In the past 8 & 1/2 days period of 12:00 P.M. August 6, 2019, thru to 11:59 P.M. August 14, 2019; there were at least 93 individuals who were arrested and brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 93, 14 of those arrested were from Lawrence County
Another 4 Lawrence County residents were arrested in neighboring and other Ky. counties (1 in Magoffin County, 1 in Fulton County, 1 in Laurel County, and 1 in Boyd County). Plus 1 resident from Fort Gay was arrested in Boyd County, Ky.
That is in comparison to the previous past 8 & 1/2 days period of 12:01 A.M. July 30, 2019, thru to 12:00 P.M. August 6, 2019; there were at least 88 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 88, 16 of those arrested were from Lawrence County. Another 11 Lawrence County residents were arrested in neighboring and other Ky. counties (4 in Johnson County, 3 for Martin County, 3 in Pike County, and 1 in Boyd County). Plus 1 resident from Fort Gay was arrested in Boyd County, Ky.
The number of inmates currently lodged at the BSRDC in Paintsville is 213 as of 12 P.M., Thursday, August 15, 2019. The maximum designated holding capacity of the BSRDC is 225
The names and criminal charges of the latest 14 Lawrence County arrests, as well as the 4 Lawrence County residents (and 1 Fort Gay resident) who were arrested in other Kentucky county jurisdictions:
Bobby Jean Hayes, 40, of Louisa, was arrested on August 7, 2019, at 5:09 P.M., by sergeant Mason Keefer of the Lawrence County Sheriff Department, on which she was charged with:
• SPEEDING 10 MPH OVER LIMIT,
• DISREGARDING STOP SIGN.
• TRAFFICKING IN CONTROLLED SUBSTANCE, 2ND DEGREE, 1ST OFFENSE – (> OR=20 D.U. DRUG UNSPECIFIED SCHEDULE 3),
• NO REGISTRATION PLATES.
Bobbi Hayes was also arrested 5 days earlier on August 2,2019, at 12:10 P.M.,by deputy Cory Cook of the Lawrence County Sheriff Department, for which she was charged with:
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),
• POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED,
• DRUG PARAPHERNALIA – BUY/ POSSESS.
James G. Stepp, 39, of Louisa, was arrested on August 8, 2019, at 4:50 P.M., by deputy Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:
• SERVING BENCH WARRANT FOR COURT.
Bonita Jean Garn, 30, of Louisa, was arrested on August 8, 2019, at 4:50 P.M., by deputy Chase Kirk, of the Lawrence County Sheriff Department, and was charged with:
• SERVING BENCH WARRANT FOR COURT.
Wilma M. Levering, 38, of Louisa, was arrested on August 9, 2019, at 12:55 A.M., by deputy Michael Housinger,of the Lawrence County Sheriff Department, with assistance from constable Paul Wells, and was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE.
According to the arrest citation, deputy Housinger was dispatched to Hall Road in Louisa about a gray car that was in the ditch. Upon deputy Housinger’s arrival.he spotted the said subject, Wilma Levering, sitting in the driver’s seat. When deputy Housinger began speaking to Levering, she stated to him that she had ran into the ditch. Deputy Housinger noticed Levering’s eyes were very glassy, and that her speech was slurred. Deputy Housing began performing several sobriety tests on Wilma Levering, but he discontinued the tests part way after determining they were a risk to Levering’s safety. At that time deputy Housinger arrested Wilma Levering and transported to Three Rivers Medical Center, where she gave implied consent to take a blood sample. While the results are pending, Wilma Levering stated to deputy Housinger that she taken Neurontin, Lamel?, and Xemay? earlier that day, and that she did have prescriptions for those medications she had taken.

Randel Ellis Boggs, 20, of Louisa, was arrested on August 8, 2019, at 4:50 P.M., by deputy Cory Cook and deputy Chase Kirk,of the Lawrence County Sheriff Department, and was charged with:
• SERVING SIX BENCH WARRANTS FOR COURT. All 6 warrants for 3 Failure To Appear on June 20, 2019, and the other 3 were Failure To Appear for July 30, 2019.
