The first session for the new Lawrence County Grand Jury was held on Thursday, Feb. 21st, 2019. They returned with 24 Indictments with all but a few being Possession of Methamphetamine.
Indictments were handed down against a Louisa man charged with possession of child porn as well as another charged with robbery and theft over $10,000. A complete list of the indictments is reprinted below along with pictures of the ones already arrested:
Feb. Indictments
Matthew Russell, 29 of Louisa was indicted on Possession of a Controlled Substance, 1st degree (class D felony), Possession of Drug Paraphernalia, 1st offense (misdemeanor), Disreguarding a Stop Sign, and Operating On Suspended License (a misdemeanor).
The Grand Jury charges that on or before December 9th, 2018 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine, a glass pipe and 2 meth scoops. The defendant disregarded a stop sign while driving on a suspended license.
Bobbi S. Clay, of Catlettsburg, KY. indicted on of a Possession of a Controlled Substance, 1st degree (class D felony) and use/Possession of Drug Paraphernalia, (misdemeanor)
The Grand Jury charges that on or before December 9th, 2018 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine along with syringes, a pipe and a spoon containing chemical residue.
Christopher Nichols, of Catlettsburg, KY indicted on Possession of a Controlled Substance, 1st degree (class D felony) and Use/Possession of Drug Paraphernalia, (misdemeanor)
The Grand Jury charges that on or before December 9th, 2018 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine along with possessing syringes, a pipe, a spoon containing chemical residue.
Eric Ward, of Louisa, Ky. indicted on Possesion of a Controlled Substance, 1st degree, and Possessions of Drug Paraphernalia, 1st offense .
The Grand Jury charges that on or before Oct. 26th, 2018 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine along with syringes and plastic baggies containing chemical residue.
Rhea Mann, 21 of Louisa, KY. indicted on Possession of a Controlled Substance (class D felony) and Front Lights- one headlight (a violation)
The Grand Jury charges that on or before Oct. 26th, 2018 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine and the defendant operated a motor vehicle with one headlight.
William Coffee, 30 of Boyd Co. was indicted on Possession of a Controlled Substance (class D felony), 1st degree and Possession of Drug Paraphernalia ( a misdemeanor)
The Grand Jury charges that the defendant knowingly and unlawfully possessed a controlled substance along with a glass pipe and a digital scale.
Jason Hale, 38 of Louisa, Ky. was indicted on Possession of a Controlled Substance, 1st degree (class D felony) and Possession of Drug Paraphernalia, 1st offense. (a misdemeanor)
The Grand Jury charges that on or before Nov. 10th, 2018 the defendant knowingly and unlawfully possessed a controlled substance along with a modified meth scoop, razor blades, glass pipe, and a spoon containing chemical residue.
Mason Masters, 23 of Louisa was indicted on Possession of a Controlled Substance, (class D felony) and Possession of Drug Paraphernalia, 1st offense. (a misdemeanor)
Joesph Warrix, 37 of Louisa, KY was indicted on Possession of a Controlled Substance (class D felony) and Possession of Drug Paraphernalia, (misdemeanor)
The Grand Jury charges that on or before Dec. 20th, 2018 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine and possessed a glass pipe with chemical residue and a vial containing chemical residue.
Donald Dickerson, 33 of Louisa, KY. was indicted on Possession of a Controlled Substance of Louisa, KY was indicted on Possession of a Controlled Substance (class D felony) and Possession of Drug Paraphernalia, (misdemeanor)
The Grand Jury charges that on or before Nov. 9th, 2018 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine and possessed a glass pipe, digital scales with chemical residue, a red shovel end straw as well as a modified red straw.
Randel Boggs, 21 of Louisa, KY. was indicted on Possession of Controlled Substance, 1st degree (a class D felony)
The Grand Jury charges that on Nov. 10th, 2018 the defendant possessed a controlled substance, methamphetamine.
