Regular Meeting Agenda

10:00 a.m.

 

Representatives from American Electric Power were in attendance at Monday’s Lawrence County Fiscal Court meeting to speak about the funding the company will provide the county to help make up for the huge loss of the Kentucky Power plant’s coal fired facilities.

Judge/Executive John Osborne, magistrates Earl Boggs, Morris Howard, Rick Blackburn and John J Lemaster were present. The next meeting will be held on June 20th  at 10:00am.

At the meeting the court:

* Approved minutes of the April 18, 2016 Regular Meeting – Motion by Morris Howard and Seconded by Rick Blackburn.

* Approved 1st Reading of Budget Amendment #5- Motion by Rick Blackburn and Seconded by Earl Boggs

* Approved Treasurer’s Request  Motion by Earl Boggs and Seconded by Rick Blackburn

* Approved payment of Bills- Motion by Morris Howard and Seconded by Earl Boggs.

* Approved Treasurer’s Report – Motion by Rick Blackburn and Seconded by Earl Boggs

* Approved 1st Reading of FY 16/17 Budget- Motion by Morris Howard and Seconded by Rick Blackburn.

* Approved Recurring Expenses FY 16/17- Motion by Rick Blackburn and Seconded by Earl Boggs.

* Set Salaries FY 16/17 for county employees and county officials. No figures were discussed. A spokesperson for the judge’s office said there was no change from last year. Motion by Rick Blackburn and Seconded by Morris Howard.

* Approved Resolution for CBEG Grant with assistance of FIVCO to build a new fire station in Blaine – Motion by Earl Boggs and Seconded by Rick Blackburn.

* Approved Contract on County Park Store – Contract to Legend Enterprises. No price was mentioned. Motion by Earl Boggs and Seconded by Rick Blackburn.

* Authorized County Clerk Chris Jobe to Advertise for Bids on Gravel, Blacktop, Pipe, Fuel, Etc.- Motion by Rick Blackburn and Approved by Earl Boggs.

* Approved Personnel Policy & Procedures and Administrative Code. No copy of the policy was distributed.-Approved by Rick Blackburn and Seconded by Morris Howard.

* Awarded Bid on Brookside/Summer Bridge – Only one bid on the bridge for $82,000 to E&E Construction. Motion by Earl Boggs and Seconded by Rick Blackburn.

* Appointed Member to Fred M. Vinson Board (Constance Queen) – Motion by Earl Boggs and Seconded by Rick Blackburn.

* Approved Correction on Board of Assessment Members Term  -Member Term of Kim Burke to May 19th, 2017. Motion by Morris Howard and seconded by Earl Boggs.

* Appointed Bobby Preece to Board of Assessment- Motion by Rick Blackburn and Seconded by Earl Boggs.

* Heard AEP President Greg Pauley speak on the contributions being made by the company to help make up the loss to the economy when the 50 year old Big Sandy plant’s coal burning facility was changed to burn natural gas. 

* Voted to combine two left over water project grants into one.