Melvin Garner Harmon Jr., 28, of Webbville, was arrested on August 9,2019, at 4:07 P.M.,by Constable Daniel Castle, of the Lawrence County Constable Office-District 4, and was charged with:
• PUBLIC INTOXICATION CONTROLLED SUBSTANCE(EXCLUDES ALCOHOL),
• DRUG PARAPHERNALIA – BUY/ POSSESS,
• TAMPERING WITH PHYSICAL EVIDENCE,
• FAILURE TO WEAR SEAT BELTS, and several more charges in 2 other crime cases.
Keith A. Penix, 28, of Louisa, was arrested on August 9, 2019, at 6:00 P.M., sergeant Steven Wilburn of the Louisa Police Department, and was charged with:
• SERVING TWO BENCH WARRANTS FOR COURT.
Jonie M. Collinsworth, 42, of Louisa, was taken into custody on August 9, 2019, at 6:00 P.M., by a deputy of the Lawrence County Sheriff Department, to serve a guilty plea jail sentence:
• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
Amanda Thomas, 36, of Louisa, was arrested on August 9, 2019, at 3:00 P.M., sergeant Mason Keefer of the Lawrence County Sheriff Department, with assistance from sergeant Steven Wilburn, and patrolman Julius Musick, of the Louisa Police Department, and was charged with:
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 2ND OR > – (< 2 GRAMS METHAMPHETAMINE).
According to the arrest citation, sergeant Keefer stated that Amanda Thomas showed up at a residence that he and other officers were serving a felony warrant, and that Amanda Thomas was under investigation for trafficking methamphetamine. Sergeant Keefer asked Amanda Thomas if she had anything narcotic or illegal on herself, Thomas produced to officers 1 gram of methamphetamine, multiple baggies, and a scale. Amanda Thomas admitted to sergeant Keefer she was trafficking the drug, telling officers that she would have been paid $40 for the meth.
Kimberly A. Mullins, 45, of Tomahawk, Kentucky; was arrested on August 9, 2019, at 3:00 P.M., by sergeant Mason Keefer of the Lawrence County Sheriff Department, with assistance from sergeant Steven Wilburn, and patrolman Julius Musick, of the Louisa Police Department, and was charged with:
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 GRAMS METHAMPHETAMINE).
According to the arrest citation, sergeant Keefer stated that Kimberly Mullins showed up at a residence that he and other officers were serving a felony warrant. Sergeant Keefer stated that Kimberly Mullins had provided transportation for a female who was selling methamphetamine to the subject being arrested. Officers confiscated multiple baggies, scales and approximately 1 gram of methamphetamine.
William J. Wilks, 56, of Webbville, Kentucky; was arrested on August 9, 2019, at 11:53 P.M., by Constable Paul Wells, of the Lawrence County Constable Office-District 1, and was charged with:
• WANTON ENDANGERMENT-1ST DEGREE,
• PERSISTENT FELONY OFFENDER II.
Michael Ernest Pennington, 33, of Grayson, Kentucky; was arrested on August 10, 2019, at 9:19 A.M., by deputy Cory Cook, of the Lawrence County Sheriff Department, and was charged with:
• FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT),
• TAMPERING WITH PHYSICAL EVIDENCE,
• POSSESSION OF FIREARM BY CONVICTED FELON,
• BURGLARY, 1ST DEGREE,
- DRUG PARAPHERNALIA – BUY/POSSESS.
