LAWRENCE COUNTY ARREST LIST – JULY 1-9, 2019

In the past 9 period of 12:01 A.M. July 1, 2019, thru to 11:59 P.M. July 9, 2019; there were at least 71 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 71, 15 of those arrested were from Lawrence County (with 2 of those originally taken into custody in Boyd County).

Another 4 Lawrence County residents were arrested in neighboring and other Ky. counties ( 2 in Johnson County, 1 in Carter County, and 1 in Martin County).

That is in comparison to the previous 7 & 1/2 period of 1:35 P.M. June 23, 2019, thru to 11:59 P.M. June 30, 2019; there were at least 78 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 78, 18 of those arrested were from Lawrence County (with 2 of those originally taken into custody in Boyd County). Another 3 Lawrence County residents were arrested in neighboring and other Ky. counties ( 1 in Boyd County, and 2 in Martin County).

There were 223 inmates lodged at the Big Sandy Regional Detention Center as of 6:00 A.M., Wednesday, July 10. The maximum designated number of inmates the BSRDC was built to hold is 225.

The names and criminal charges of the latest 15 Lawrence County arrests, as well as the 4 Lawrence County residents who were arrested in other Kentucky counties jurisdictions, are the following:

Brianna Paige Osborne, 26, of Louisa, self surrendered and was taken into custody, and was booked on July 4 2019, at 11:16 P.M., by deputy Everett Kirk of the Lawrence County Sheriff Department,to serve a guilty jail sentence plea:

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

Gregory Allen Witham, 35, of Louisa, was arrested on July 4,2019,at 4:01 P.M.,by patrolman officer Teddie B. Newsome, of the Louisa Police Department, and was charged with:

• SERVING BENCH WARRANT FOR COURT.

Joshua D. Fetherolf, 34, of Louisa, was arrested on July 4, 2019, at 4:13 P.M., by deputy Cory Cook of the Lawrence County Sheriff Department, and was charged with:

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER,

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE)-[2 SEPARATE CHARGES COUNTS],

• DRUG PARAPHERNALIA – BUY/POSSESS ( 2 SEPARATE CHARGES COUNTS).

Stacey Castle, 42, of Paintsville, Kentucky; was arrested on July 4, 2019, at 9:34 P.M., by Constable Daniel Castle, of the Lawrence County Constable Office-District 4, and was charged with:

• SERVING TWO BENCH WARRANTS FOR COURT,

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS

• TAMPERING WITH PHYSICAL EVIDENCE.

Gordon Mattox, 62, of River, Kentucky; self surrendered and was taken into custody, and was booked on July 4, 2019, at 10:08 P.M., by a deputy of the Lawrence County Sheriff Department, to serve a guilty jail sentence plea:

• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER (4 SEPARATE CHARGES COUNTS).

Evan L. Sizemore, 23, of Louisa, was arrested on July 6, 2019, at 12:21 A.M., by trooper Bradley Couch, of the Kentucky State Police, and was charged with:

• NON-PAYMENT OF COURT COSTS, FEES OR FINES,

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSE,

• FAILURE TO WEAR SEAT BELTS,

• FAILURE TO USE CHILD RESTRAINT DEVICE IN VEHICLE,

• ENDANGERING THE WELFARE OF A MINOR,

• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,

• NO TAIL LAMPS,

• NO BRAKE LIGHTS (PASSENGER VEHICLES),

• REAR LICENSE NOT ILLUMINATED.

 

Savannah Parsons, 22, of Ona, West Virginia; was arrested on July 6, 2019, at 12:23 A.M., by trooper Daniel G. Vossmer, of the Kentucky State Police, and was charged with:

CHARGES UNKNOWN.

Lloyd Brown Jr., 49, of Louisa, was arrested on July 6,2019, at 2:36 A.M.,by patrolman officer Teddie B. Newsome, of the Louisa Police Department, and was charged with:

• FAILURE TO APPEAR.

Leslie Howell, 52, of Louisa, was arrested on July 6, 2019, at 2:39 A.M., by a trooper of the Kentucky State Police, and was charged with:

  • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE,

 • CARELESS DRIVING,

• NO REGISTRATION RECEIPT,

• FAILURE TO PRODUCE INSURANCE CARD.

Kendall Arthur, 45, of Ashland, Kentucky; was arrested on July 6, 2019, at 2:59 A.M., by an officer of the Kentucky Department of Fish and Wildlife Resources, and was charged with:

• ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE),

• DRINK ALCOHOLIC BEVERAGE IN PUBLIC PLACE (1ST & 2ND OFFENSE).

Jack K. Pelfrey, 62, of Paintsville, Kentucky; was arrested on July 6, 2019, at 3:45 A.M., by trooper Bradley Couch, of the Kentucky State Police, and was charged with:

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSE,

• IMPROPER PARKING FIRE LANE/BLOCK TRAVELED PORTION OF HIGHWAY.

 

Gregory L. Scott, 34, of Tomahawk, Kentucky, was arrested on July 6, 2019, at 2:01 P.M., by deputy Cory Cook, of the Lawrence County Sheriff Department, and was charged with:

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE,

• DRIVING ON DUI SUSPENDED LICENSE -1ST OFFENSE,

• FAILURE TO WEAR SEAT BELTS,

• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE.

Ronald Keith Walter, 45, of Milton ,West Virginia; was arrested on July 6,2019, at 8:38 P.M.,by an officer of the Kentucky Department of Fish and Wildlife Resources, and was charged with:

• ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).

 

James N. Griffith, 27, of Louisa, was arrested on July 8, 2019, at 4:48 A.M.,by patrolman officer Teddie B. Newsome, of the Louisa Police Department, and was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.

Logan Andrew Allen, 24, of Inez, Kentucky, was arrested on July 9, 2019, at 10:47 A.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Department, and was charged with:

• DRIVING ON DUI SUSPENDED LICENSE -1ST OFFENSE,

• IMPROPER REGISTRATION PLATE,

• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE.

Angela J. Ratliff, 35, of Louisa, was arrested in Martin County on July 1, 2019, at 10:01 P.M., by trooper Ryan Hale of the Kentucky State Police, Post 9-Pikeville, Ky., and was charged with:

• FAILURE TO APPEAR.

 

Richard Lindsey Love, 36, of Louisa, was arrested in Carter County on July 8, 2019,at 12:46 A.M., by an officer of the Grayson Police Department, and was charged with:

OPERATORS MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSE,

• FAILURE TO PRODUCE INSURANCE CARD,

• NO OTHER STATE REGISTRATION RECEIPT.

Bethla F. Stump, 37, of Louisa, was arrested in Johnson County on July 8, 2019, at 9:57 A.M., by constable Ryan Caudill, of the Johnson County Constable Office-District 2, and was charged with:

• SERVING BENCH WARRANT FOR COURT,

• DRUG PARAPHERNALIA – BUY/POSSESS,

• POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED.

 

James D. Lewis II, 39, of Louisa, was arrested in Johnson County on July 9, 2019,at 10:11 A.M., by deputy Scott Hazelett, of the Johnson County Constable Office-District 2, and was charged with:

• FAILURE TO APPEAR, CITATION FOR MISDEMEANOR.
