City Council may renovate city hall

CITY COUNCIL SPECIAL MEETING TUESDAY MARCH 28, 2017

LOUISA MAYOR HAROLD SLONE The Louisa City Council met for a Special Meeting, Tuesday, March 28, 2017 at 6pm. Those present for the meeting were Mayor Harold Slone, Mitch Castle Member, Ron Cordle Member, David McKenzie Member, Lisa Schaeffer Member, Tom Parsons Member, John Nolan Member, Eldred Adams City Attorney and Greg Fugitt Chief of Police.

The meeting was called to order after the pledge and opening prayer.

Annexation was the topic that dominated the meeting. The Mayor and Council discussed the pros and cons of annexing some property that adjoins the City of Louisa after businessman John Clark requested that his marathon station on Rt. 2565 be added to the city so that he can sell alcoholic beverages.

City officials still have no estimate of the number of citizens nor the number of businesses and housing units may be involved in an annexation if it is approved by voters in the area.

The additional services of Fire and Police protection were the most important pros of being annexed.

A change in paying taxes was also reviewed. The following review was given to the Council to ponder. The current tax rate for Louisa 2016 is 0.0237%, which averages out to $237.00 if your house tax appraised value is $100,000.00. The Fire District rate is 0.010655%, which averages out to $10.66 on a home valued at $100,000. The average home in Louisa is valued at  $110,500.

The chart illustrates the additional charges for sewer, water and garbage rates.

It was also decided that if the City were to proceed it could not force residents to become a part of the city. A PUBLIC FORUM will be held April 25, 2017 at 7pm at the Louisa Senior Citizens Center. All residents with questions and concerns should participate in this most important venue.

Option 1 is to do nothing.

Option 2 – annex the commercial area from Joe Youngs Insurance to past the Clark Oil Gas Station on 2565

Option 3 – annex other adjoining properties (Stella Moore ballfield , Highbottom)

Annexing additional areas would increase the population of the City and allow for seeking additional grant money, mayor Slone said.

Motion made and passed to allow the Mayor to pay an outside contractor to develop preliminary architectural services for the City Hall Building

The meeting was then adjourned.
