The Louisa Utility Board met for the monthly regular meeting on Tuesday, May 16, 2017. Those in attendance were Mayor Harold Slone, City Councilman Mitch Castle, Member Sam Lester, Member Heath Preston, Member Jeff Kinser, Member Steve Lycans and Eldred Adams City Attorney.

Motion made by Steve Lycans, second by Heath Preston to review and approve the minutes from the April 4th and April 18th meeting.

Warren Sutherland and his wife, of Silver Fox Drive approached the commission regarding their water/sewer bills. The Board heard from Warren Sutherland and his wife of Silver Fox Drive regarding their water/sewer bills. They have 3 properties and all three were being charged for sewer when only 1 house was using it. The solution was to install an additional meter for the other house.

The Board agreed to do this.

The bids for a new mini-excavator were opened and discussed with the Board. After a review of the specifications, the Board decided to go with State Equipment for $56,342. which was the lowest bid for the total package which included the Kubota excavator and the hammer.

The matter will now be presented to the City Council for approval.

P & A Engineers updated the Committee on the progress of the Sewer Rehabilitation Project. They were informed that so far approx 7,500 ft have been inspected by the camera.

Some problems have been identified and will be reported on at the conclusion of the project. A couple of the streets with problems included Lock Ave and Franklin St.

The Water Loss Calculation for the month of April was 25%. This finding is expected to decrease with the installation of new water meters.

The City’s new software program is being installed and should be up and running in the next couple of weeks. Customers will be able to pay and view their bill on-line.

A suggestion by the Mayor was to change the city ordinance regarding the time of the Utility Board Meeting from the 3rd Tuesday of the month to the 1st Tuesday of the month.

Mayor Slone stated, “We would be able to get things done much faster this way. This would encourage prompt review of Committee recommendations to the City Council which meets on the 2nd Tuesday of the month.”

The meeting was then adjourned.
