The Lawrence County Grand Jury met on April, 12th 2018 and returned with several Trafficking Indictments for Meth, Heroin and other drugs. Methamphetamine or Ice is still the prominent drug facing our community.

As of noon today, April 17th, the Big Sandy Regional Detention Center is at least 100 people OVER capacity and growing. With very few jobs, especially after a felony conviction it appears that Lawrence County, along with many other eastern Ky. and southern W.Va. communities are seeking a solution and need to find one fast. We are in a crisis situation.

In other indictments, a Sex Offender fails to comply with the Sex Registry for the 2nd or greater time.

 

Kenneth Conn, 45 of Louisa Indicted On Trafficking In A Controlled Substance 1st Degree/Complicity, Class D Felony

The Grand Jury charges: that from December 8, 2017 through December 30, 2017 the above named defendant acting alone or in Complicity with Lloyd Brown, Jr. committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or bot trafficking in a controlled substance namely methamphetamine and/or heroin.

 

Douglas CastleDouglas Castle, 53 of Louisa Indicted On Trafficking In A Controlled Substance 1st Degree/Complicity, Class D Felony

The Grand Jury charges: that from December 8, 2017 through December 30, 2017 the above named defendant acting alone or in Complicity with Lloyd Brown, Jr. committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or trafficking in a controlled substance namely methamphetamine and/or heroin.

 

Jason Hale, 37 of Louisa Indicted On Trafficking In A Controlled Substance 1st Degree/Complicity, Class D Felony

The Grand Jury charges: that from December 8, 2017 through December 30, 2017 the above named defendant acting alone or in Complicity with Lloyd Brown, Jr. committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or bot trafficking in a controlled substance namely methamphetamine and/or heroin.

 

Abigail Pinson, 53 of Louisa Indicted On Trafficking In A Controlled Substance 1st Degree/Complicity, Class D Felony

The Grand Jury charges: that from December 8, 2017 through December 30, 2017 the above named defendant acting alone or in Complicity with Lloyd Brown, Jr. committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or bot trafficking in a controlled substance namely methamphetamine and/or heroin.

 

 Joseph McCoyJoseph McCoy, 20 of Louisa Indicted On Complicity Trafficking In A Controlled Substance 1st Degree, Class D Felony

The Grand Jury charges: that from December 8, 2017 through December 30, 2017 the above named defendant acting alone or in Complicity with Lloyd Brown, Jr. committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or bot trafficking in a controlled substance namely methamphetamine and/or heroin.

 

 

 

 

 

Kelly CollinsKelly Collins, 40 of Fallsburg indicted on Trafficking In A Controlled Substance, 1st degree (10 dosage units) Class C Felony, penalty of 5-10 years.

The Grand Jury charges that on or before September 23, 2016 the defendant committed the offense by knowingly and unlawfully trafficking in a schedule II narcotic, namely Oxycodone.

 

 

 

 

 

Clarence Childers, Jr.Clarence Childers, 46 of Louisa Indicted on Escape, 2nd Degree, 2 Counts of Theft By Unlawful Taking Under $10,000 and Persistent Felony Offender, 1st Degree

The Grand Jury charges that on or before March 21, 2018 the defendant knowingly and unlawfully escaped custody of the 24th judicial circuit community corrections by fleeing his registered residence where he was being monitored on his ankle device, after being placed on court ordered home incarceration as a part of his conditions of bond, the defendant taking a $10,000 sentinel brand ankle monitor belonging to the 24th judicial home incarceration program with the value of $500, the defendant also taking the Sentinel brand of monitor box belonging to the 24th judicial district home incarceration program with a value of $800. Having been charged with prior felonies the defendant is now charged with persistent felony offender.

SEPARATE INDICTMENT: The defendant was indicted on Bail Jumping In The 1st Degree, Class D Felony and Persistent Felony Offender in the 1st Degree. The Grand Jury charges that on March 23, 2018 in Lawrence County the defendant knowingly and unlawfully having been released from custody by the court subsequently did not appear in connection with felony charges of fleeing/Evacuating, Wanton Endangerment, Persistent Felony Offender, the defendant failed to appear at that time and place as ordered by court. The defendant being convicted of prior felonies is being charged with persistent felony offender.

 

 

 

 

 

 

James G. MooreJames G. Moore, 66 of Louisa Indicted on Failure To Comply With Sex Offender Registration (second or subsequent offense) class C felony with a penalty of 5 to 10 years.

The Grand Jury charges that on or before March 21, 2018 the defendant knowingly and unlawfully failed to register new address with the appropriate local probation and parole officer as stated in the provisions of KRS 17.510, while having to previous convictions of this offense.

Lloyd BrownLloyd Brown, Jr. 47 of Louisa, indicted on (1) Complicity Trafficking in a Controlled Substance 1st degree, Class D felony, (2) Trafficking in a Controlled Substance/Complicity 2nd Degree, Class D felony, (3) Trafficking Within 1000 Ft. of a School/Complicity, a Class D felony and (4) Trafficking in a Controlled Substance in the 3rd degree/Complicity, a misdemeanor.

