CONFUSING MYSTERY SURROUNDS ONE ARREST

ARRESTS IN LAWRENCE COUNTY IN A NEARLY 2 WEEK PERIOD SINCE JUST BEFORE THANKSGIVING HOLIDAY PERIOD TO FIRST FEW DAYS OF DECEMBER PLUMMET TO NEAR ZERO, WITH 8 DAY GAP FOLLOWED BY 4 DAY GAP OF NO ARRESTS. ADD TO THAT A CONFUSING MYSTERY ABOUT A POSSIBLE PHANTOM ARREST?
On Sunday, December 2, the Levisa Lazer published an arrest citation reports sent from Louisa Police Chief Gregg Fugitt that gave detailed information on 5 drug arrests in Louisa in the latter part of November. His report can be viewed HERE.
 
The last Lawrence County Arrest List report written by me, which covered November 16 thru November 24, was posted on the Levisa Lazer website on November 25, it can be viewed HERE.
 
On the arrest report list was the 3 of the 5 names we had that was later given by Chief Fugitt, but with their full report citation written by the arresting officer; Ashley D. Dillion-Shepard, Teresa Gail Jarrell, and Aaron Maynard.
 
There was only one new arrest of the 5 mentioned by Chief Fugitt, that of William Coffey. from Westwood Kentucky, on November 29.
 
That leaves one remaining fifth arrest, which has us perplexed. Chief Fugitt wrote that on Thursday November 22 (Thanksgiving Day), officer Shane James arrested Robert Cyrus from Fort Gay, West Virginia; and was found to be in possession of marijuana, and drug paraphernalia used in drug trafficking. Cyrus was charged for Trafficking in Marijuana 1st offense.
 
However, when checking on later that statement report, we did not find Robert Cyrus being taken to and booked the the Big Sandy Regional Detention Center in Paintsville. Or anyone form Lawrence County on that that day for that matter. On Thanksgiving Day there were 6 people brought to the BSRDC; 4 from deputy arrests in Martin County, 1 KSP arrest from Johnson County, and 1 arrest of a dude from Nicholasville, Ky., by an unknown agency, and that guy is still incarcerated.
But here is where some true fun begins.
ROBERT C. CYRUS, ARREST MUGSHOT FROM OCTOBER 26, AND HE IS STILL JAILED
There is not one, but two Robert Cyrus’s jailed at the BSRDC. On October 26, 2018, Robert C. Cyrus, 33, of Fort Gay, was arrested by Lawrence County deputy Mason Keefer on charges of DUI, Meth Possession and drug paraphernalia possession. Robert C. Cyrus has not been released and has still in custody as of late Wednesday night December 12.

Robert A. Cyrus, 20, of Fort Gay, was arrested on December 3, by Louisa Police Department officer Shane James, on charges of Meth Possession, marijuana possession, drug paraphernalia possession, and resisting arrest. Robert A. Cyrus arrest came the day after Chief Fugitt wrote about the Thanksgiving arrest of ‘Robert Cyrus’.
 
Robert A. Cyrus was held in custody at the BSRDC until Wedsnesday, December 12, as he was released after posting a bail bond. 
 
We truly hope that Louisa Police Chief Fugitt and the LPD can resolve with any further information that would give any clarification on this particular arrest case.
 

ARREST STAT NUMBERS NOSEDIVED

On my last report, I wrote that Lawrence County had 14 of the 66 arrests in the over 8 day period where prisoner were lodged at the Big Sandy Regional Detention Center in Paintsville. Arrests in Lawrence County had been plentiful for the most of November, as arrest number in the neighboring counties in our judicial district had gone below normal, giving Lawrence County a substantial chunk of total arrests. From November 1 thru November 24, Lawrence County accounted for 50 of 240 area arrests.
However, it has been over 2 weeks since I wrote that report, and I have yet to give a new arrest list report. And for a really good reason.
 
The number of arrests in Lawrence County plummeted almost to nothing. And for a lengthy period of time.
 
On the November 16-24 arrest list, the last arrest in Lawrence County was on November 21; and that the last arrest listed in the article was of a Louisa resident arrested in Johnson County November 24.
 
For 8 days, from November 21 until November 29, there were no arrests in Lawrence County. 
After 2 arrests on November 29, there were no arrests for 4 days until December 3 in Lawrence County.
In a 13 day period from November 21 to December 3, Lawrence County accounted for 2 arrests out of 92 individuals.
 
But in the last 9 days since December 3, arrests in Lawrence County have ramped up again, as there have been at least 15 people taken into custody.
 
For the grand total; in the past 21 day period (3 weeks) from 10:00 P.M. November 21 thru to 5:00 P.M. December 12, Lawrence County accounted d for 17 out of at least 195 individuals brought to the BSRDC in Paintsville.

