FROM 12:00 A.M., SEPTEMBER 11, 2022, THRU TO 11:59 P.M., SEPTEMBER 20, 2022, (10 DAYS); AT LEAST 102 PEOPLE WERE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, & MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE, KY., IN JOHNSON COUNTY.
 
OUT OF THOSE 85 ARRESTS, 13 ARRESTS WERE FROM LAWRENCE COUNTY.
SEPARATELY, (2) LAWRENCE COUNTY RESIDENTS WAS TAKEN INTO CUSTODY IN ANOTHER COUNTY JURISDICTION (ONE (1) IN JOHNSON COUNTY; AND ONE (1) IN BOYD COUNTY, WHO WAS ON A LATER DATE, EVENTUALLY BROUGHT BACK TO THE BSRDC IN PAINTSVILLE.).
 
IN ADDITION THERE IS ONE (1) IN JOHNSON COUNTY ON SEPTEMBER 7, THAT WAS MISSED TO BE ADDED IN THE LAST LAWRENCE COUNTY ARREST REPORT, THAT VERY SOON THEREAFTER LED TO A FEDERAL INDICTMENT OF THE SUSPECT
 
PREVIOUSLY, FROM 12:00 A.M.,SEPTEMBER 1,2022,THRU TO 11:59 P.M.,SEPTEMBER 10,2022, (10 DAYS);AT LEAST 102 PEOPLE WERE ARRESTED FROM JOHNSON, LAWRENCE, MAGOFFIN, & MARTIN COUNTIES COMBINED, AND WERE BOOKED AT THE BIG SANDY REGIONAL DETENTION CENTER IN PAINTSVILLE, KY., IN JOHNSON COUNTY. OUT OF THOSE 102 ARRESTS,12 ARRESTS WERE FROM LAWRENCE COUNTY. SEPARATELY, (2) LAWRENCE COUNTY RESIDENTS WAS TAKEN INTO CUSTODY IN ANOTHER COUNTY JURISDICTION (ONE (1) IN MARTIN COUNTY, IN ADDITION TO ONE (1) IN JOHNSON COUNTY ON SEPTEMBER 7, THAT WAS MISSED TO BE ADDED IN THE LAST LAWRENCE COUNTY ARREST REPORT, THAT VERY SOON THEREAFTER LED TO A FEDERAL INDICTMENT OF THE SUSPECT).
HERE ARE THE THIRTEEN (13) ARRESTS IN LAWRENCE COUNTY, AND THE TWO (2) OUT OF COUNTY ARRESTS OF A LAWRENCE COUNTY CITIZEN, AS WELL AS THE ONE (1) IN JOHNSON COUNTY ON SEPTEMBER 7, THAT WAS MISSED TO BE ADDED IN THE LAST LAWRENCE COUNTY ARREST REPORT,  ARE AS THE FOLLOWING:
 
Johnathan Lester Ratliff, 56, of Louisa, Kentucky; was arrested on September 12, 2022, at 9:40 P.M., by UNKNOWN POLICE AGENCY; and was charged with: 
• FAILURE TO APPEAR.
 
John D. Senters, 53, of Louisa, Kentucky; was arrested on September 13, 2022, at 5:36 P.M., by  UNKNOWN POLICE AGENCY; and was charged with: 
• NO REGISTRATION RECEIPT, 
• NO REGISTRATION PLATES, 
• OPERATING MOTOR VEHICLE UNDER/INFLUENCE CONTROLLED SUBSTANCE (189A.010(1D) – 1ST OFFENSE, 
• POSSESSION CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE HYDROCODONE, 
• FAILURE TO WEAR SEAT BELTS, 
• FAILURE TO OR USE OF IMPROPER SIGNAL, 
• FAILURE TO PRODUCE INSURANCE CARD, 
• CARELESS DRIVING.
 
Aaron Blake Justice, 28, of Warfield, Kentucky; was arrested on September 14, 2022, at 8:30 A.M., by Sheriff Chuck Jackson, of the Lawrence County Sheriff Officer, and was charged with: 
• FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE), 
• WANTON ENDANGERMENT-1ST DEGREE, 
• RECEIVING STOLEN PROPERTY $1,000 < $10,000.
 