The Grand Jury charges that from December 8, 2017 through December 30, 2017 in Lawrence County (1) The defendant acting alone or in complicity with Jason Hale, Douglas Castle, Kenneth Conn, Sarah Hylton, Abigail Pinson, Joseph McCoy, Christopher Shannon, Sherry Bowen, Robert Chafin, William McCoy and/or Crystal Kincaid committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or by trafficking in the controlled substance, namely methamphetamine and/or Heroin. (2) The defendant acting alone or in complicity with Christopher Shannon, Sarah Hylton and or James Vanhoose committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Suboxone. (3) The defendant acting alone or in complicity with James Vanhoose, James Castle and or James Hale knowingly and unlawfully possessed a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Neurontin. (4) The defendant acting alone or in complicity with James Castle and Sarah Hylton committed the offense by knowingly and unlawfully trafficking a controlled substance within 1000 feet of a school, namely Louisa East elementary school, (555 feet) and Louisa West elementary school (311 feet).

 

 

 

 

 

Sarah Hylton, 42 of Louisa, Indicted on Trafficking In A Controlled Substance, 1st Degree/Complicity a Class D felony, Trafficking In A Controlled Substance, 2nd Degree/Complicity and Trafficking Within 1000 Feet of A School/Complicity

The Grand Jury charges that from December 8, 2017 through December 30, 2017 the defendant acting alone or in complicity with Lloyd Brown, Jr. knowingly and unlawfully possessed a controlled substance with the intent to traffic in that controlled substance or about trafficking in a controlled substance namely methamphetamine and/or Heroin. The defendant knowingly and unlawfully possessed a controlled substance with the intent to traffic in a controlled substance or by trafficking in a controlled substance, namely Suboxone. The defendant acting alone or in complicity with Lloyd Brown, Jr. knowingly and unlawfully trafficking a controlled substance within 1000 feet of a school namely Louisa West elementary school. (313 feet)

 

 

 

 

 

 

James Castle, 53 of Louisa Indicted on Trafficking Within 1000 Feet of a School/Complicity, Class D felony, Trafficking In A Controlled Substance, 3rd Degree/Complicity, a misdemeanor and Persistent Felony Offender.

The Grand Jury charges that from December 8, 2017 through December 30, 2017 in Lawrence County the defendant acting alone or in complicity with Lloyd Brown, Jr. knowingly and unlawfully trafficking a controlled substance within 1000 feet of a school, namely Louisa East elementary school. (555 feet). The defendant acting alone or in complicity with Lloyd Brown, Jr. knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Neurontin. The defendant having been convicted of a prior felony is now being charged with persistent felony offender.

 

James Vanhoose, 39 of Louisa Indicted on Trafficking In A Controlled Substance 2nd Degree/Complicity And Trafficking In A Controlled Substance In The 3rd Degree/Complicity a misdemeanor.

The Grand Jury charges that from December 8, 2017 through December 30, 2017 and LawrenceCounty the defendant acting alone or in complicity with Lloyd Brown, Jr. knowingly and unlawfully being in possession of a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Suboxone. The defendant acting alone or in complicity with Lloyd Brown, Jr. knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance, namely Neurontin.

 

Crystal Kincaid, 40 of Louisa Indicted On Complicity Trafficking In A Controlled Substance 1st Degree, Class D Felony

The Grand Jury charges: that from December 8, 2017 through December 30, 2017 the above named defendant acting alone or in Complicity with Lloyd Brown, Jr. committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance namely methamphetamine and/or heroin.

 

Robert Slone, 65 of Louisa indicted on Theft By Deception Under $10,000. A Class D felony.

The Grand Jury charges that from July 15, 2017 through August 15, 2017 the defendant knowingly and unlawfully engaged in a scheme to defraud Mr. Sam Young, sold him $7,000 worth of fraudulent or counterfeit coins, with the intent to defraud or deprive Mr. Young of those monies.

 

 

 

 

 

Christopher L. ShannonChristopher Shannon, 33 of Louisa Indicted on Trafficking In A Controlled Substance In The 1st Degree/Complicity, Trafficking In A Controlled Substance In The 2nd Degree/Complicity And Persistent Felony Offender In The 1st Degree.

The Grand Jury charges that From December 8, 2017 to December 30, 2017 and Lawrence County the defendant acting alone or in complicity with Lloyd Brown Jr. knowingly and unlawfully possessed a controlled substance with the intent to traffic in that controlled substance namely methamphetamine and/or Heroin. The defendant knowingly and unlawfully possessed a controlled substance with the intent to traffic in that controlled substance, namely Suboxone. The defendant having been charged in this instant indictment and previously convicted of two prior felonies is now charged with persistent felony offender.