THE NEW ARREST LIST

 
In the past 19 days from 12:01 A.M. November 25, thru to 5:00 P.M. December 12, there were at least 181 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention Center in Paintsville, Kentucky, Out of those 181, 17 of those arrested were from Lawrence County. 
 
For a further comparison, for the previous 3 arrest list reports combined, totaling for the 24 day period from 12:01 A.M. November 1 thru  to 11:59 P.M. November 24, there were at least 240 individuals who were arrested and were brought to be lodged at the Big Sandy Regional Detention  Center in Paintsville, Kentucky. Out of those 240, 50 of those arrested were from Lawrence County. 
11 Lawrence County residents were arrested in neighboring Ky. counties ( 3 in Johnson County, 4 in Martin County, 3 in Carter County [1 of whom we missed and was arrested in October], and 1 in Boyd County ). That is compared to 6 Lawrence  County residents busted and listed in the previous arrest report.
For the month of November, the total number individuals who were brought to and incarcerated in  the BSRDC was at least 298. Out of those least 298, 52 were from Lawrence County..
The number of inmates booked and lodging at the Big Sandy Regional Detention Center in Paintsville Sunday morning 7:00 A.M., December 13, was 230. 
The names and criminal charges of the latest 17 Lawrence County arrests, as well as the 11 Lawrence County residents arrested in other county jurisdictions, are the following:

 

Amanda Thomas, 36, of Louisa, was arrested on November 29, 2018, at 12:48 A.M., by a deputy of the Lawrence County Department, and was charged with: • ENGAGING IN ORGANIZED CRIME.

 

 

 

 

 

 

 

William Coffey, 29, of Westwood, Kentucky; was arrested on November 29, 2018, at 4:20 P.M., by patrolman officer Hunter James of the Louisa Police Department & chief deputy Mark Wheeler of the Lawrence County Sheriff Department and was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), • DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

 

Robert A. Cyrus, 20, of Fort Gay, West Virginia; was arrested on December 3, 2018, at 2:17 P.M., by patrolman officer Shane James of the Louisa Police Department,and was charged with: • POSSESSION OF MARIJUANA, • RESISTING ARREST, • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), • DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

Joseph P. Chapman, 46, of Louisa, was arrested on December 3, 2018, at 8:51 P.M., by trooper Bradley Couch of the Kentucky State Police, and was charged with: • FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.

 

 

 

 

 

 

 

Victoria Lemaster, 25, of Catlettsburg, Kentucky; was arrested on December 3, 2018, at 9:55 P.M., by a trooper of the Kentucky State Police, and was charged with:

• OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/DRUGS/ ETC. .08 (AGGRAVATING CIRCUMSTANCES) 1ST OFFENSE,

• FAILURE TO USE CHILD RESTRAINT DEVICE IN VEHICLE,

• ENDANGERING THE WELFARE OF A MINOR,

• FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE,

• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE,

• REAR LICENSE NOT ILLUMINATED.

 

 

 

 

 

Matthew Tully, 37, of Salt Rock, West Virginia; was arrested on December 4, 2018, at 6:44 P.M., by patrolman officer Shane James of the Louisa Police Department, and was charged with:

 

 

 

 

 

 

 

 

 

Crystal G. Wheeler, 41, of Louisa, was taken into custody and booked on December 5, 2018, at 12:37 P.M., in the Lawrence County Court, by a deputy of the Lawrence County Sheriff Department, to serve jail time on a guilty plea:

• CONTEMPT OF COURT LIBEL/ SLANDER RESISTANCE TO ORDER.

 

 

 

 

 

 

Brittney Gardner–Caudill, 29, of Fort Gay, West Virginia; was arrested on December 5, 2018, at 5:56 P.M., an officer of the Louisa Police Department,and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

 

 

Michael L. Maynard, 37, of Louisa, was arrested on December 6, 2018, at 2:01 A.M., by deputy Mason Keeffer of the Lawrence County Department, and was charged with:

• SERVING BENCH WARRANT FOR COURT,

• FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT).

Roger Vincent III, 20, of Crum, West Virginia; was arrested on December 6, 2018, at 12:29 P.M., by patrolman officer Steven Wilburn of the Louisa Police Department,and was charged with:

• ROBBERY, 2ND DEGREE,

• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 GRAMS METHAMPHETAMINE),

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY,

• DRUG PARAPHERNALIA – BUY/POSSESS,

• TRAFFICKING IN MARIJUANA (LESS THAN 8 OZ.) 1ST OFFENSE.

 

 

 

 

Andrea S. Cantrell, 36, of Louisa, was arrested on December 6, 2018, at 5:56 P.M., an officer of the Louisa Police Department, and was charged with:

• PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL),

• ILLEGAL POSSESSION OF LEGEND DRUG,

• DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

 

 

Betty Reed, 59, of Fort Gay, West Virginia; was arrested on December 8, 2018, at 3:24 P.M., an officer of the Louisa Police Department,and was charged with:

* THEFT BY UNLAWFUL TAKING OR DISPOSITION SHOPLIFTING UNDER/$500.

