FISCAL COURT PASSES NEW BUDGET, ACCEPTS BIDS ON ROAD MATERIALS

County court members conducted a nearly two hour meeting Tuesday morning passing a $5 million plus budget and setting salaries for the new year not to mention the bids for road supplies!

 

6/20/19) Lawrence County Fiscal Court held their regular monthly meeting Tuesday, June 18, 2019. The board appointed a treasurer for the 2019-2020 term and a newly appointed member for the library board. Fiscal Court also went over budgets and decisions on what companies they would use for bringing or picking up various materials for the county.

They held the Opening Prayer, Pledge of Allegiance and Called the meeting to order.

Approve Minutes of the May 03, 2019 Special Meeting. Motion by Rick Blackburn, second by David Pinson.

Approve Minutes of May 14, 2019 Regular Board Meeting. Motion by David Pinson, second by Mike Halcomb.

Approve 2nd reading of Fiscal Year 2019/2020 Budget. Motion by Rick Blackburn, second by John Scaggs. See BUDGET SUMMARY HERE

Approve 2nd reading of Budget Amendment #6. Motion by David Pinson, second by Mike Halcomb.

Approve Treasurer’s Report. Motion by Rick Blackburn, second by Mike Halcomb.

Set Salaries for Fiscal Year 2019-2020. Some performance by county employees will possibly have raises pending. Motion by Rick Blackburn, second by Mike Halcomb. See complete list HERE

Sabrina Cantrell was appointed Treasurer for 3 year term effective 7/1/19 – 6/30/22.

Sabrina Cantrell was appointed Treasurer for 4 year term effective 7/1/19 – 6/30/22.

Approved Commonwealth of Ky Lease agreement (State Side Community Building). Motion made by David Pinson, second by Mike Halcomb.

Approved Opening an Account at City National Bank. Motion by Rick Blackburn, second by Mike Halcomb.

Approve 4th of July Donations – $1,000.00 for fireworks and a $2000.00 for help with 4th of July City Celebration. Motion by Rick Blackburn, second by John Scaggs.

Open Bids on Mack Trucks; the board went with Worldwide Trucking for $144,920.00 for each truck ordered.

Open Bids on Industrial Spec Building and Lot. Sold for $35,001  for lots 1 – 8 at Industrial Parkway. Motion by David Pinson, second by Mike Halcomb.

Award Bids on Materials; Hanson and Big Sandy Resources were both chosen. Also chosen for various materials the county needs are Mountain Enterprises and Consolidated. Motion by Mike Halcomb, second by Rick Blackburn.

The Board Appointed Mr. Green to the Board of Appeals. Motion made by David Pinson, second by Rick Blackburn.

Lawrence co. Attorney Mike Hogan was appointed to serve on the Library Board

The Board Appointed Mike Hogan to the Library Board effective 7/19/2019 – 6/30/22. Motion by Mike Halcomb, second David Pinson.

During Public Comments Constable Daniel Castle spoke on the current progress of upgrading BSRDC.

BSRDC board chairman Daniel Castle reports there have been some big changes at the facility this year.

“The jail is a lot cleaner than it was and a lot safer than we started we should have a new administrator within a few weeks, Castle told the court. “The application process is done and interviews will start next week. Also, a new scanner has been purchased and is cutting down on the amount of contraband getting in the jail. We have also teamed up with ARC for an in house treatment program”.

    Not sure county has the authority to appoint Library board members, due to being a separate entity- also wouldn’t that be a conflict of interest? County attorney on a “county” board?
