LAWRENCE COUNTY ARREST LIST – DECEMBER 22-DECEMBER 31, 2018

LAW ENFORCEMENT IN LAWRENCE COUNTY NEIGHBORING SOUTHERN COUNTIES GO ON VACATION, AS ARRESTS GO NOSEDIVE PLUNGE WITH LITTLE ACTIVITY DURING CHRISTMAS HOLIDAY WEEK, AS IN 7 DAY+ PERIOD SINCE LAST  REPORT ( 5:00 P.M. DECEMBER 22-11:59 P.M. DECEMBER 29 ), THERE WERE ONLY 32 ARRESTS TOTAL IN THE WHOLE BIG SANDY REGION! AND 10 OF THOSE WERE FROM LAWRENCE COUNTY ( JUST OVER 30%, ALMOST ONE-THIRD OF THE WEEKLY TALLY ). 
 
A WEEKLY ARREST BOOKING AVERAGE AT THE BSRDC IN PAINTSVILLE RUNS IN RANGE FROM AROUND 70 TO 110.
BECAUSE OF THE VERY LOW POLICE ACTIVITY, THE NUMBER INMATES LODGED AT THE BSRDC FOR THE NEW YEARS EVE WEEKEND DROPPED DOWN TO 212.
EVEN WITH FLURRY OF ARRESTS IN THE END OF THE LAST 2 DAYS OF THE YEAR 2018, WITH 28 ARRESTS, 5 OF WHICH WERE FROM LAWRENCE COUNTY; THE ARREST AVERAGE WAS AT ALMOST HALF THE USUAL NUMBER.

In the past 9+ days from 5:00 P.M. December 22, thru to 11:59 P.M. December 31, there were at least 60 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 60, 15 of those arrested were from Lawrence County.

 

That stands in comparison to the previous 10 day period report from 5:00 P.M. December 12 thru to 5:00 P.M. December 22, there were at least 113 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those 113, 21 of those arrested were from Lawrence County.

There was also a plunge of arrests in the our area during the post-Thanksgiving period from the last week of November into the first several days in December. So to give for a much further comparison, for the previous 19 days from12:01 A.M. November 25, thru to 5:00 P.M. December 12, there were at least 181 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky, Out of those 181, 17 of those arrested were from Lawrence County.

 

5 Lawrence County residents were arrested in neighboring Ky. counties in the last nine days of 2018 ( 1 in Greenup County, and 4 in Martin County ). That is compared to 2 Lawrence County residents busted and listed in the previous arrest report.

 

The number of inmates booked and lodging at the Big Sandy Regional Detention Center in Paintsville Monday morning 9:00 A.M., January 2, was 230.

 

For the month of December, the number of inmates booked at the Big Sandy Regional Detention Center in Paintsville was at least 294. Out of those least 294, 51 were from Lawrence County.

 

That is in near identical numbers for November totals, with the number individuals who were brought to and booked in the BSRDC was at least 298. Out of those least 298, 52 were from Lawrence County.

 

For the month of October, there were a total of at least 360 individual arrested bookings who were booked at the Big Sandy Regional Detention Center in Paintsville, Kentucky. Out of those least 360, 45 were from Lawrence County.

 

The names and criminal charges of the latest 15 Lawrence County arrests, as well as the 5 Lawrence County residents arrested in other county jurisdictions, are as the following:

Jay R. Church Jr., 27, of Louisa, was taken into custody and booked on December 22, 2018, at 6:52 P.M., by patrolman officer Hunter James, of the Louisa Police Department, to serve jail time on a guilty plea:

• CONTEMPT OF COURT LIBEL/ SLANDER RESISTANCE TO ORDER (2 SEPARATE CHARGES COUNTS PLEA).

 

 

 

Melissa Dawn Meek, 45, of Catlettsburg, Kentucky; was arrested on December 22, 2018, at 7:10 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with, via a grand jury indictment:

• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500, • SERVING WARRANT (FOR OTHER POLICE AGENCY).

 

 

 

 

Deidre D. Waren, 34, of Fort Gay, West Virginia; was arrested on December 23, 2018, at 8:03 P.M., by an officer of the Louisa Police Department, and was charged with:

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ ETC. .08 – 1ST OFFENSE,

• FAILURE TO ISSUE INSURANCE CARD,

• NO REGISTRATION RECEIPT,

• NO REGISTRATION PLATES.

 

 

 

Donald D. Adams, 46, of Louisa, was arrested on December 23, 2018, at 9:56 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with, via a grand jury indictment:

• SERVING BENCH WARRANT FOR COURT.

 

 

 

 

Clinton Jay Perkins, 35, of Louisa, was arrested on December 24, 2018, at 3:27 P.M., by an officer of the Louisa Police Department, and was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.

