In the past 8+ days from 12:01 A.M. January 16, 2019 thru to 4:01 P.M. January 23, there were at least 93 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 93, 16 of those arrested were from Lawrence County. Another Lawrence County resident was arrested in Martin County.
The number of inmates booked and lodging at the Big Sandy Regional Detention Center in Paintsville Monday morning 3:00 P.M.,January 24, was 220.
The names and criminal charges of the latest 15 Lawrence County arrests, as well as the 1 Lawrence County resident arrested in Martin County, are as the following:
James Luther Cook, 34, of Louisa, was arrested on January 16, 2019, at 1:38 P.M., by officer Jason Ruggles, of the Kentucky Department of Corrections-Division of Probation and Parole, and was charged with:
• PROBATION VIOLATION (FOR TECHNICAL VIOLATION).
John D. Moore, 34, of Louisa, was arrested on January 16, 2019, at 6:05 P.M., by a deputy of the Lawrence County Sheriff Department,and was charged with:
• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/ $500.
Clinton Jay Perkins, 35, of Louisa, was arrested on January 17, 2019, at 10:07 A.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with:
• RECKLESS DRIVING,
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY,
• VIOLATION OF COURT ORDER.
Tonetta J. Stepp, 39, of Louisa, was arrested on January 17, 2019, at 2:20 P.M., by an officer of the Louisa Police Department, and was charged with:
• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.
Brandi L. Davis, 38, of Louisa, was arrested on January 17, 2019, at 2:23 P.M., by an officer of the Louisa Police Department,and was charged with:
• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500,
• FAILURE TO APPEAR.
Justin A. Burks, 28, of Louisa, was arrested on January 17, 2019, at 4:58 P.M., by deputy Mason Keefer of the Lawrence County Sheriff Department, and was charged with:
• RECKLESS DRIVING,
• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY,
• VIOLATION OF COURT ORDER.
Tracy J. McDonald, 49, of Chesapeake, Ohio; was arrested on January 17, 2019, at 5:28 P.M., by trooper Shane L. Goodall of the Kentucky State Police, and was charged with:
• FAILURE TO APPEAR.
James Combs, 65, of Louisa, was arrested on January 17,2019,at 9:38 P.M., by an unidentified TROOPER DETECTIVE of the Kentucky State Police, and was charged with:
• DISTRIBUTION OF MATTER PORTRAYING SEXUAL PERFORMANCE BY MINOR, 1ST OFFENSE,
• POSSESS/VIEW MATTER PORTRAY SEXUAL PERFORMANCE BY MINOR,
Frank J. Pospisil, 24, of Palm Bay, Florida; was arrested on January 19, 2019, at 1:35 P.M., by patrolman officer Hunter James of the Louisa Police Department,and was charged with:
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 2 GRAMS METHAMPHETAMINE),
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 10 D.U. OPIATES).
Frank Pospisil bond on the meth charge is $50,000 cash only. He was denied bond on the opiates charge.
Alexis P. Carter, 28, of Catlettsburg, Kentucky; was arrested on January 19, 2019, at 1:47 P.M., by patrolman officer Hunter James of the Louisa Police Department,and was charged with:
• POSSESSION OF DEFACED FIREARM,
• POSSESSION OF FIREARM BY CONVICTED FELON,
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 2 GRAMS METHAMPHETAMINE),
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 10 D.U. OPIATES), CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER ( 2 SEPARATE CHARGES COUNTS ).
Lowell Jarrell, 30, of Ulysses,Kentucky; was arrested on January 19, 2019, at 11:11 P.M.,by a deputy of the Lawrence County Sheriff Department,and was charged with:
• WANTON ENDANGERMENT-1ST DEGREE.
James L. Dean, 26, of Morehead, Kentucky; was arrested on January 20, 2019, at 12:37 A.M., by a trooper of the Kentucky State Police,and was charged with:
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ ETC. .08 – 2ND OFFENSE,
• FAILURE TO OR IMPROPER SIGNAL,
• FAILURE TO PRODUCE INSURANCE CARD.
Dustin D. Slone, 40, of Louisa, was arrested on January 20, 2019, at 7:18 P.M., by patrolman officer Hunter James of the Louisa Police Department,and was charged with:
• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 GRAMS METHAMPHETAMINE),
• DRUG PARAPHERNALIA – BUY/POSSESS.

Jason M. Skaggs, 47, of Louisa, was arrested on January 21, 2019, at 1:46 P.M., by patrolman officer Hunter James of the Louisa Police Department, and was charged with:
• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER,
• PROBATION VIOLATION (FOR FELONY OFFENSE).
Angela M. Fyffe, 53, of Blaine, Kentucky; was arrested on January 22, 2019, at 8:44 P.M., by Sheriff Chuck Jackson of the Lawrence County Sheriff Department, and was charged with: • SERVING BENCH WARRANT.
