***Update from Ongoing Investigation***
Ashland, Ky. (August 05, 2016) – The Kentucky State Police have charged a Carter County resident with Sexual Abuse 1st Degree as part of an ongoing investigation.
On July 22, 2016 evidence and testimony was presented to the Carter County Grand Jury for possible prosecution. After hearing testimony the Grand Jury issued arrest warrants for 3 counts of sexual abuse 1st degree
On August 5, 2016 Timothy “Fig” Carper age 49, of Grayson, KY, was arrested, lodged in the Carter County Detention Center and charged with the following:
Sexual Abuse 1st Degree (3 Counts)

Ashland, Ky. (May 11, 2015) – The Kentucky State Police have charged a Carter County resident with harassing communications of an eighteen year old student at Paul Blazer High School.
On April 29, 2015 the Kentucky State Police Post 14 received a report from Paul Blazer High School pertaining to the harassment of a student athlete. Detective Chris Carter responded and began an investigation into the allegations made by the student. The investigation revealed Carper had engaged in inappropriate and unwanted contact with the student on multiple occasions via various social media sites and through text messages.
On May 8, 2015 Timothy “Fig” Carper age 48, of Grayson, KY, was charged with:
Harassing Communications (1 Count)
