LAWRENCE COUNTY ARREST REPORT – JANUARY 23-31, 2018

EVEN THOUGH THERE WAS SOMEWHAT OF A SLOWER THAN NORMAL RATE OF ARRESTS IN LAWRENCE COUNTY AND THE SURROUNDING BIG SANDY REGION DURING THE LAST 8 TO 9 DAYS OF JANUARY, THOSE WHO DID GET ARRESTED WERE CHARGED WITH SERIOUS CRIMINAL FELONIES, CAUSING MOST OF THEM TO BE UNABLE TO POST BONDS.

THIS HAS CAUSED THE NUMBER OF INMATES BEING HOUSED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE TO GO FROM THE MID 270s EARLIER IN JANUARY DUE TO THE HARSH WINTER WEATHER, BACK UP TO AS HIGH AS 305 ON WEDNESDAY NIGHT JANUARY 31; IN A FACILITY WHOSE DESIGNATED MAXIMUM INMATE CAPACITY IS 225.

AT LEAST 370 ARREST BOOKINGS TOTAL WERE RECORDED AT THE BIG SANDY REGIONAL DETENTION CENTER FOR JANUARY.

13 PEOPLE WERE ARRESTED IN LAWRENCE COUNTY IN THE PAST 8+ DAYS. ANOTHER 3 LAWRENCE COUNTY RESIDENTS WERE ARRESTED IN NEIGHBORING COUNTIES ( 1 BOYD COUNTY, 1 IN MARTIN COUNTY, AND 1 IN JOHNSON COUNTY). THE NAMES OF THOSE ARRESTED ARE THE FOLLOWING:

Joseph R. BentleyJoseph R. Bentley, 37, of Ashland, Kentucky; was arrested on January 24, 2018, at 12:32 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER, • BAIL JUMPING 1ST DEGREE.

 

 

 

 

 

 

Winfred S. ScottWinfred S. Scott, 27, of Louisa, Kentucky; was arrested on January 24, 2018, at 12:36 P.M., by a deputy of the Lawrence County Sheriff Department, and was charged with: • CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.

 

 

 

 

 

Rick L. StumboRick L. Stumbo, 51, of Louisa, was arrested on January 26, 2018, at 3:15 P.M., by sergeant Chuck Jackson of the Lawrence County Sheriff Department, and was charged with: • FLEEING OR EVADING POLICE, 2ND DEGREE (ON FOOT), • POSSESSION CONTROLLED SUBSTANCE 2ND DEGREE, 1ST OFFENSE (-DRUG UNSPECIFIED), • NO OTHER STATE REGISTRATION RECEIPT, • FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY, 1ST OFFENSE, • OPERATING VEHICLE WITH EXPIRED OPERATORS LICENSE, • OPERATING MOTOR VEHICLE UNDER/ INFLUENCE ALCOHOL/DRUGS/ETC. .08 – 2ND OFFENSE.

 

 

 

 

Samuel L. MolletteSamuel L. Mollette, 36, of Louisa, was arrested on January 26, 2018, at 7:14 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • SERVING WARRANT (FOR OTHER POLICE AGENCY).

 

 

 

 

 

 

Jesse F. CaudillJesse F. Caudill, 34, of Louisa, was arrested on January 26, 2018, at 7:14 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • PERSISTENT FELONY OFFENDER I, • CRIMINAL POSSESSION OF FORGED INSTRUMENT 2ND DEGREE (IDENTIFY), • THEFT BY DECEPTION-INCLUDE COLD CHECKS UNDER/$10,000, • KNOWINGLY EXPLOIT ADULT BY PERSON >$300.

Boyd Marcum, Jr.Boyd Marcum Jr., 19, of Kermit, West Virginia; was arrested on January 27, 2018, at 5:42 A.M., by Constable Paul Wells of the Lawrence County Constable-District 1, and was charged with: • NO REGISTRATION PLATES, • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL < 21 YEARS OF AGE .02-.07.

 

 

 

 

 

 

Ricky VanceRicky Vance, 50, of Louisa, was arrested on January 27, 2018, at 3:52 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • BURGLARY, 3RD DEGREE (2 SEPARATE CHARGES COUNT), • WANTON ENDANGERMENT-1ST DEGREE.

 

 

 

 

 

Sandra K. Farris RiceSandra K. Farris-Rice, 44, of Wayne, West Virginia; was arrested on January 29, 2018, at 12:43 A.M., by patrolman officer Julius Musick of the Louisa Police Department, and was charged with: • ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).

 

 

 

 

 

 

William Chandler IIIWilliam Chandler III, 47, of River, Kentucky; was arrested on January 29, 2018, at 1:10 A.M., by patrolman officer Julius Musick of the Louisa Police Department, and was charged with: • ASSAULT, 4TH DEGREE (DOMESTIC VIOLENCE) MINOR INJURY, • ALCOHOL INTOXICATION IN A PUBLIC PLACE (1ST & 2ND OFFENSE).

 

 

 

 

 

 

Lonnie L. MarcumLonnie L. Marcum, 36, of Vanceburg, Kentucky; was arrested on January 29, 2018, at 12:10 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • RECEIVING STOLEN PROPERTY UNDER/ $10,000.

 

 

 

 

 

Andrea S. CantrellAndrea S. Cantrell, 35, of Ulysses, Kentucky; was arrested on January 29, 2018, at 7:38 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • NO REGISTRATION PLATES, • NO REGISTRATION RECEIPT, • IMPROPER DISPLAY OF REGISTRATION PLATES, • FAILURE TO PRODUCE INSURANCE CARD, • UNLAWFUL TRANSACTION W/MINOR 3RD DEGREE ( 2 SEPARATE CHARGES COUNT).

Cantrell, 33, of Louisa, was arrested on January 29, 2018, at 10:37 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • DISREGARDING STOP SIGN, • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), • POSSESSION OF HANDGUN BY CONVICTED FELON, • TAMPERING WITH PHYSICAL EVIDENCE.

 

 

 

 

 

Gregory Allen WhitmanGregory Allen Whitman, 33, of Ulysses, Kentucky; was arrested on January 29, 2018, at 10:37 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE).

 

 

 

 

Amber HarlessAmber Harless, 29, of Blaine, Kentucky; was arrested in Johnson County on January 25, 2018, at 4:40 P.M., by officer Keith Maynard of the Paintsville Police Department, and was charged with: • MANUFACTURING METHAMPHETAMINE, 1ST OFFENSE.

Kirk of the Martin County Sheriff Department, and was charged with: • PUBLIC INTOXICATION-CONTROLLED SUBSTANCE (EXCLUDES ALCOHOL)M • DRUG PARAPHERNALIA – BUY/POSSESS.

Timothy K. Mullett, 38, of Louisa, was arrested on January 18, 2018, at 12:11 P.M., by chief deputy Mark Wheeler of the Lawrence County Sheriff Department, and was charged with: • POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE. (METHAMPHETAMINE), • DRUG PARAPHERNALIA – BUY/POSSESS.

 

 

 

 

 

 

Jason MaynardJason Maynard, 25, of Louisa, was arrested in Boyd County on January 27, 2017, at 1:53 A.M., by officer John McCormick of the Ashland Department, and was charged with: CHARGES UNKNOWN.

Jason Maynard was transferred to and booked in the Big Sandy Regional Detention Center on January 30, 2018, at 2:29 P.M., and was charged with: CHARGES UNKNOWN.