 

 

 

 

Christina Davenport, 37, of Huntington, West Virginia; was arrested on December 26, 2018, at 7:23 P.M., by an officer of the Louisa Police Department,and was charged with:

• THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.

 

 

 

 

Leonard Darrell Trent, 59, of Louisa, was arrested on December 26, 2018, at 10:47 P.M., by deputy Dwayne Bowen of the Lawrence County Sheriff Department, and was charged with:

• WANTON ENDANGERMENT-1ST DEGREE.

 

 

 

 

Clyde W. Lore, 71, of Grayson, Kentucky; was arrested on December 26, 2018, at 10:53 P.M., by trooper Daniel G. Vossmer of the Kentucky State Police, and was charged with:

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ ETC. .08 – 2ND OFFENSE, • RECKLESS DRIVING.

 

 

 

 

 

Scott Bradley Boggs, 30, of Blaine, Kentucky; was arrested on December 27, 2018, at 4:03 P.M., by deputy Castle of the Lawrence County Sheriff Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• CARRYING A CONCEALED WEAPON,

• DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

Dwight Dale Blakenship, 45, of Louisa, was arrested on December 28, 2018, at 2:35 A.M., by deputy Dwayne Bowen of the Lawrence County Sheriff Department, and was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) NO VISIBLE INJURY.

 

 

 

 

Johnny Skaggs, 27, of Louisa, was arrested on December 30, 2018, at 1:03 A.M., by sergeant Steven Wilburn of the Louisa Police Department, and was charged with:

• ONE HEADLIGHT,

• FAILURE TO WEAR SEAT BELTS,

• LICENSE TO BE IN POSSESSION,

• FAILURE TO PRODUCE INSURANCE CARD,

• OPERATOR MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 1ST OFFENSE,

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• POSSESSION CONTROLLED SUBSTANCE, 2ND DEGREE – DRUG UNSPECIFIED,

• DRUG PARAPHERNALIA – BUY/POSSESS,

• FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.

 

 

 

Tyler L. Branham, 35, of Louisa, was arrested on December 30, 2018, at 1:14 A.M., by sergeant Steven Wilburn of the Louisa Police Department, and was charged with:

• FAILURE TO APPEAR,

• POSSESSION CONTROLLED SUBSTANCE, 1ST DEGREE, 3RD OR > OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

Stephanie Jean Hill, 33, of Louisa, was arrested on December 30, 2018, at 1:17 A.M., by sergeant Steven Wilburn of the Louisa Police Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE, (METHAMPHETAMINE),

• POSSESSION CONTROLLED SUBSTANCE, 2ND DEGREE – DRUG UNSPECIFIED,

• DRUG PARAPHERNALIA – BUY/POSSESS,

• SERVING BENCH WARRANT FOR COURT.

 

 

 

Rebecca Clark, 40, of Louisa, was arrested on December 31,2018, at 5:16 P.M., by deputy Castle of the Lawrence County Sheriff Department, and was charged with:

• RECEIVING STOLEN PROPERTY UNDER/$10,000.

 

 

 

 

 

Melinda Daniel Johnson, 32, of Crum, West Virginia; was arrested on December 31, 2018, at 7:10 P.M., by patrolman officer Shane James of the Louisa Police Department, and was charged with:

  • THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500 (2 SEPARATE CHARGES COUNTS).

Jeff Stacy Sr., 56, of Louisa, was arrested in Martin County, Kentucky on December 22, 2018, at 7:32 P.M., by a deputy of the Martin County Sheriff Department, and was charged with:

• ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE),

• IMPROPER PARKING VIOLATIONS.

 

 

 

 

Tony Marcum, 62, of Louisa, was arrested in Martin County, Kentucky on December 23, 2018, at 4:48 P.M., by trooper Ryan Hale of the Kentucky State Police, Post 9-Pikeville, and was charged with:

• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 GRAMS METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS,

• SPEEDING 09 MPH OVER LIMIT.

 

 

 

Joseph A. Warrix, 29, of Louisa, was arrested in Greenup County, Ky., on December 24, 2018, at 4:06 P.M., by officer Tom Robinson of the Raceland Police Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE, (METHAMPHETAMINE), • DRUG PARAPHERNALIA – BUY/POSSESS

 

 

 

Justin Fraley, 18, of Louisa, was arrested in Carter County, Ky., on December 26, 2018, at 9:51 P.M., by an officer of the Grayson Police Department, and was charged with:

• NON-PAYMENT OF COURT COSTS, FEES OR FINES. Justin Fraley bond was set at $250 cash only.

 

 

 

 

Lawrence W. Hammonds, 34, of Louisa, was arrested in Martin County, Kentucky on December 30, 2018, at 3:46 P.M., by deputy Billy Patrick of the Martin County Sheriff Department, and was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY,

• TERRORISTIC THREATENING, 3RD DEGREE,

•  DISORDERLY CONDUCT, 2ND DEGREE.