 

Robert C. Cyrus, 37, of Fort Gay, West Virginia; turned himself in and was taken into custody on September 14, 2022, at 12:05 P.M., at the Lawrence County Judicial Center, by court security officer Melody Salyers,of the Lawrence County Sheriff Office,& was charged with via a grand jury indictment:   
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE) 
• DRUG PARAPHERNALIA – BUY/ POSSESS, 
• RESISTING ARREST, 
• POSSESSION CONTROLLED SUBSTANCE, 3RD DEGREE – DRUG UNSPECIFIED, 
• POSSESSION OF MARIJUANA, 
• PRESCRIPTION CONTROLLED SUBSTANCE NOT PROPER CONTAINER 1ST OFFENSE.
 
Jonah Lewis Skaggs, 33, of Lowmansville,Kentucky; was arrested on September 14, 2022, at 6:36 P.M., by deputy Joseph Osborne, of the Lawrence County Sheriff Department, and was charged with: 
• RESISTING ARREST, 
• DRUG PARAPHERNALIA – BUY/POSSESS, 
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (HEROIN), 
• BURGLARY, 3RD DEGREE,
 • FAILURE TO APPEAR.
 
David A Harmon, 51, of Mount Sterling, Kentucky; was taken into custody on September 15, 2022, at 8:51 P.M., by deputy Joseph Osborne, of the Lawrence County Sheriff Office, to serve a guilty plea jail sentence, “weekender”:
• CONTEMPT OF COURT LIBEL/SLANDER RESISTANCE TO ORDER.
 

Joseph Berry, 40, of Fort Gay, West Va; was arrested on September 15,2022,at 10:01 P.M., by deputy Joseph Osborne, of the Lawrence County Sheriff Department, and was charged with via a grand jury indictment:
• RECEIVING STOLEN PROPERTY $500 < $1,000, 
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE 1ST OFFENSE (DRUG UNSPECIFIED, 
• NO OPERATORS-MOPED LICENSE.
 
Danielle M. Robertson, 26, of Fort Gay, West Virginia; was arrested on September 15, 2022, at 10:01 P.M., by deputy Joseph Osborne, of the Lawrence County Sheriff Department, and was charged with: 
• POSSESSION CONTROLLED SUBSTANCE 1ST DEGREE, 1ST OFFENSE (METHAMPHETAMINE), 
• DRUG PARAPHERNALIA – BUY/POSSESS, 
• PRESCRIPTION CONTROLLED SUBSTANCE NOT PROPER CONTAINER 1ST OFFENSE.
 
Kristin L. Slone, 26, of Inez, Kentucky; was arrested on September 17, 2022, at 3:46 P.M.,by sergeant Steven Wilburn, of the Louisa Police Department,& was charged with: 
• PROBATION VIOLATION (FOR FELONY OFFENSE).
 
 
Terry L. Hensley, 48, of Louisa,Kentucky; was arrested on September 17,2022, at 6:34 P.M.,by trooper Traci Nelson, of the Kentucky State Police,& was charged with: 
• OPERATING MOTOR VEHICLE UNDER/ INFLUENCE CONTROLLED SUBSTANCE (189A.010(1D) – 1ST OFFENSE, 
• FAILURE TO WEAR SEAT BELTS, 
• DRUG PARAPHERNALIA – BUY/POSSESS, 
• DISREGARDING STOP SIGN, 
• FAILURE TO PRODUCE INSURANCE CARD, 
• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE/SECURITY,1ST OFFENSE, 
• NO REGISTRATION RECEIPT, 
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE.
Allen L. Presley, 43, of Louisa,Kentucky; was arrested on September 17, 2022, at 6:50 P.M., by deputy Tyler Laney, of the Lawrence County Sheriff Officer, and was charged with: 
• CRIMINAL MISCHIEF 2ND DEGREE, 
• TERRORISTIC THREATENING, 1ST DEGREE.
 
Freddy West, 76, of Louisa,Kentucky; was arrested on September 19, 2022, at 11:58 A.M., by chief deputy-sergeant Mason Keefer, of the Lawrence County Sheriff Officer, and was charged with: 
• HARASSMENT – PHYSICAL CONTACT – MO INJURY.
 
William Ray West, 37, of Louisa,Kentucky; was arrested on September 19,2022,at 1:29 P.M.,by trooper William Galloway, of the Kentucky State Police, & was charged with:
• FAILURE TO APPEAR, CITATION FOR MISDEMEANOR, 
• FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE), 
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE.
William West was originally arrested in Boyd County, KY., was arrested in Boyd County, KY., on September 11, 2022, at 1:53 A.M., by trooper William Galloway, of the Kentucky State Police,& was charged with:
• FAILURE TO APPEAR (2 SEPARATE CHARGES COUNTS), 
• FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE),  
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE.
One of the Failure To Appear charges was from a Boyd County warrant, while the other three charges were from  Lawrence County, for which William Ray West was transported from the Boyd County Detention Center in Catlettsburg, KY., and was taken to the Big Sandy Regional Detention Center in Paintsville, KY., in Johnson County, and was booked and lodged on September 19, 2022, at 1:29 P.M.

