Louisa Utility Board 7/6/17

City will begin new online bill payment system this month

The Louisa Utility Board met Thursday, July 7, 2017 at 6pm. Those in attendance were Mayor Harold Slone, Mitch Castle Council, Sam Lester Board, Heath Preston Board, Jeff Kinser Board and Eldred Adams City Attorney. Absent from the meeting was Steve Lycans Board. After the opening prayer and pledge the meeting was called to order.

The Board’s first item on the agenda, was to review and resolve two customer concerns.

Louisa Utilities Board member Heath Preston, right told the board that the customer must pay for movement of water lines such as in the new medical building at TRMC. Sam Lester is on the left..

*  The Board was in agreement to reimburse Mr. and Mrs. Donald Carter of Greenbriar monies paid for sewer services that they did not receive. They were offered a water credit but preferred the money back as they no longer own the property involved.

*  The Board also reviewed Mr. John Brown’s issue. The Board decided to offer Mr. Brown a choice. Either the city could give back the $500 tap fee that Mr. Brown paid several years ago or accept the $2,600 equipment from the city to complete his sewer tap setup. The City of Louisa does not install the system. It must be installed by proper authorities like a plumber or electrician.

The Mayor then updated the Board on new personnel. Mr. Randy McDaniel has been hired to replace a retiring employee. He currently manages the Sewer Plant at Grayson Lake and is from Carter Co, Ky. McDaniel holds a Class II wastewater treatment operators license and Class II Collection license which is required to manage a system the size of Louisa.

The Board also reviewed and approved the minutes from the previous meeting and the financials. Water loss calculation greatly improved and is at 21%. The City will begin this month the new online bill pay software program. Customers will enjoy the convenience of paying on-line. It will also offer budget friendly payment plans.

A discussion about how to offer water services to the new medical facility that is being built in 645 also took place. The city’s tap is on the other side of the highway. board member Heath Preston stated, “It is usually up to the builder to get the property surveyed and properly installed to the point of the City’s tap.”

The meeting was then adjourned.
