In Fiscal Court on July 17th 2018 the meeting began with the prayer and Pledge of Allegiance. Judge-executive John Osborne called the meeting to order. Items on the agenda were:
1. Approved minutes of the June 16th regular meeting. The motion to approve was made by Rick Blackburn and seconded by John Lemaster. No discussion.
2. Approve first reading of budget amendment #1. The motion was approved by John Lemaster and seconded by Earl Boggs Jr. No discussion.
3. John Lemaster made a motion To accept treasurer’s settlement and Earl Boggs Jr seconded the motion. No discussion.
4. Morris Howard made a motion to approve bills and John Lemaster seconded the motion.
5. Earl Boggs Jr. made a motion to approve treasurer’s requests and John Lemaster seconded the motion. No discussion.
6. Rick Blackburn made a motion to approve the treasurer’s report and John Lemaster seconded the motion. No discussion.
7. Rick Blackburn made a motion to authorize the clerk to advertise bids on two Bridges, that was seconded by John Lemaster. No discussion. No amounts given.
8. Rick Blackburn made a motion to approve Lawrence County Fair donations and John Lemaster seconded the motion. $1,000. No discussion.
Public Comments
Before public comments Osborne added the Sheriffs 2017 report (excess fees). Morris Howard made a motion to approve and John Lemaster seconded the motion.
* In Public comments, George Williams asked about bids for the county’s grass mowing, stating, “How long will it go on not getting done?”
Williams stated that a city employee had been mowing the Stella Moore ball field instead of the contractor being paid to do it. County Attorney Mike Hogan, along with Judge/Exec. John Osborne explained that the employee had done that on his “personal time” with his own equipment and not getting paid by the county to do it.
“He probably had a child that played ball,” Osborne said.
In the end Osborne said the mowing is getting done, just not on time and Osborne stated, “we will let them continue the year and start over next year on mowing bids.” Both John lemaster and Morris Howard joined in the complaints about the service, which was not names at the meeting.
Williams, who is a landcape contractor himself, among many other things, said he didn’t have time to take it now anyway,
“I was just checking,” he said.
The meeting was then adjourned for the month.