 

 

 

 

 

 

Sherry BowenSherry Bowen, 32 of Louisa Indicted On Complicity Trafficking In A Controlled Substance 1st Degree, Class D Felony

The Grand Jury charges: that from December 8, 2017 through December 30, 2017 the above named defendant acting alone or in Complicity with Lloyd Brown, Jr. committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance namely methamphetamine and/or heroin.

 

 

 

 

 

 

Robert W. ChafinRobert Chafin, 40 of Louisa Indicted On Complicity Trafficking In A Controlled Substance 1st Degree, Class D Felony

The Grand Jury charges: that from December 8, 2017 through December 30, 2017 the above named defendant acting alone or in Complicity with Lloyd Brown, Jr. committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance namely methamphetamine and/or heroin.

 

 

 

 

 

 

William J. McCoyWilliam McCoy, 46 of Louisa Indicted On Complicity Trafficking In A Controlled Substance 1st Degree, Class D Felony and Persistent Felony Offender, 1st Degree.

The Grand Jury charges: that from December 8, 2017 through December 30, 2017 the above named defendant acting alone or in Complicity with Lloyd Brown, Jr. committed the offense by knowingly and unlawfully possessing a controlled substance with the intent to traffic in that controlled substance or by trafficking in a controlled substance namely methamphetamine and/or heroin. The defendant having been convicted of two prior felonies is now charged with Persistent Felony Offender.

 

 

 

 

 

Matthew Diamond, 33 last known address, Dixon, TN. Indicted on Bailjumping In the First Degree, a Class D felony.

The Grand Jury charges that on February 23, 2018 in Lawrence County the defendant knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that he will subsequently appear at a specific time and place in connection with felony charges, he failed to appear at that time and place as ordered by court.

 

 

 

 

 

William W. ChafinWilliam Chafin, 29 of Louisa Indicted on Bailjumping In the First Degree, a Class D felony.

The Grand Jury charges that on March 9, 2018 in Lawrence County the defendant knowingly and unlawfully having been released from custody by the court, with or without bail, upon condition that he will subsequently appear at a specific time and place in connection with felony charges, he failed to appear at that time and place as ordered by the court.

 

Travis Falls, 39 of Louisa indicted on Possession of a Controlled Substance, 1st Degree, Class D felony.

The Grand Jury charges that on or before February 1, 2018 in LawrenceCounty the defendant acting alone or in complicity with John Scott committed the offense by knowingly and unlawfully being in possession of methamphetamine.

 

 

 

 

 

Craig AdamsCraig Anthony Adams, 30 of Tomahawk KY. Indicted on Possession Of A Controlled Substance, 1st Degree, A Class D Felony, Operating A Motor Vehicle Under The Influence Of Alcohol/Drugs, A Misdemeanor And Possession Of Drug Paraphernalia, A Misdemeanor.

The Grand Jury charges that on or before October 20, 2017 and Lawrence County the defendant knowingly and unlawfully being in possession of a controlled substance, methamphetamine. Operating a motor vehicle while under the influence of alcohol/drugs first offense, and possessing drug paraphernalia by knowingly and unlawfully being in possession of a syringe.

 

 

 

 

 

John Scott, 32 of Louisa indicted on Possession of a Controlled Substance, 1st Degree, Class D felony.

The Grand Jury charges but on or before February 1, 2018 and Lawrence County the defendant acting alone or in complicity with Travis Falls knowingly and unlawfully possessed methamphetamine.

 

 

 

 

 

Michael Constance, 40 of Piedmont, SC. Indicted on Possession Of A Controlled Substance in the 1st Degree, Class d felony.

The Grand Jury charges that on or before December 10, 2017 in Lawrence County the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine.

 

 

 

 

 

Trudy Lee HarlessTrudy Harless, 37 of Louisa Indicted on Possession of a Controlled Substance, 1st Degree, Class D Felony and Use/Possession of Drug Paraphernalia, 1st Degree, misdemeanor.

The Grand Jury charges that on or before January 20, 2018 the defendant knowingly and unlawfully possessed a controlled substance, methamphetamine and drug paraphernalia by being in possession of altered straws.

 

 

 

 

 

Robert A. WoodsRobert Woods, 37 of Louisa Indicted on Possession of a Controlled Substance, Class D felony and Possession of Drug Paraphernalia, 1st offense, misdemeanor.

The Grand Jury charges charges that on or before September 30, 2017 the defendant committed the offense of possession of a controlled substance by knowingly and unlawfully being in possession of methamphetamine. The defendant also possessed drug paraphernalia.

 

 

 

 

 

Michelle ShawMichelle Shaw, 28 of Louisa indicted on Criminal Mischief In The 1st Degree, Class D Felony And Criminal Trespass 2nd Degree, misdemeanor.

The Grand Jury charges that on February 21, 2018 in Lawrence County the defendant knowingly and unlawfully caused damage to property owned by Shana Boggs, namely $1,000 in damages to an automobile owned by the victim. The defendant knowingly and unlawfully entered or remained upon premises owned by Shana Boggs.

 

An indictment is not proof of guilt or innocence but a charge by a grand jury that there is enough evidence to proceed to trial.
