WHAT A CRUEL EVIL PIECE OF (INSERT YOUR OWN PROFANITIES & VULGAR TERMS EVERYONE): DEVAN BLEVINS, 21, OF LOUISA, KENTUCKY; TURNED HIMSELF IN TO THE SHERIFF OFFICE TUESDAY, AFTER WARRANTS WERE FILED AGAINST HIM, FOR WHICH HE WAS CHARGED WITH THREE VIOLENT FELONY OFFENSES, FOR THE SAVAGE EXTENSIVE BEATING OF HIS GIRLFRIEND, DIXIE FOWLER, ON MONDAY NIGHT WHILE ALLEGEDLY ‘EXTREMELY HIGH’ UNDER THE INFLUENCE OF AN UNKNOWN NARCOTIC/CHEMICAL. A Lawrence County man turned himself into police early Tuesday evening, after warrants were filed against him for subjecting his girlfriend to several hours of vicious beatings that left her suffering serious injuries Monday night, of which can be easily seen in a couple of photos of her taken by her mother at the Three Rivers Medical emergency room. These pictures were sent to The Levisa Lazer by the victim’s mother.
The woman’s mother, Diana Vance, sent three photos of her daughter, Dixie Fowler, two of which were the evidence of the assault, and the other photo showed the young couple in a happier time. Diana Vance also wrote a short but very angry letter to what her daughter Dixie had to endure for the lengthy period of terror she suffered.
Here below is what Diana Vance wrote about the horrifying situation that Dixie Fowler was subjected to:

She’s my daughter and he beat her within an inch of her life pretty much…
Held her captive…
Made her walk naked while beating her…
Boot stomped and choked her multiple times…
Broke her nose…
He turned himself in but people need to know the scum he is because eventually he will be let out on bail and or let off sadly because more times than not our justice system sucks…
I don’t want another girl/woman to suffer what she has…
He drug her across the county pretty much beating her for hours and hours…
Here is a picture of how badly she was beaten but looks way worse now bruises have started setting in good…
He was extremely high on something we aren’t sure as to what but please put this story out…?
Warrants were filed against Devan Blevins by the Lawrence County Sheriff Office for the charges he committed during his assault on Dixie Fowler. Apparently, when Devan Blevins was somehow alerted to the fact criminal warrants were placed on him, Devan Blevins was level-headed enough to contact and subsequently turn himself into the Lawrence County Sheriff Office, where he was taken into custody by Sheriff Chuck Jackson.
Devin Blevins was charged with the three following offenses:
* UNLAWFUL IMPRISONMENT – 1ST DEGREE,
* STRANGULATION 1ST DEGREE,
* ASSAULT, 2ND DEGREE – DOMESTIC VIOLENCE.
The second degree assault and the strangulation charges are both Class C felony offenses, each coming with punishment of five (5) to ten (10) years in prison. The strangulation charge is a Class D felony punishable by one (1) to five (5) years in prison.
Devan Blevins was transported to and lodged in the Big Sandy Regional Detention Center in Paintsville, KY., in Johnson County; where he was booked at 5:18 P.M. Tuesday afternoon. Devin Blevins is currently being held on a $25,025 full cash bond only.
DCBS probably needs to pay the kids a visit if she let him keep them.

There’s 2 sides to every story and in Kentucky anyone can go and swear out a warrant and say anyone done anything to you. You’re guilty until proven innocent in the Commonwealth of Kentucky js.
That’s what I’m saying.. they’ll only tell the part of one person, but how much did he have to take being hit or yelled at or things and that’s definitely not what happened. They’re making it sound terrible. She jumped out of the car plus she was showing herself to several men on the internet… but oh well. It’s all going to be put on him. I’m not saying it’s not wrong but if you’re man enough to stand up and hit a man, you’re big enough to take being hit back and that’s coming from a woman. Why isn’t she being charged for domestic or battery? Is it because she’s a woman and he’s a man? That’s what it sounds like to me. Not to mention she’s the one who wouldn’t leave when he gave her the keys and told her to leave him alone several times and she kept coming back and going at it with him.
Really! Where are his injuries documented at? From the side by side comparison of the posted pics, looks like he doesn’t have a scratch. Unless she tries to kill him, nothing justified her being beat like that. Complete BS. Sadly, it will probably go nowhere, just like other cases of DA in this county.
You two genuinely sound ignorant excusing his actions by saying “there is two sides to every story” at the end of the day, he beat her senseless, while making her be naked for hours while beating her, and boot stomping her?! I guess I could see maybe smacking your partner in the face if you’re really upset about something, but boot stomping?? You all are LITERALLY wild for even trying to defend him. No excuse good enough to do this to someone. Drugs ain’t even a good enough excuse. At the end of the day, he literally almost killed her. Maybe they was toxic or whatever, maybe she should’ve got out sooner, but NO ONE DESERVES THIS. Hope you all have the day you deserve, and I hope it’s even worse the next day.

It’s sad that you are trying to defend something that is indefensible. When a man puts hands on a woman he ceases to be a man. He is now a coward, among other things. Things that can’t be published on here. It doesn’t matter what she said or did, he should have walked away. That is what a real man does. He could have called police if she was hitting him. I don’t believe she did anything like that, because these cowards always blame the victim. They don’t have any decency. he is from Lawrence County. He went to Lawrence County high school and his whole family lives here.
As an old woman that was beaten almost to death when I was younger I just want to let everyone to know the inner scares this young woman has will never heal. No one deserves to be treated like she was. Prayers for her. Thank God she is still alive but she had a long road ahead of her.
I’m sure he will get off on the charges because our justice system half the cops are crooked and it depends on who you know. If they don’t like you your screwed because then you don’t have to do anything wrong and they will make something up.