William Ray West, 37, of Louisa, Kentucky; was arrested in Boyd County, KY., on September 11, 2022, at 1:53 A.M.,by trooper William Galloway, of the Kentucky State Police,& was charged with: 
• FAILURE TO APPEAR (2 SEPARATE CHARGES COUNTS), 
• FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE),  
• OPERATING ON SUSPENDED OR REVOKED OPERATORS LICENSE.
3 OF 4 charges William West was arrested on were from warrants out of Lawrence County.
 
 
David Blackburn, 60, of Louisa,Kentucky; was arrested in Johnson County on September 15, 2022, at 12:54 A.M.,by officer Mitchell Williamson, of the Paintsville Police Department, and was charged with: 
• FAILURE TO WEAR SEAT BELTS, 
• LICENSE TO BE IN POSSESSION, 
• NO REGISTRATION PLATES, 
• NO REGISTRATION RECEIPT, 
• FAILURE TO PRODUCE INSURANCE CARD, 
• FAILURE OF OWNER TO MAINTAIN REQUIRED INSURANCE 1ST OFFENSE, 
• FAILURE TO REGISTER TRANSFER OF MOTOR VEHICLE, 
• FAILURE TO NOTIFY ADDRESS CHANGE TO DEPARTMENT OF TRANSPORTATION,  • OPERATING MOTOR VEHICLE UNDER/INFLUENCE ALCOHOL/SUBSTANCE (189A.010(1E) – 1ST OFFENSE, 
• RECEIVING STOLEN PROPERTY UNDER/$500.
 
 

Phillip Jude, 57, of Louisa, Kentucky; was arrested in Johnson County on September 7, 2022, at 6:09 P.M.,by trooper Reed (badge 699) of the Kentucky State Police, Post 9, Pikeville, on eight (8) charges, including trafficking of six (6) different kinds of illegal narcotic drugs:

*TRAFFICKING IN CONTROLLED SUBSTANCE,1ST DEGREE, 1ST OFFENSE – (> OR = 10 D.U. OPIATES),

*TRAFICKING IN CONTROLLED SUBSTANCE, 1ST DEGREE, 1ST OFFENSE – (> OR = 2 GRAMS METHAMPHETAMINE),

*TRAFFICKING IN CONTROLLED SUBSTANCE, 1ST OFFENSE (CARFENTANIL OR FENTANYL DERIVATIVES),

*TRAFFICKING IN CONTROLLED SUBSTANCE 1ST OFFENSE (HEROIN),

*TRAFFICKING IN CONTROLLED SUBSTANCE, 2ND DEGREE, 1ST OFFENSE – (> OR = 20 D.U. DRUG UNSPECIFIED SCHEDULE 3),

*TRAFFICKING IN CONTROLLED SUBSTANCE, 3RD DEGREE, 1ST OFFENSE – (>120 D.U. DRUG UNSPECIFIED),

*POSSESSION OF HANDGUN BY CONVICTED FELON,

*POSSESSION OF FIREARM BY CONVICTED FELON,

*DRUG PARAPHERNALIA – BUY/POSSESS. 

 
In connection to his charges for which he was arrested for on September 7; on Thursday, September 22, a federal grand jury in Pikeville, KY., issued a federal indictment against Phillip Jude, who was indicted on six counts of distribution of oxycodone, methamphetamine and fentanyl, two counts of possession of a firearm by a felon, one count of distribution of oxycodone, possession with intent to distribute methamphetamine, oxycodone and fentanyl and one count of possession of a firearm in furtherance of a drug trafficking offense.

    Wonder why Mitch Castle isn’t on here for stealing septemberfest items out of the mayors office? Didn’t he get ran out of Paintsville for the same type of behavior? Why are people protecting him and his wife (his accomplice)?

    It don’t matter who was caught doing what in this town. They would rather put those kind of things behind closed doors. Just like the Michael Hogan case. If that hadn’t been made a federal case this town wouldn’t know anything about it. This town has too many chiefs & not enough Indians. But I bet if you check none of the people who stole this towns money has yet to be put in jail (any where). Think about that before you lay judgement on the people (who admittedly done wrong)trying to change for the better. And just for you Bible thumping hypocrites, it says in your 10 commandments, judge not unto others.