According to the arrest citation, deputy Cory Cook stated he received a call of male subject snooping around a house and building.The female owner of the residence is currently in jail and according to her father whom deputy Cook talked to on an earlier date, he stated to deputy Cook, ‘no one was to be on the property’. The woman’s father stated that this was due to a past burglary that happened when a TV was taken. Upon deputy Cook’s arrival;, he stated in the report that he saw the subject, Michael Ernest Pennington, run around the house and start around a building. When deputy Cook told him to stop, Pennington tossed something and continued around the building and was going to jump the fence. At that point deputy Cook was upon Michael Pennington and he warned him that if he continued, he would be tasered, and that is when Pennington stopped fleeing. Deputy Cook searched Michael Pennington, and in his left pocket deputy Cook found a needle, and also found that Pennington had tossed two more needles beside the building after Pennington made the turn around the building. After securing Pennington, deputy Cook went back to see what Pennington had tossed and discovered it was .32 caliber pistol in the weeds by the fence.
Michael Ernest Pennington is a convicted felon, and the deputy stated that Pennington told him that he was not supposed to have the firearm, and that he was only checking out for a female friend. Pennington also admitted the keys inside his hand belonged to a car inside the garage that was trying to walk around and find was inside. deputy Cook’s report ended with Michael Ernest Pennington admitting the 3 needles and the firearm was in his possession.
Lowell B. Jarrell, 30, of Louisa, was arrested on August 13, 2019, at 9:31 P.M., by deputy Michael Housinger, of the Lawrence County Sheriff Department, and was charged with:
• SERVING BENCH WARRANT FOR COURT
Joshua T. Triplett, 26, of Webbville, Kentucky; was arrested on August 14, 2019, at 9:34 P.M., by deputy Michael Housinger, of the Lawrence County Sheriff Department, and was charged with:
• SERVING PAROLE VIOLATION WARRANT,
• SERVING BENCH WARRANT FOR COURT

Linda Stewart, 40, of Fort Gay, West Virginia; was arrested in Boyd County on August 7, 2019, at 11:38 A.M., by an officer of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:
• PROBATION VIOLATION (FOR FELONY OFFENSE).
Jonathan Colby Quisenberry, 39, of Louisa, was arrested in Fulton County on August 8, 2019, at 9:25 A.M., by an officer of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:
• PROBATION VIOLATION (FOR FELONY OFFENSE).
Leah Ann Colins, 44, of Clifford,Kentucky; was arrested in Laurel County on August 10,2019, at 11:32 P.M., by an officer of the London Police Department, and was charged with:
• HARASSMENT (NO PHYSICAL CONTACT),
• CRIMINAL TRESPASSING-2ND DEGREE,
• SERVING BENCH WARRANT FOR COURT.
Leah Ann Colins bail bond for the Harassment charge was set at $250 full cash; while bail bond for the Bench warrant was set at $143 full cash.
David A. Scott, 33, of Louisa, was arrested in Boyd County on August 10,2019, at 7:04 P.M., by deputy Oran Smith, of the Boyd County Sheriff Department, and was charged with:
• LICENSE TO BE IN POSSESSION,
• RESISTING ARREST,
• DRUG PARAPHERNALIA – BUY/POSSESS,
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED).
Mary E. Tomblin, 34, of Lomansville, Kentucky; was arrested in Magoffin County on August 14, 2019, at 1:14 A.M., by officer Mike Nickels, of the Salyersville Police Department, and was charged with: • SERVING BENCH WARRANT FOR COURT.
Wow! I can’t believe this about Amanda.
So why is the Hayes girl out of jail right now? She is out like nothing happened. When is our judges going to put them away for awhile? That’s what are tax money is for. Our court system is like a revolving door for these people. If they received some stiff punishment they just might think twice the next time. As for rehab, rehab these type of people in jail.
Keith Penix Amanda Thomas Kimberly Mullins they’ve been arrested so many times that it’s actually ridiculous for them to be able to even put the police or the citizens in danger any more.
Most of these people are regulars on the Lazer arrests going back quite some time and it’s for the same charges usually, yet it’s always their first offense? I give up! I have zero faith in our court system here in Lawrence county.
