthew Ratliff, 23, of Louisa, was arrested on February 19, 2020, at 3:51 P.M., by trooper Tyler Daniels of the Kentucky State Police, and was charged with:

• SPEEDING 26 MPH OR > SPEED LIMIT,

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSES

• RECKLESS DRIVING,

• DRUG PARAPHERNALIA – BUY/POSSESS,

• POSSESSION OF MARIJUANA,

• FAILURE TO WEAR SEAT BELTS,

•FAILURE TO PRODUCE INSURANCE CARD,

• NO REGISTRATION RECEIPT,

• FAILURE TO OR IMPROPER SIGNAL.

Timmy Mullett, 40, of Louisa, was arrested on February 19, 2020, at 9:55 P. M., by deputy Dwayne Bowen, of the Lawrence County Sheriff Department, and was charged with:

• SERVING BENCH WARRANTS FOR COURT.

Robert A. Cyrus, 21, of Fort Gay, West Virginia; was arrested on February 20, 2020, at 11:22 A.M., by a deputy of the Lawrence County Sheriff Department, and was charged with:

• HOLD FOR OTHER.

Chester Kyle Spence, 29, of Lomansville, Kentucky; was arrested on February 21, 2020, at 1:21 A.M., by deputy Michael Housinger, of the Lawrence County Sheriff Department, and was charged with:

• TERRORISTIC THREATENING, 3RD DEGREE.

Marissa D Doss, 28, of Prichard, West Virginia; was taken into custody on February 21, 2020, at 5:00 P.M., by the Lawrence County Sheriff Department, to serve a guilty plea jail sentence “weekender:

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

Jeffery A. Barker, 43, of Blaine,Kentucky; was arrested on February 23, 2020, at 1:09 A.M., by deputy Michael Housinger, of the Lawrence County Sheriff Department, and was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY.

Edna Maria Lemaster, 45, of Louisa, was arrested in Johnson County, on February 20, 2020, at 8:22 P.M., by officer Shane Cantrell,of the Paintsville Police Department,and was charged with: • SERVING TWO BENCH WARRANTS FOR COURT.

  Nate Aaron Webb, 45, of Louisa was arrested in Magoffin County, on February 23, 2020, at 10:41 P.M., by officer Michael Nichols, of the Salyersville Police Department, and was charged with:

• SPEEDING 07 MPH OVER LIMIT,

• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE,

• DRUG PARAPHERNALIA,

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/ DRUGS/ETC. .08 – 1ST OFFENSE.

    It is true what they say Jeff Barker, some people do peak in high school. Glad to see you’ve done so well for yourself.

      Wade, if you knew the circumstances of what happened you would have not said what you said. First off I didn’t peak in highschool. I went on to have a great career at Toyota and selling Fords in Texas. I raised my three kids on my own for over five years. After my brother died unexpectedly and my My dad committed suicide I was emotionally lost. I then died of a heart attack and am on more medication than can be imagined. My meds got out of whack and I made a mistake. Only god can judge me. Not a person who has never “peaked “ at all. Thank you for the nice post.

      Wade, I am glad you are on here to judge me. Only Jesus Christ has that right over me. You don’t live in my household or know what goes on. Pardon me if you think I peaked in highschool. I have had a successful professional career with many awards earned.
      After my brother died unexpectedly and my dad committed suicide my life went in a depressed, self pity party. All of this happened while I was raising my 3 kids on my own .
      So while you sit on your high horse when most of us thought you would be a school shooter in high school I at least had a peak.