Separate Indictment: Randel Boggs, 21 was also indicted for Robbery, 1st degree (a class B felony)
The Grand Jury charges that on or about Nov. 4th the defendant knowingly and unlawfully committed a theft used or threatened the immediate use of physical force with the intent to accomplish the theft while armed with a deadly weapon,
Phillip Adkins, 44 of Chapmanville, WV. was indicted on Theft By Unlawful Taking, (a class D felony)
The Grand Jury charges that on Oct. 1st, 2018 knowingly and unlawfully taking a 2004 Toyota Takoma owned by Bruce Workman with a value over $500.00.
James Mollette, 36 of Louisa, KY. was indicted on Assault, 1st degree on a Police Officer (a class B felony), Possession of a Controlled Substance, 1st degree (a class D felony and Operating a Motor Vehicle Under the Influence of Alcohol/Drugs, 1st offense within 10 years.
The Grand Jury charges that on Dec. 19th, 2018 the defendant knowingly and unlawfully, intentionally caused serious physical injury to another person, namely Police Sergeant Edwin Cordle by means of a deadly weapon or dangerous instrument The defendant is also charged with Operating a motor vehicle under the influence of alcohol or other substances that impair a driver’s ability to operate that motor vehicle.
Billy Stone, 58 of Louisa, KY. was indicted on Robbery, 1st degree (a class B felony) which carries a 10 to 20 year sentence.
The Grand Jury charges that on Jan. 14th, 2019 the defendant knowingly and unlawfully while in the course of committing the theft of a wallet and cellular telephone from John Pigmon threatened using physical force and caused physical injury to John Pigmon in an attempt to accomplish the theft.
Robert Cyrus, 22 of Fort Gay, WV was indicted on Possession of a Controlled Substance (class D felony), 1st degree, Possession of Drug Paraphernalia, Resisting Arrest and Possession of Marijuana.
Bobby Spruce, 56 of Louisa, KY. was indicted on Theft By Failure to Make Required Disposition of Property over $10,000.00 (class C felony) 5-10 years
The Grand Jury charges that on or about June 11, 2018 the defendant knowingly and unlawfully obtaining property upon agreement to a known legal obligations to make a specified payment to Mr. Timmy Moore of Louisa, KY. treating $13,000 of Mr. Moore’s monies as his own and failing to make payment or disposition of monies or property.
James Combs, 66 of Louisa, KY. was indicted on 10 counts of Possession or Viewing of Matter Portraying A Sexual Performance By A Minor (class D felony) and 5 Counts of Distribution of Matter Portraying A Sexual Performance of a Minor. Both class D felonies.
The Grand Jury charges that on or about Sept. 15th, 2018 the defendant knowingly and unlawfully is charged with having possession or control and/or intentionally viewing matter which visually depicted an actual sexual performances by a minor person, with knowledge of its content, character and that the sexual performance was by a minor. The defendant is also charged with 5 counts of knowingly and unlawfully distributed an image portraying a matter portraying the sexual performance of a minor.
Billy York, 57 of Paintsville, Ky. was indicted on Criminal Mischief In the First Degree (class D felony)
The Grand Jury charges that on or about Nov. 4th, 2018 the defendant knowingly and unlawfully damaging the property owned by Papa Johns’ in excess of $1000.
Separate Indictment: The defendant was indicted on 4 counts of Wanton Endangerment in the 1st degree. (class D felony) and Carrying a Concealed Deadly Weapon. (misdemeanor)
The Grand Jury Charges that on or before Jan. 6th, 2019 the defendant knowingly and unlawfully engaging in conduct which created a substantial danger of death or serious physical injury to Tyler Meadows, Natasha Osborne, Bart Horn and Kyler Conn. The defendant was also carrying a concealed deadly weapon, namely a 9mm handgun.

Madison Nickles, 20 of Louisa, KY. was indicted on Possession of a Controlled Substance, 1st degree, Tampering with Physical Evidence, (class D felony), Possession of Drug Paraphernalia and Public Intox.
The Grand Jury charges that on or about Nov. 3rd, 2018 the defendant possessed a controlled substance, methamphetamine, she knowingly and unlawfully destroyed, removed or altered evidence that she believed would be used against her in court, the defendant possessed a syringe and baggies used to store controlled substances while under the influence of a controlled substance or other intoxicating substances, to the degree that she was a danger to herself or other person’s property, or unreasonably annoy persons in her vicinity.,