 

 

 

 

 

 

 

Christopher Stamperd ( originally i.d. as Christopher Nichols ), 31, of Catlettsburg, Kentucky; was arrested on December 9, 2018, at 3:14 P.M., by patrolman officer Hunter James of the Louisa Police Department, and was charged with:

• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE),

• DRUG PARAPHERNALIA – BUY/POSSESS,

• POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED.

 

 

 

 

 

Stacy B. Lackey, 29, of Louisa, was arrested on December 10, 2018, at 12:20 P.M., by sergeant Chuck Jackson of the Lawrence County Department, and was charged with:

• ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY.

 

 

 

 

 

 

 

Jonie M. Collinsworth, 42, of Louisa, was arrested on December 11, 2018, at 6:41 P.M., by patrolman officer Hunter James of the Louisa Police Department, and was charged with: • CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER ( 2 SEPARATE COUNTS CHARGES ), • FAILURE TO APPEAR, CITATION FOR MISDEMEANOR

Jennifer R. Blevins, 42, of Lomansville, Kentucky; was arrested in Johnson County, Kentucky on November 26, 2018, at 2:57 A.M., by a trooper of the Kentucky State Police-Post #9-Pikeville, and was charged with:

• GIVING OFFICER FALSE IDENTIFYING INFORMATION,

• FAILURE TO NOTIFY ADDRESS CHANGE TO DEPARTMENT OF TRANSPORTATION,

• FAILURE TO PRODUCE INSURANCE CARD,

• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, • NO REGISTRATION RECEIPT.

 

 

 

 

 

 

Eric D. Sprouse, 32, of Webbville, Kentucky; was arrested in Carter County, Kentucky on November 27, 2018, at 10:28 A.M., by officer Boggs of the Kentucky Department of Corrections Division of Probation and Parole, and was charged with:

PAROLE VIOLATION (FOR FELONY OFFENSE).

 

 

 

 

 

 

Jacob N. Marcum, 23, of Webbville, Kentucky; was arrested in Carter County, Kentucky on November 27, 2018, at 2:42 P.M., by an officer of the Grayson Police Department, and was charged with:

  • NON-PAYMENT OF FINES – BOND: $218.

 

 

 

 

 

 

 

 

David M. Coffey Jr., 32, of Louisa, was arrested in Martin County, Kentucky on December 4, 2018, at 11:55 A.M., by a deputy of the Martin County Sheriff Department, and was charged with:

• FLAGRANT NON SUPPORT.

 

 

 

 

 

 

 

Sarah L. Hylton, 43, of Louisa, was arrested in Johnson County, Kentucky on December 4, 2018, at 7:10 P.M., by trooper Dustin Thompson of the Kentucky State Police-Post #9-Pikeville, and was charged with:

• FUGITIVE FROM ANOTHER STATE – WARRANT REQUIRED.

 

 

 

 

 

 

Terry Music, 59, of Ulysses, Kentucky; was arrested in Johnson County, Kentucky on December 5, 2018, at 9:06 P.M., by a trooper of the Kentucky State Police-Post #9-Pikeville, and was charged with:

• FAILURE TO APPEAR, CITATION FOR MISDEMEANOR.

 

 

 

 

 

 

 

Tony Marcum, 62, of Louisa, was arrested in Martin County,Kentucky on December 6,2018,at 1:15 A.M., by trooper Ryan Hale of the Kentucky State Police-Post #9-Pikeville, and was charged with:

• SPEEDING 09 MPH OVER LIMIT,

• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (< 2 GRAMS METHAMPHETAMINE),

• REAR LICENSE NOT ILLUMINATED,

• IMPROPER EQUIPMENT,

• DRUG PARAPHERNALIA – BUY/POSSESS,

• FAILURE TO PRODUCE INSURANCE CARD,

• NO REGISTRATION RECEIPT,

• FAILURE TO WEAR SEAT BELTS.

 

 

 

 

 

Ashley Fields, 33, of Louisa, was arrested in Martin County, Kentucky on December 11, 2018, at 3:45 P.M., by a deputy of the Martin County Sheriff Department, and was charged with:

• FAILURE TO APPEAR,

• FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT),

• DISORDERLY CONDUCT, 2ND DEGREE.

 

 

 

 

 

 

 

Brian Edward Wages, 31, of Louisa, was arrested in Boyd County, Kentucky on December 11, 2018, at 1:28 A.M., by an officer of the Ashland Police Department, and was charged with:

• TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 2 GRAMS METHAMPHETAMINE),

• FAILURE TO WEAR SEAT BELTS,

• POSSESSION OF FIREARM BY CONVICTED FELON,

      He’s been helping deliver toys to children who might otherwise not receive any & visiting residents at the nursing home who otherwise would have no visitors otherwise.
